Request from the Schertz - Cibolo Cemetery Association to the SHPC:
The Schertz - Cibolo Cemetery (through its Association) has been approved by the Texas
Historical Commission (THC) to receive a State Historical Marker. This will be a significant
event for the City of Schertz and surrounding communities. The marker will memorialize the
significance of the initial farmworker families who moved to this area in the early 1900's and
helped in the establishment of the small farming communities of Cibolo, Marion and
Schertz. This cemetery had previously been recognized by the Schertz Historical Preservation
Committee and the City of Schertz as an Historic Ancestral Resting Place.
Mayor Ralph Gutierrez has been kept informed regarding our consultations with the THC and,
on behalf of the city, is greatly supportive of the achievements we have made. The additional
vehicular and pedestrian traffic generated by the new Marker will increase patronage to local
businesses which, in turn, adds tax revenue. His intent is that city funding should be made
available in the subsidizing of the Marker.
For us, the Marker will be the beginning of elevating the cemetery to a true historic burial
park. We plan to create a cemetery trail and add informational storyboards regarding the people
in the cemetery and their stories.
The cost for the Marker and steel post is $2,000. We humbly request a grant from the SHPC for
this amount. In turn, we will promote the SHPC and the City of Schertz as major benefactors on
our FB page, Website and on the dedication program at the unveiling of the marker. Should the
Preservation Committee desire to donate at the $5,000 level, a permanent sign would be placed
documenting the generosity of the Committee. We are working on the unveiling to be a city-
wide event.

"This letter is written in recognition of contributions of Major Daniel Bourgeois to the
advancement of the Schertz community, heritage, and legacy while a member and leader of the
Scherer Historical. Preservation Committee from 2019 to 2022. Major Bourgeois volunteered
his ,"ime and talents, becoming a committee member in May of 2019. He immediately proved
his,enthusiasm for advancing the Committee's goals by volunteering to lead subcommittees on
publications and corrfmunity exposure initiatives. He quickly achieved the support and
cooperation ,of his fellow, committee members so much so that in 2020, his peers voted him
Chairman of the Committee. As Chairman, he led the Committee to new heights. He carried
the business of the Committee through its most difficult period as the COVID 19 pandemic
created real challenges with regards to the project promotion and membership retention. He
led the Committee by, example as the first to volunteer for volunteer projects and involvements
such as the city's open house and collection of like- minded newsletters and special edition
historical articles. He developed liaisons with the Schertz Public Affairs office that resulted in
publication of record numbers of Committee - produced historical articles, reaching thousands
of city residents. Major Bourgeois proposed and led the planning and execution of the city's
first annual classic car show which proved to be a tremendous success. Major Bourgeois
achieved such success by maintaining close liaison with city of Schertz leadership to include the
mayor and all city councilmembers. His leadership style is such that the organization members
feel comfortable and at ease when dealing with him. He is a true leader who has made a
significant difference in the improvement of the status of the Preservation Committee." -- Dean

In addition to those remarks, Dean, on behalf of the entire committee, presented Frenchy with
a plaque that summarizes our feelings. The plaque reads, "The Schertz Historical Preservation
Committee hereby recognizes Daniel Bourgeois for his outstanding leadership and many
contributions to the Committee from 2019 to 2022."
Frenchy thanked the Committee and expressed that it has been a real honor to serve and has
had fun doing so.
DISCUSSION AND /OR ACTION ITEMS:
1. Minutes — Consideration and /or action regarding the approval of the minutes of the regular
meeting of February 10, 2022. Motion made by Dean Weirtz and seconded by Rosalyn Wise to
approve the minutes as written. Motion passed unanimously.
2. Fund Expenditures — Consideration and /or action regarding the submission of member expense
vouchers and approval of fund expenditures.
• None reported.
3. Book Sales Report — Consideration and /or.actionregarding book sale activities during the last
quarter and other fiscal activities.
• One yellow book was sold last quarter =- $13.85 ($15.00 total, but $1.15 goes to the city).
• Rosalyn Wise reports that she bought a brown book at the visitor's center recently.

4. Publication of the Spring 2022'Committee Newsletter and the Remembrances Special Edition
Article 2022 -2 — Consideration and /or action - regarding the-,publication of the Committee Spring
2022 Newsletter and the Remembrances Special Edition Article 2022 -2.
• Dean Weirti reported that corrections,. -were submitted and have been made to the
publications.
• Motion made, by Judith Williams'and Pete Perez 'seconded to approve the newsletter
and the remembrance article. Motion'passed unanimously.
5. Schertz Landmark Property /Heritage-Neighborhpod Designation Nominations — Consideration
and /or action regarding 'Schertz Landmark Property /Heritage Neighborhood designation
nominations.
• No new nominations reported.
6. Consideration of a "Time Capsule" for development by the SHPC —Consideration and /or action
regarding the development of a "Time Capsule ".
• Dean Weirtz reports that a subcommittee was formed in early 2021. The subcommittee
came to the conclusion as to what general content of the time capsule would be and
brought it to the Committee. We've briefed it at the Committee twice at two different
meetings and it was approved as outlined by the subcommittee. We've received only
two inputs from the general public and the rest has been set forth in the outline of social,
political, and economic issues. It's ready to be placed. We advertised we would accept
submissions until June before placement so we'll stick to that date sometime in June to
put it in place.
• Rosalyn Wise has some things she forgot to bring today so she will take them to
his house.
• Frenchy Bourgeois also commented that it has been advertised in the magazine
and Dean Weirtz reports that nothing has been submitted due to those
advertisements.

