The Schertz Animal Care Advisory Committee of the City of Schertz, Texas held a
regular meeting on February 16, 2022, at 6:00 p.m. in the Hal Baldwin Municipal
Complex Council Chambers,1400 Schertz Parkway, Schertz, Texas. The following were
present:

Allison Heyward, City Council Representative
Michele Helgren, Linder Savannah's Wings

Staff Present:
Charles Kelm, Assistant City Manager
CALL TO ORDER AT: 6:01 pm by Assistant Chief Bane

HEARING OF RESIDENTS: No residents present.
1. Minutes: Consideration and/action regarding the approval of the minutes of the
regular meeting of August 4, 2021.
A motion was made by Councilwoman Scott to approve the minutes of
August 4, 2021. Lisa Connolly made the motion and Councilwoman Heyward
seconded it. Motion passed. Vote was unanimous.
2. Reappointment of Terms: Motion made by Michele Helgren, seconded by
Councilwoman Heyward to reappoint Lisa Connolly for another two-year term. Motion
made by Lisa Connolly, seconded by Council Woman Heyward to reappoint Michele
Helgren for another two years. Both terms expiring February 16, 2024
3. General Shelter Update: Shelter Manager Lagunas

f. Staffing
• 1-Full-Time Kennel Tech position opening
g. Customer Interactions
• No customer complaints since last update
• Community concerns, Wildlife in yard, dead animals on roadway, animal
welfare, stray cats, dog bites, dogs at large and barking dogs.
h. Media
• The shelter continues to utilize social media and the shelter website to
advertise animals new to the shelter.
• We continue to utilize social media to advertise our community adoption
events and search for animal fosters.
• The shelter continues to utilize the "Pet Finder" for all adoptable animals
at the shelter.
4. HVAC Project: Assistant Chief Bane went over how well the HVAC project is going
and they are starting to put tiles back up and they did the first run on the AC, and
everything went good. He stated that the heat portion still needs to be started up. Project
is set to be done end of February, beginning of March.
5. Fencing Project Update: Assistant Chief Bane talked about the fencing being up and
looking great. Everyone is excited to have the sliding gate to provide security at night
and prevents animals from getting loose when removing them from vehicles to the
shelter. Still waiting on final electric on gates at this time. It is looking like the gate,
fencing and AC all finished up at the same time.
6. Shelter Reopening Event: Assistant Chief Bane explained that there will be a shelter
reopening event at the end of March. Assistant Chief Bane told everyone good job on
how hard they worked and how well everyone worked together and came over
obstacles they faced during this time. He stated to be on the look out for event details
on social media.
7. Announcements by Assistant City Manager: Charles Kelm thanked everyone for the work
well done and he liked the FTO program and getting everyone out and trained.
8. Announcements by Assistant Chief of Police: Assistant Chief Bane talked about Megan
being at a Leadership class and what all she has been bringing that back with her in terms of
learning and teaching her staff.
9. Announcements by Committee Members: Councilwoman Heyward talked about how the
shelter is exceeding all goals and continue moving up and her appreciation of the staff. Lisa
Connolly commented on the same topic.
10. Requests by Committee Members for items be placed on a future Animal Care
Advisory Committee Agenda: Lisa Connolly talked about Raising Canes wanting to do an
event and she asked them to contact us and they have had good luck getting adoptions with
them.
