MINUTES
Thur sday, August 25 , 2022
The City of Schertz Economic Development C01poration (SEDC) Board of Directors met for a
Regular Monthly Meeting on Thursday, August 25, 2022, at 6:00 p.m. in the Hal Baldwin
Municipal Complex, Council Chambers Board Room, Building No. 4, 1400 Schertz Parkway,
Schertz, Texas. This is an open meeting, subject to the open meeting laws of the State of Texas.
Call to order
1. Roll call and recognition of visitors
Board President Macaluso presided over the meeting and called it to order at 6:00 p.m. Mr.
Macaluso welcomed everyone in attendance.

3. Approval of the minutes for the Board of Directors Regular Monthly Meeting held on

4. Staffbriefmg on SEDC Financial statements for the month of July 2022. (B.Martin I A.

Ms. Martin provided the following summary and overview of the SEDC Financial
Statement for the month of July:
Sales tax revenue for July was $476,850.85 which is an annual increase of 8.2%. A negative
audit adjustment in July brought the sales tax increase down from 11 %. Expenditures for
the month were $3,467.92.
Capital, cash, and investments are at $24.99 million. The 12-month rolling average is still
trending up at 15.6%.
5. Staffbriefmg on the launch ofCityView software. (E.Delgado)
Mr. Perez announced the launch of CityView and introduced Emily Delgado, Sr. Planner,
City of Schertz.
Ms. Delgado provided background information on CityView, land use management software
that is utilized for planning, permitting, inspections, contractor registrations, and code
enforcements. A one-stop shop for contractors, residents, and customers. Multi department
software, to include Planning and Community Development, Engineering, Public Works,
Fire, IT, Parks, and GIS, so all played a crucial role in the software development and Go-
Live of the software. Approved in 2018, and officially went live on May 16, 2022.
CityView has three separate applications. Portal utilized by residents and customers to
submit requests, receive updates and comments, pay fees, and submit code violation
complaints. Workspace utilized by City Staff to do reviews, make comments, and process
applications. And Mobile utilized by inspectors out in the field.
Ms. Delgado provided a demonstration of the software exhibiting the transparency and
efficiency of the system. Provides City management and staff with the management and
status of projects from permitting to inspection. Still working out some kinks in the software
and continued staff training will enhance the efficiency of the system.
6. Public hearing, briefing, and possible action on approval of SEDC Resolution 2022-10
authorizing the expenditure of $5,000 for participation in the 2022 San Antonio-New
Braunfels Metropolitan Statistical Area (MSA) Regional Economic Collaborative marketing
partnership agreement. (A.Perez)
Mr. Perez provided an overview of the past year's partnership. All members of the
partnership sell the region as a whole and share leads and prospects. Deliverables include co-
.hosting no less than two meetings with industry decision makers, organizing no less than two
outbound marketing missions, hosting one FAM tour on an annual basis, host two events
with various professional associations, and data sharing on information that can be leveraged
by regional partners for a fee. Transactions can be dictated by the client, but there is still a
guarantee of equal awareness. greater: SA TX will be responsible for organizing events and
setting itineraries for leads and prospects resulting from a partnership event.

Transparency and equal awareness of potential projects still of concern to the Board.

A motion to approve SEDC Resolution 2022-10 authorizing the expenditure of$5,000 for

Richard and seconded by Mr. Jesse Hamilton. Motion passed unanimously.
7 . Public Hearing, briefing and possible action on SEDC Resolution No. 2022-11 authorizing
an economic performance agreement between the City of Schertz Economic Development
Corporation and Schertz Medical Building, LLC; and other matters in connection therewith.

Mr. Perez communicated that in July 2021, the Board approved a reimbursement
infrastructure grant up to $30,000 for qualifying costs associated with installation of a culvert
on the property. This project has proceeded and represents over $8 million dollar investment
in a 53,200 sq foot two-story medical office building, and ambulatory surgical center.
Original infrastructure needs are no longer required as part of their development. Company
is requesting these funds be redirected and used for other infrastructure costs.

and seconded by Mr. Jesse Carrasco. Motion passed unanimously.

9. The SEDC Board met in closed session in accordance with Section 551.087 of the Texas
Government Code, Deliberation Regarding Economic Development Negotiations; Closed
Meeting. The governmental body is not required to conduct an open meeting (1) to discuss
or deliberate regarding commercial or financial information that the governmental body has
received from a business prospect that the governmental body seeks to have locate, stay, or
expand in or near the territory of the governmental body and with which the governmental
body is conducting economic development negotiations; or (2) to deliberate the offer of a
financial or other incentive to a business prospect.