o Rosalyn Wise asked if we could still get the aerial photo of 1 -35 as it is now and
Frenchy Bourgeois that he could still get that done. Discussion ensued.
7. Amendment Considerations to the Committee Bylaws —Consideration and /or action regarding
the amendment of the Committee bylaws. (Note: At this point, Frenchy's comments became
difficult to hear.)
• Frenchy Bourgeois presented the edits that were recommended.
• 2.1— Mission Statement. Dean Weirtz advises that the mission statement can be found
in the ordinance that designates three areas of interest, 06 -R -35.
• 3.1 — Pete Perez suggested to add "as approved by..." Brian James advised that
membership is approved by City Council.
• Dean Weirtz commented regarding membership. We're missing 5 members
from the membership roll. For those who don't know, new members come to
us from applications submitted to the City Secretary. One that was submitted
had actually applied for a different committee and they switched him to our
committee which didn't really strike well because we're in need of people who
are really motivated to be interested in what we'redoing here. We even talked
about the fact that we should interview prospective members to find out, 1) How
active do they really want to be and 2) Do they have any interest in our
committee. Thus, we're just not an experimental period for people to decide
whether they want to stay with us or not. Maybe we could make a
recommendation to Brenda Dennis that we have a comment period available for
us to talk with potential applicants.
• Rosalyn Wise asked Brian James, do we only get to select once per year? Brian
answered, no, the way the city has done it in the past is we've had all the boards
and c commission members expire at the same time at the beginning or end of
May and we'd hold a volunteer fair and try to get a large pool of applicants and
try to appoint then. But then what happens is that people resign mid -year and
they'll go back to people who didn't get appointed or new people. The plan now
J's to stagger those because one of the issues is that it's too many people on
boards and commissions for Council to look at and they're going to stagger every
3 months some of the boards and commissions expiration dates. To Dean's
point, this, is something we've talked about with Council because it's a problem.
What happens is that somebody applies for a particular board, i.e. EDC, and
there isn't a' spot available and in trying to get this person who is interested in
volunteering, they suggest another board or commission. The problem with that
is that person, doesn't necessarily have an interested in historic preservation or
the parks board and often they'll say they'll try it, but then they find they don't
have as much of an interest or commitment or necessarily put in the work that's
needed. We've conveyed this issue to Council and let them know we'd like to
interview the applicants before Council appoints. Brian James also commented
that it's frustrating and disappointing that somebody gets appointed, doesn't
really have an interest, and attends one meeting and then resigns.
o Rosalyn Wise further commented that we can have 14 members for the
Committee. Dean Weirtz responded that last summer is when we got the big
flux of five new members and they're gone because he thinks they just didn't
have the interest. Whatever the number, if we have dedicated, devoted
members that would be great. 14 members risks losing people because it's hard

to find 14 dedicated people. Brian James responded that while he appreciates
the concept but that they've always been welcoming for folks attending the
meetings but necessarily have to serve on the committee. We're struggling to
find a big number and may do better with a smaller number of more committed
folks and then somebody who's interested can come to the meeting and can
contribute.
• Rosalyn Wise asked how we invite people to our meetings. Brian James
responded that the Committee needs to be ambassadors for the Historic
Preservation Committee. We do that as staff when we talk to folks.
• Dean Weirtz remarked that he likes the idea of lowering the number on the
Committee which we could do by writing a- letter to Council indicating that we
would appreciate having our number lowered for membership to whatever we
would agree to — 7 or 8 — so we don'llhave to deal with this issue and the City
doesn't have to deal with the issueof routinely having to replace our 14- member
quota. If we have the right people,-it makes�us assured that we're going to have
a meeting every time where we can vote.
• Paul Ringenbach remarked that it doesn't say we.`have to have 14, it just says
there shall be no more than 14 so we could have 7 members.
• Dean Weirtz responded that the resolution says, "14- member Committee" and
that we would petition the Council to change the provision:.
• Rosalyn Wise asked if we could determine the number amongst ourselves.
• Brian James remarked that we can change the Resolution by making a
recommendation to change it and Council can approve. We've changed things
about other boards and commissions in the past. It's not intended to be this "set
in stone magna carta" — it's more of a living document that can be changed. Just
make the recommendation and he's sure that Council is going to show deference
to the Committee.
• Jesse Gonzales commented that if you go too small, do you risk not having a
quorum if somebody's out.
o Judith Williams commented that she recommends we have nine members unless
there are more committed individuals.
o Motion made by Rosalyn Wise and Judith Williams seconded to set the number
of committee members to nine members. Motion passed with six ayes and one
nay. Jesse Gonzales opposed because we already have a set 14 members and
we've never had 14 — it's just a number.
o Frenchy Bourgeois will submit something to City Council to make this change.
3.2 — Members shall be volunteers... changed to will be.
3.5.a — Change Appointed members shall be no more than 14 to shall be no more than
nine.
3.5.b —Jesse Gonzales asked why we have non - appointed members. Frenchy explained
that they provide input to the committee and have interest in the committee, however,
because they are not a resident of Schertz, they are unable to serve as an appointed
member. He asked how many non - appointed members we have and Dean Weirtz
answered, Tricia Whitman, Judy Womack, and Miguel Vazquez. They all have an interest
in the committee and would like to participate.
4.3 -- Rosalyn Wise would like to see this wording be changed to "whoever is present at
a meeting is the quorum" and voting can be done. Dean Weirtz replied that the

