CALL TO ORDER /ROLL CALL — TRAFFIC SAFETY ADVISORY COMMISSION
HEARING OF RESIDENTS
This time is set -aside for any person who wishes to address the Commission. Presentations should be limited
to no more than S minutes. Each person should fill out the Speaker's register prior to the meeting and give it
to the Chair. The Commission can only discuss items that are on the agenda. Discussion by the Commission
of any item not on the agenda shall be limited to statements of specific information given in response to any
inquiry, a recitation of existing policy in response to an inquiry, and /or a proposal to place the item on a
future agenda. The presiding officer, during the Hearing of Residents portion of the agenda, will call on those
persons who have signed up to speak in the order they have registered.

CALL TO ORDER at 5:33 PM by Chairman Richard Dziewit.
ROLL CALL
HEARING OF RESIDENTS
There were no residents signed up to address the Commission for this meeting.
1. Minutes: Consideration and/or action regarding the approval of the minutes of the August 4,
2022 meeting. Item #2 "Commissioner Robert Stevens ", change name from Robert to Ronald.
Motion was made by Commissioner Roy Ragsdale to approve the minutes with aforementioned
correction of the August 4, 2022 meeting. Seconded by Commissioner Ferrando Heyward.
Motion passed. Vote was unanimous.
2. Updates on Various Requests and Studies: Report from Staff.
Kathy Woodlee reports that the following are the items that have been referred to the
Engineering Consultant for review and recommendation. They are providing suggestions for
some fairly cost - effective enhancements that we can make to the road to provide a safer crossing
in these locations.
• Request for Pedestrian Crosswalk on Savannah Drive near Willow Ranch.

o Kathy Woodlee reports that staff does not have a final recommendation for the
Savannah Drive request because it is still on the bubble as to whether it is
considered safe.
• Request for Pedestrian Crossway on Homestead Parkway near Amenity Center.
o Kathy Woodlee reports that this appears to be a good location for an application
like a center median that would provide a refuge point for folks to only have to
cross halfway and then halfway and then also act as a traffic calming measure to
get folks to slow down a little bit through there.
• Request for Signalization of Schertz Parkway /Ashley Park (corrected from Ashley Place)
intersection.
o Kathy Woodlee reports that this intersection did not meet a signal warrant. They
are looking at recommendations for some possibility of a crosswalk close to that
location. We have looked at it before, but the consultant may have some
suggestions for making it safer.
o Chair Richard Dziewit commented that he has driven in this area several times
and it you stop at the crosswalk, you cannot see to the left to be able to pull out.
If you move up over the crosswalk, then your vision is good. He guesses that we
don't really need a traffic light there, but the only option might be to see how to
adjust that crosswalk to be able to make it more accessible. He has seen where
people pull up and block the crosswalk to be able to see. Kathy Woodlee asked
that it was a sight problem to stay behind the crosswalk is from eastbound across
Schertz Parkway and Chair Richard Dziewit confirmed, yes. Kathy Woodlee also
reiterated that it's acceptable for vehicles to stop at the stop bar at the crosswalk
and then proceed further as long as there are no pedestrians coming in order to get
the safe view to make the turn. We can certainly look at the location of the
crosswalk and determine if it would possibly be worth moving it.
• Request for enhanced stop sign at Schertz Parkway /Curtiss Avenue intersection.
o Kathy Woodlee reports that it did not meet warrants to have a stop sign on
Schertz Parkway. There are site obstruction issues for turning off of Curtiss onto
Schertz Parkway. One is a tree that's on a property line, one is a streetlight sign,
one is another sign in the median, and another is a tree in median of Schertz
Parkway. All of these things could be moved and removed to make it safer and
we would then have the justification to remove the stop sign from Schertz
Parkway because it's not warranted. However, because we know the stop sign
was placed there for a reason at some point, we're going to take the technical
information we received from the consultant but also look back in meeting
minutes from Council and TSAC in previous years to see if we can figure out
what the justification was to place the stop sign in the beginning and then discuss.
Status: Awaiting final report from consultant.
Kathy Woodlee reports that the following are studies regarding request for traffic control
devices:
• Misty Woods Subdivision
• Dimrock
• Woodland Oaks (east of FM 3009)
• Bench Trail
• Cliffside Drive
• Rhine Valley Subdivision
• Columbia

• Request for 4 -way stop at Aero Drive and Oak Street
o Chairman Richard Dziewit reports that he's driving down the street a couple
of times and looked at the intersection and almost did a car count and he
doesn't think that based on the traffic we get there that it would warrant a 4-
way stop.
Status: Kathy Woodlee reports that there is light at the end of the tunnel. We just learned
that the calibration of the new equipment is scheduled for the week of September 6. The
studies will then begin and if they are in a school zone, they will wait until further into the
school year to determine what the typical patterns will be. In addition, we've added the
consideration for a 4 -way stop at Aero Drive and Oak Street.
o Commissioner Ferrando Heyward would like to see a reminder in the Schertz
Magazine that all of these are subdivisions and the culprit of speeding in
subdivisions, 9 times out of 10, are the residents that live in the subdivision.
Since we have all of the people on Facebook patrol, have them remind their
neighbors that school is back in session and to slow down.
TSAC Items with City Council involvement:
• Chapter 86 Update. Waiting to update until inventory of all traffic control
signs is completed (being collected with Pavement Collection Index (PCI)
Study. Field data collection complete, analysis underway, results expected
soon.
• Establishment of no U -turn (both directions) at Prairie Lane intersection with
Schertz Parkway. First reading of ordinance on Council agenda for Tuesday,
September 6, 2022.
• Establishment of name for future extension of Cibolo Valley Drive.
Resolution on Council agenda Tuesday, September 6, 2022.
3. Summary of New Requests:
Stop Sign— Woodland Oaks at Kline Circle
o Kathy Woodlee reports that folks are reporting that people are driving right through
the 4 -way stop or a slow -roll stop and we will need to perform a study to get counts
and turning movements to make a determination if there is a warrant for this stop sign
or if it was simply placed because it's close to the pool and there are pedestrians and
thought there should be a stop sign at the location.
Traffic issues around intersection of Baptist Health and Ripps- Kruesler
o Kathy Woodlee reports that a citizen had indicated they would be attending to inquire
about this particular area. It has been reported there is a traffic issue at this area.
o Commissioner Chuck Cornelisse reports that he's driven that area and traffic is flying
through there. They get to that intersection and don't seem to be slowing down until
they get to the light and agrees that this area needs to be looked at.
o Commissioner Ferrando Heyward asked if it's just the speeding that's a concern or
the fact that you make the left turn onto Schertz Parkway and that lead light for the
left turn is pretty short and not enough time to make the left turn. Kathy Woodlee
replied that the light at that intersection is a TxDOT light. Brian James responded
that we want to find out what the exact complaint is from the resident. Brian James
also reported that through the Public Affairs department, folks were indicating that

people were making a left turn out of QT and going the wrong direction for a bit to
avoid the median island.
4. Future Agenda Items Requests from Commissioners:
• Commissioner Chuck Cornelisse commented that in his neighborhood, Oak Trail Estates,
they've done some patchwork and they were to come back and seal the work that's been
done. His neighbors were asking him when that is scheduled to take place. Kathy
Woodlee replied that there were base repairs completed and they will return in October to
put a slurry seal over the entire road. You should be notified prior to that happening.
5. Adjournment: Motion was made by Ronald Stevems to adjourn the meeting. Seconded by
Commissioner Ferrando Heyward. Motion passed. Vote was unanimous. Meeting adjourned at
6.01 PM by Chair Richard Dziewit.