Committee operates under the Rules of Order that require a majority of the
membership to be present to take votes. Rosalyn Wise asked if we could get a hard copy
of the Roberts Rules of Order for the Committee to have on hand at meetings to
reference. Jesse Gonzales added that he's on other committees and you need some
kind of quorum. Judith Williams also added what if we included an additional statement
in this paragraph to say something to the effect that special sessions can be called for
special events. For example, if we were to meet in July or August for the October Car
Show, that would be a special session and everyone would be aware of that. Rosalyn
Wise also commented that they tried to have a Time Capsule meeting and couldn't get
anyone to agree on a date so they didn't have a meeting. Dean Weirtz responded that
they had the initial meeting of the subcommittee in which we outlined what the capsule
would consist of and then brought it to the full Committee here twice in April, so there
was plenty of discussion and two votes by the Committee to approve what would be the
content of the capsule. Jesse Gonzales asked if a subcommittee would also be bound to
the quorum rule. Dean Weirtz answered that the subcommittee is only a
recommendation body for the full Committee.
o Discussion regardingthe necessity of a parliamentarian for the Committee. After
discussion, it was decided that a hard copy of the Roberts Rules of Orders will be
ordered for the Committee to -have on hand as well as an electronic copy.
• 5.4 — Term of office discussion. Changed to term of elected officers and committee
members will be one (1 )calendar year term`fortheir duties and roles.
• 5.5 — Officers and committee members shall 'not' jointly or individually enter into any
legally binding contract on behalf of,the Committee. Discussion ensued. Brian James
confirmed that any contract between the City and another entity, such as the school
district, would go through the Gity and an ILA (inter.local agreement) would have to be
drawn up, to cover the contract. Rosalyn Wise asked if the Committee participates or
does anything outside /of;the Committee, we have to get the City's approval to do that
particular project /event? Brian James responded that the intent of it is that the
Committee cannot enter into -a contract. You can buy items up to a certain amount but
the Committee can't enter into a contract. If the Committee wants to do something
that requires a contract it would need to be approved by the City. It can be sent to him
to submit to Council. Jesse Gonzales asked about the t -shirts and trophies for the car
show and if he should have gone through the City. Brian James answered that yes, it
probably should have gone through the City and should next time.
• 6.1 — Addition of "Represent the Committee at City of Schertz City Council meetings,
activities, etc. as needed." Dean Weirtz commented that we don't want to have to
oblige the chairperson or the vice - chairperson to go to every City meeting, but if
appropriate. Rosalyn Wise commented that she didn't mean it to be that way, just a
general statement that if we're invited that we represent our Committee, not at every
City Council meeting. We were asked to represent at the Main Street, so we participate
when asked.
• 6.2.b.iv — Change wording to read "Gather data and prepare the Committee's Annual
Report as an executive summary to the City subsequent to the January Committee
meeting."
• 7.2 — Change the appointed committee member that leads a sub - committee to be
referred to as "Coordinator"

• Revisited 14.4.11b — Discussion regarding procedure for removing members from the
Committee. Brian James remarked that City Council appoints and ultimately should be
the ones to remove a Committee member based on the Committee's recommendation.
• Article XV — Dean Weirtz explained the wording for removing City Council's approval
from this section. The Texas Administrative Code sets forth the requirements for
designating historic properties within the State of Texas. They set forth provisions that
require municipalities to define special districts. Brian James and Dean have talked
about this many times back in 2019. At that time, the legislature in the state came out
with a House Bill 2496 which gave us pause. Up to that point, we were bringing all our
recommendations to City Council for designating heritage neighborhoods and landmark
properties. In 2019 when this additional provision- for the state code was passed, the
staff took the language that they had in our City code out that required our
recommendations to go to City Council. They'did that because we didn't want to make
a fuss about what we were doing in the ,City because if they challenged us — anybody
from the county level to the state level — they could tell us to stop and disregard what
we've done thus far. So, we need to get that out of our bylaws — the fact that we send
these recommendations to City Council for approval. Our Committee can designate
properties as long as staff continues to agree. It will be ani- honorary designation as it
always has been. Otherwise, if we have to follow the state's requirements, we're going
to have to provide the rules that are set forth in the Secretary of the,interior's rules for
the amendments to the exterior of properties and properties that are in these districts
have to abide by that. With Brian's experience in other towns and cities who have that
such as San Antonio, they have a difficult time with the ownerships of those properties
and the restrictions and we don't want that in our City. He recommends that we still
take to City Council for their approval of the honorary designation.
o Jesse Gonzales asked why these things we're deleting were in the bylaws to
begin with? Dean Weirtz replied that we didn't take some things into
consideration when the bylaws were last revised. Then it came to our attention
that the Texas Code said something different.
o Brian James affirmed Dean's remarks that we didn't want to unintentionally
impose,restrictions on properties so we said we would make the designations
more of an honorific designation.
* Paul Ringenbach suggested that instead of calling it an historic neighborhood,
should we actually call it "Honorary Historic Neighborhood ". Brian James replied
that he's not sure that it matters in that regard. We can work with the City
Attorney,to work on the wording to make it clearer. Dean Weirtz remarked that
we may not want to do too much coordinating with the City Attorney — they
sometimes take the hard road and start talking about facing a lawsuit.
• Frenchy Bourgeois called for a motion to pass the bylaws with the modifications
discussed. Jesse Gonzales motioned and Judith Williams seconded to accept the bylaws
as written with the modifications discussed at this meeting. Motion passed
unanimously.
8. Nominations and Vote for Committee Officers — Consideration and /or action regarding
nominations and voting for Committee Officers.
• Rosalyn Wise would like to nominate Judith Williams as Chairperson of the Committee
and has received her permission. Dean Weirtz seconded. Motion passed unanimously.

• Rosalyn Wise would like to nominate Pete Perez as Vice - Chairperson of the Committee
and has received his permission. Judith Williams seconded. Motion passed
unanimously.
• Rosalyn Wise thanked Frenchy and Dean for serving as Chair and Vice - Chair.
• Judith Williams also commented and thanked Frenchy for being our Chairperson.
9. Expected Future Committee Involvements /Mission Pursuits — Consideration and /or action
regarding future Committee involvements /mission pursuits.
• Car Show:
• Dean Weirtz remarked that this is where we bring up the car show. If there's
going to be a car show, we need to begin planning.
• Rosalyn Wise commented that she was told /that the Mayor does want us to have
the car show this year.
• Dean Weirtz replied that everyone knows his position on this — not meeting the
mission that we are appointed, salhe's apposed to the car show. He first and
foremost asks the newly appointed Chairperson and Vice - Chairperson if they are
behind the car show. Judith Williams responded,that she is committed to put on
another car show this year. Pete Perez also responded that he is committed
100% and he has spoken with the Mayor and he is forit and we can proceed with
the planning.
• Dean Weirtz would like to remind the two officers that we surveyed the
membership for volunteers for positions on the subcommittee and we got one
volunteer and no others. We need to have volunteers to carry this out.
10. Subcommittee Reports
• Historian —,Rosalyn Wise reports that she is planning the "Looking Back" articles for
Schertz magazine 2023. Dean Weirtz has given her some material and she's looking for
people who've lived in Schertz since the 60's and 70's to provide information on how
Schertz was back then. She's given some information to Pete Perez that he can tweak
on. Dean Weirtz h8 also given her contact information for others who have lived in
Schertz that may provide information for the articles. She's also going to reach out to
Tricia Whitman for 'another article on Native Americans. She'd like to thank Paul
Ringenbach for verifying,her data before it went into the magazine.
• Outreach — Dean Weirtz reports that we had Easter greetings sent to us from our sister
history society in France and this month they are providing their community an
exposition from their history from 1972 -2022. They sent us a miniature poster that they
will be using for that event with an invitation. He also reports that he's continued to
attend the Main Street Committee meetings and that committee is now working with a
contractor to put forth a final plan for the amenities on Main Street. This is a long -term
project.

• Jesse Gonzales reports the Knights of Columbus celebrated 50 years of service to the
Schertz community and he was able to persuade the Mayor to have the Council issue
them a Proclamation of Congratulations and was able to get an article into the Schertz
Magazine also congratulating them for 50 years in Schertz. Dean Weirtz asked Jesse for
a copy of the article to be included in the next Remembrances newsletter.
• Dean Weirtz announced that we had a completion of a restoration project in our
heritage neighborhood on 1st Street. There was an overgrown area that covered our

1. Minutes — Consideration and /or action regarding the approval of the minutes of the regular
meeting of April'28, 2022. The minutes were not distributed in advance; therefore, it was
agreed to table approval of April 28, 2022 minutes to allow more time for review.
2. Fund Expenditures- -Consideration and /or action regarding the submission of member expense
vouchers and approval of fund expenditures.
• Pete Perez reports'that he is requesting to spend $1,030.50 on 30 trophies for the car
Show,
• Jesse. Gonzales sent an email to everyone regarding the purchase of the car show t-
shirts,'$ .50 per shirt,x 130 shirts for a total of $1,625.00.
• Patricia Barnes,passed out a packet with a process flow for invoicing.
3. Book Sales Report — Consideration and /or action regarding book sale activities during the last
quarter and other fiscal activities.
• Roz Wise reports that she went to the various locations where the books are sold and
there haven't been any books sold. The yellow books are sold out and there are no more
copies available. She distributed books to each location — library (7 books), visitor's
center (5 books), and the city admin building (4 books), and she has 11 at her home for
a total of 27 books. There are still 2 boxes of 19 each at the Purchasing Department with
Jerry McFarland.

• We need to order more books. Dean Weirtz sent Roz an email indicating the last time
books were ordered, he ordered 300 yellow books and 100 brown books. Dean Weirtz
also gave her the thumb drive with the information from each book.
o Patricia Barnes asked what the difference is between the brown book and the
yellow book. Roz replied that the brown book is called "a photo history" and the
yellow book is more written information. Patricia asked how long ago they were
printed and how long did it take to sell 300 books?
• Roz Wise remarked that the photo book is $25 and the yellow book is $15 and
she believes that's why the yellow book sold out faster. Dean Weirtz advised her
that the quality of the brown book is better — hardcover, quality of paper, etc.
• Miguel Vasquez suggested that we update the yellow book with additional
information since the printing of this book.
• Roz Wise asked if someone would like to look at this project. Patrick Naughton
offered to take on this project.
• Jesse Gonzales suggested that we check with Randolph Air Force Base to see if
they'd like to keep copies on hand:

interested in purchasing them`and giving out to new residents.

• After Brian James-arrived at the meeting, discussion went back to the books. Roz
Wise asked about the accounts for the book sales. Brian James advised we would

$1.13 goes back to\the city.. Brian James advised that he believes that the
remainder goes into the SHPC account. The amount the city replenishes in the

4. Publication of the Summer 2022 Committee Newsletter and the Remembrances Special Edition
Article 2022 -3 — Consideration and /or action regarding the publication of the Committee

• There was no newsletter or Remembrances Article published, so no action needed.
• Jesse Gonzales offered to write articles.

5. Schertz Landmark Property /Heritage Neighborhood Designation Nominations — Consideration
and /or action regarding Schertz Landmark Property /Heritage Neighborhood designation
nominations.
• Roz Wise visited with Dean before our meeting and the new owners of the Dietz home
on 3009 have agreed to have the home designated as a historical landmark. The new
owners are in the process of converting the home into a German tavern.
• Pete Perez recommends the Beck home on Beck Street.

members back to no more than fourteen (14). Pat Barnes seconded.

2. Miguel Vasquez suggested that membership be open to not only a
Schertz resident, but or a member that works in Schertz or has a place of
business in Schertz. Brian James joined the meeting at this time and
remarked that for a lot of our boards and commissions that would not be
something that he would support. However, given the work of the
historic preservation committee, he would not have a problem with it.
We may want to limit the number of members who are not Schertz
residents. Parks Board allows one or two members who are not
residents. Roz suggested up to thiree, people and Brian agreed. Brian's
opinion is that we. have someone that is interested in this committee and
interested in sitting on this tbrnmittee, he wouldn't even say you have to
work here or what not. Bran'also agreed that we should get away from
voting /non- voting member distinction: Pete Perez does not feel we
should allow non- residents as voting members. Miguel Vazquez
motioned that all members be voting members and seconded by Pat
Barnes. Motion passed with eight ayes and one nay:,
3. Changing the wording of 3.1 to state that up to 3 appointed members
may be non - residents of Schertz.
Article IV Meetings:
1. Brian James suggested that we start the meeting at 6:00 PM. Almost all
of the other boards and commissions begin at 6:00 PM. Consensus was
to change meeting start time to 6:00 PM.

Article XIV Member Expense Vouchering: Roz White wanted to see (a) and (b)
clarified. Brian James explained that as 14.1(a) reads now, a committee member
may purchase something up to $249 and bring it to the committee for
reimbursement, with the risk that the committee may or may not approve
without prior approval. However, anything over $250 should always be
approved by the committee before being purchased. In addition, if you have an
item that is between $250 and $1,000, all it needs to do is be pre- approved by
the committee. But if somebody has an item that is over $1,000, it must be
approved by the committee first and then it needs to be approved by the City
Manager's office so it can be routed through for approval. Brian also explained
that it would be a rare occasion for a committee member to purchase something

at random up to the $250 and ask for reimbursement before consulting with the
committee for approval.

to spend up to $8,000 each year; however, there is more money than
that in the SHPC account (approx'imately $14,000). If the SHPC needs
more than the $8,000 in the year, there needs to be a budget amendment
submitted to Council to authorize the,overage.

• Article XVI Schertz Main Street Area Preservation Incentive Program: No

7. Nominations and Vote for Committee Officers — Consideration and /or action regarding
nominations and voting for Committee Officers.
• Patricia Barnes has agreed to be Chairperson and Pete Perez would remain as Vice -
Chairperson.
• Roz Wise made the motion to nominate Patricia Barnes as Chairperson. Sue
Boissoneault seconded. Motion passed unanimously.

• Cyndi Simmons asked if Patricia Barnes would then remain as the committee's finance

have an appointed Treasurer — the city takes on that role. Brian James also reported
that James Walters will provide a balance sheet for the committee before each meeting.

Pat Barnes announced for new members that the car show is Saturday, October 15 at
Pickrell Park Pavilion and asks that volunteers arrive at 7:30 AM. Car show begins at
9:00 AM to 3:00 PM with the craft show ending at 2:00 PM. Paul Ringenbach suggested
a walk- through before the event begins.

PRESENTATIONS (Note: Moved from beginning of meeting to end so that Brian James could be present)
• Schertz /Cibolo Historic Cemetery— Dr. Miguel Vasquez
• Schertz - Cibolo Cemetery located off Highway 78 off River Road and Bubbling Springs
Road. The German immigrant that came to our area is Ferdinand Michael Dietz. He
came from Germany in 1849 on the ship Francisca and landed in Galveston on December
6, 1849 and was 19 years old. He was joined later by his brother, August Dietz. They
traveled from Galveston to Indianola, and then up the Guadalupe to New Braunfels and
then to what was known as the Cibolo Pit.
• The cemetery began when a female farm worker for the Dietz family died in the early
1900s and there wasn't a place to bury her. Mr. Dietz marked off about an acre and told
the workers they could bury their people there and that's how it started. His workers
then referred to him as "Buena Gente" or a "real good man ".
o He has spoken with the Dietz family to see if they had any cemetery records and came
across some personal notes from Ottomar "Pat" Dietz (d. 1980's). The first burial in the
Dietz family cemetery was in 1868, 5- year -old Agnes Dietz. One entry read: "Another
burial plot is also located on the Dietz property, originally known as the Mexican
Cemetery. The land was donated by Mr. Dietz upon the death of a young Mexican girl
residing with her parents who were his farm workers." It was great to collaborate what
the oral history was on one side with the descendants and then collaborating Ottomar

Dietz's notes. He also spoke about the other cemeteries along Cibolo Creek --Schneider,
Boettcher (sp ?), Stopper, and Amiker, and two Seiler cemeteries.
• He presented photos of the cemetery. They volunteers have created a "little angels
garden" where there are children buried including the original.
• There are about 220 total graves. They are a private cemetery but are open to the
public.
• When he came upon the cemetery about 3 years ago, it was overgrown, a lot of
underbrush, and it looked like an abandoned cemetery. There were trenches
throughout where two guys had come through and were digging for arrowheads.
Therefore, the volunteers had to level out the landscaping.
• A new gate has been installed this month.
• The cemetery is funded by donations and selling'of plots.
• Is asking for funding from the City. Brian James suggests that we may want to develop
a policy for these types of requests. Once we start funding cemeteries, others will
want /expect funding as well. May want to put on a future agenda for guidelines. Would
also suggest checking with other communities to what degree the City or Historic
Committee is involved with these types of requests.
• Paul Ringenbach asked if the application has already been sent to the Texas Historical
Commission (THC). Miguel Vazquez confirmed that the application has been sent and
approved and the marker has been approved as well. They are in the;process of making
the plaque. They would like an unveiling when the plaque is being placed.
• Brian James also remarked that if the committee feels like this is a worthwhile project
to pursue, then the committee can put the time in to reach out to THC to find out what
other communities do, calling other cities and other historic committees, etc. He also
suggested that the subcommittee be formed with other members and for Miguel
Vazquez not be one of the members as to remove any appearance of impropriety.

ARTICLE I
NAME AND LOCATION
1.1 Name: The name of the Committee shall be the Schertz Historical Preservation
Committee (SHPC), referred to herein as the Committee.
1.2 Office Location: The office of the Committee is to be the City of Schertz Mayor's
Office, located at 1400 Schertz Parkway, Schertz, Texas 78154.
1.3 Mail: All mail shall be directed to the Committee through the City Secretary of the
City of Schertz at the above address.
ARTICLE II
PURPOSE
2.1 Mission: The SHPC exists in accordance with City Ordinance 06 -R -35. The goals
and objectives of the Committee will be to (i) create a City museum to contain pictures,
artifacts, and other historical items related to the City's past; (ii) obtain grant money from
the State of Texas, the federal government, and other charitable sources for the purpose
of historical preservation; and (iii) designate and preserve qualified houses, commercial
buildings, and other structures in the City as "historic ".
2.2 Organization: The SHPC will:
(a) Maintain an organizational structure to allow for the conduct of meetings,
management of the committee, and maintenance of records.
(b) Assign, publish, and monitor sub - committees, programs, and projects to
highlight the mission of the Committee.
(c) Record (in manuscript form or vocally) for retention the memories and
knowledge of individuals about people, places and events relating to the City of Schertz.
(d) Recommend to City Council the designation of historical structures and
sites.
(e) Encourage and publicize community interest and involvement in the
historical preservation of those activities.
(f) Participate with City Council in Schertz activities upon request.

ARTICLE III
MEMBERSHIP
3.1 Membership shall be open to any Schertz resident who holds an interest in
historical preservation and the history of Schertz, Texas, as approved by the City Council
after an interview from the SHPC members. In addition, three of the members may be
non - residents.
3.2 All members will be volunteers who are unpaid and uncompensated.
3.3 All members must agree to abide by these by -laws.
3.4 Requirements for Committee Membership:
(a) Actively participate in meetings, subcommittees, and activities. This shall
constitute a member in good standing.
3.5 Appointed members shall be no more than fourteen (14). Their appointment shall
originate from nominations placed before the Schertz City Council. The appointed
members shall be the only authorized voting members on Committee activities.
ARTICLE IV
MEETINGS
4.1 Meetings of the Committee will be held on a quarterly basis with the first meeting
of the calendar year being on the fourth Thursday of the month of January, April, July,
and October. The time of the meetings will be 6:00 P.M.
(a) If there is a scheduling conflict that requires a change of time and date of
any meeting, all members shall be notified prior to the scheduled meeting date.
4.2 Special meetings may be called by the Chairperson at their discretion. Committee
members may request a special meeting to the Chairperson either by email or phone call.
4.3 A quorum is when 50% of members are present for a Committee meeting.
(a) If a quorum fails to be achieved or maintained during the course of a
meeting, no binding votes will be taken until a quorum is again achieved.
4.4 An agenda will be prepared by the Chairperson and be sent to the City Staff at
least seven (7) days prior to the scheduled meeting date. Agendas will establish the date,
time, and place of the meeting and a list of discussion items. SHPC Members are
encouraged to submit agenda topics.
(a) Members are expected to attend meetings as scheduled, and if unable to
attend a particular meeting, the member will notify the Chairperson to announce his/her
expected absence.

(b) Should a member be absent for two (2) or more consecutive meetings for
reasons other than circumstances approved by the Chairperson, the Committee may
inquire with the member as to whether his/her personal commitments are such as to
warrant release from the Committee membership. If deemed appropriate, the Committee
Chairperson will notify the member of his /her recommended release from Committee's
active membership and request he /she assume an associate member role or resign from
Committee membership The Chairperson will notify the City Secretary of the
recommendation that City Council remove that member from the Committee.
ARTICLE V
ELECTED OFFICERS
5.1 At a minimum, elected officers shall consist of a Chairperson and a Vice
Chairperson.
5.2 Nominations for officers shall occur at the October and January meetings. Voting
will occur at the January meeting. The only exception to this time schedule shall be the
nominations and vote for the initial slate of officers.
(a) Elections may be held out of cycle in case of resignation or removal of
members.
5.3 Officers will assume their positions at the January meeting or in the case of the
initial slate of officers, at the time of member voting. The nominee receiving a plurality of
votes will be deemed the selected candidate for the officer position under consideration.
5.4 The term of elected officers and committee members will be one (1) calendar year
term for their duties and roles. A member may run unlimited times for any position.
(a) In the event that an elected officer is unable to complete his/her term of
office, the membership will nominate and vote on a replacement and the newly selected
officer will assume the officer post as of the date of the vote.
5.5 Officers and committee members shall not jointly or individually enter into any
legally binding contract on behalf of the Committee.
ARTICLE VI
ELECTED OFFICER DUTIES
6.1 The Chairperson shall:
(a) Preside at all meetings and perform all executive functions of the
Committee.
(b) Appoint all subcommittee chairs.
(c) Be responsible for all meeting notices.
(d) Be an ex- officio member of all sub - committees.

(e) Represent the Committee at City of Schertz City Council meetings,
activities, etc. as needed.
6.2 The Vice - Chairperson shall:
(a) In the absence of the Chairperson, preside at all meetings. The Vice -
Chairperson shall automatically assume the position of Chairperson in the case of
vacancy. The Vice - Chairperson shall complete the term of the Chairperson until the next
scheduled session.
(b) Perform all executive functions of the Committee as delegated by the
Chairperson. Executive functions will include but not be limited to:
(i) Accepting expense vouchers from Committee members and submitting
Committee approved vouchers to the appropriate City office for reimbursement.
(ii) Provide quarterly book sales reports.
(iii) Prepare an Annual Report covering Committee activities for the prior
calendar year not later than the date of the second quarterly Committee meeting.
(iv) Gather data and prepare the Committee's Annual Report as an
executive summary to the City subsequent to the January Committee meeting.
ARTICLE VII
SUBCOMMITTEES
7.1 Subcommittees will be created based on need and activity.
ARTICLE VIII
PARLIAMENTARY AUTHORITY
8.1 The rules contained in the current edition of Robert's Rules of Order Newly
Revised shall govern the Committee activities so long as they are not inconsistent with
these by -laws and any special rules the Committee may adopt.
(a) If there is a disagreement, then the laws in this document take precedent.
ARTICLE IV
AMENDMENTS
9.1 These by -laws may be amended by a two- thirds affirmative vote of the present and
appointed members voting at a Committee meeting.
ARTICLE X
PUBLICATIONS
10.1 The Committee will obtain written permission from the owner (when known) to
place pictures and articles in Committee publications.

10.2 The Committee will conform to the highest professional standards of publishing,
editing, accuracy, and writing.
10.3 Anyone seeking to publish materials in the name of the Committee will submit such
to the Committee for membership review and for vote (two- thirds of appointed members
present for voting) before publishing in the name of the Committee. Non - response to a
request will constitute approval.
10.4 News releases and publications being made on behalf of the Committee will be
first coordinated with the Committee membership prior to release.
ARTICLE XI
PROPERTY /ARTIFACTS OFFERINGS
11.1 Property in the form of papers, photographs, documents, artifacts, etc., offered to
the Committee as historical materials by any person shall not be accepted and the donor
shall be instructed to contact representatives of the Cibolo Valley Community Museum
Association or a suitable historical organization that will accept their gifted item for
retention or display.
ARTICLE XII
COMMITTEE BUDGETING
12.1 The Committee Chairperson will provide whatever expense projections requested
to the City of Schertz for its consideration in allocating funds for the operation of the
Committee.
ARTICLE XIII
MEMBER EXPENSE VOUCHERING
13.1 Expenditures by members of the Committee shall be reimbursed by the City of
Schertz through the vouchering process that includes the following:
(a) Items costing more than $250 but not more than $1,000 must be pre -
approved by the SHPC before being purchased.
(b) Any purchase of $1,000 or more must be pre- approved by the SHPC before
being purchased as well as coordinated through the Schertz City Manager's Office for a
City of Schertz Purchase Order using Appendices A and B.
13.2 Other purchases by a committee member in support of the Committee's work will
be submitted to the Committee for payment using Appendix A and B.
(a) Appendix A: The vehicle for submitting the reimbursement expenses will
be the Committee Invoice Document (Appendix A) along with legible receipts of the
purchases. Original or copies of receipts will be required to support an Invoice. If a receipt
is not available, a written explanation for its absence will be provided.

(b) Appendix B: The Letter of Request for Fund Disbursement (Appendix B)
will have the signature of the Chairperson for review and approval prior to submission to
the City.
(c) Requests for any expense reimbursement will be brought before the
Committee for approval by a majority vote.
(d) Once Committee approval is obtained, the Committee Chairperson will
forward the expense reimbursement package (Appendix A, Appendix B, and supporting
documentation) to the City Finance Office or processing and payment. A copy will be
maintained with the Committee's Finance Files.
ARTICLE XIV
DESIGNATIONS OF HERITAGE NEIGHBORHOODS AND LANDMARK
PROPERTIES
14.1 Authority: Per Section 21.3.6B1 (Boards and Commissions) of the Schertz Unified
Development Code (UDC) the Committee (Commission) shall have those duties and
approval authorities as granted by the ordinance establishing the Committee
(Commission).
14.2 Designation of Heritage Neighborhoods: Nominations for such a designation can
be made by any person or group interested in doing so using the application form in
Appendix C.
14.3 A heritage neighborhood will be defined as one in which multiple properties are
contained meeting the definition of such in the sections below. There will be no legal
restrictions set on any such neighborhood or individual property contained therein. The
process for approval will include the following:
(a) A majority vote of Committee members present and voting (vote to be based
on the historical merits of the application presented to the Committee by the nominator)
14.4 Designation of Landmark Properties:
(a) Landmark: A "Landmark Property" is defined as any property that presents
itself as a unique feature of the City of Schertz or its Extra Territorial Jurisdiction (ETJ)
landscape (community) due to either its nostalgic, aesthetic, architectural, or symbolic
attributes and which could or will have an enduring impact on the community's cultural
identity.
(b) There will be no legal restrictions placed on any such properties.
(c) A property will be granted selection as a named landmark property by
means of nomination for such status by any person or group interested in doing so using
the application form in Appendix C.

SCHERTZ MAIN STREET AREA PRESERVATION INCENTIVE PROGRAM

15.1 Authority: Per City Council Resolution 15 -R -03 the City of Schertz will offer an
incentive grant program for historic preservation related projects (50/50 matching up to a
$20,000 cap) involving properties within the Main Street Incentive area as shown on

15.1 Administration: Shall be administered by the City of Schertz Building Inspection
Division.
15.2 SHPC Responsibility: A City Representative will present an application for a City
of Schertz Incentive Program Grant to the Schertz Historical Preservation Committee at
the Committee's meetings.
15.3 If expedited treatment is requested or required by an applicant, a special meeting
called by the Chairperson will be initiated. The Committee will review the application for
reasonable compliance with standards set by the Secretary of the Interior's Standards for
the Treatment of Historic Properties. A majority committee vote shall be needed to
approve an application for forwarding to City Council for action.
(a) The Committee Chairperson and /or City Staff will report to the Schertz City
Council its recommendation as determined by Section 16.3 above.
(b) Committee members, by majority vote, may allow an extension of the one -
year time allowance for project completion if deemed warranted by applicant appeal.

Schertz Historical Preservation Committee

Landmark Property or Heritage Neighborhood
Designation
This application is to serve as the means by which citizens may apply for approval to have
a structure, residence, neighborhood, or designated area within the city limits and /or Extra
Territorial Jurisdiction (ETJ) of Schertz, Texas, designated as either a "Landmark"
property or a "Heritage Neighborhood."
"Landmark Property" shall mean any site or structure, designated by the Schertz
Historical Preservation Committee (SHPC) and declared as such by a majority vote of the
Schertz City Council that is of exceptional cultural, archaeological, or architectural
significance.
"Heritage Neighborhood" shall mean a significant concentration, linkage, or continuity of
sites or structures united architecturally, archaeologically, or culturally, by plan or physical
development in the past.
