Call to order:. Meeting was called to order by Mr. Bosch at 5:37 PM.

Regular Agenda:
Agenda Item No. 1. Minutes: Consideration and /or action regarding the approval of the minutes from
September 27, 2021 meeting.
Motion to approve the September 27, 2021 minutes as recorded of the Schertz Parks and Recreation
Advisory Board regular meeting:

Agenda Item No 2. Heritage Oaks Park Improvement - Discussion and /or action on the Heritage Oaks
Parks improvements including a basketball court and pedestrian bridge:
Ms. Shrum presented the potential for improvements at Heritage Oaks Park due to the vacancy in the
park. Looking at park and trail improvements including a sport court with grant funding. Ms. Shrum has
already begun scouting potential locations of a 42 x 60 court for pickleball and half court basketball court.
Due to a drainage ditch in the area, a bridge is also looking to be constructed. A fishing dock will also be a
potential construction of the new improvements. The trail is expected to be half a mile long. No new
signage will be required. The Parks Department will be responsible for maintenance of the park. The HOA
currently owns the other side of the park and there are no plans to include to city park. The board does
like the direction of the potential improvements to Heritage Oak Park.
Agenda Item No 3. Regional Trails Workshop - Discussion and /or action on the Regional Trails Workshop
Planning with the Great Springs Project:
Ms. Shrum announced that there will be a Regional Trails Workshop for the Schertz, New Braunfels,
Garden Ridge, Universal City and Selma Parks Departments. This workshop will take place on February
23 d at Bluebonnet Hall for staff only. The council members and boards input will be brought in at a future
date. Items to be discussed at this workshop will include 10- minute presentations from each city, a
presentation from the Great Springs Project representatives and funding.
Mr. Bosch is excited about the trail project progression and offer their full support. Ms. Shrum mentioned
that there could be a potential for a subcommittee for this project and will reach out to board when
created. The board would like to review master plans and has general consensus to move forward.
enda Item No 4. FY18 -23 Maintenance Priority List - Review of the FY18 -23 Maintenance Priority List:
Ms. Shrum presented the Maintenance Priority List in the July Board Meeting, but board has requested
Master List to be discussed in more depth this meeting. The Parks Department has progressed on multiple
items, but Ms. Shrum will continue to update list. The projects began with fixing a lot of the items and
now the departments focus is on maintaining and bigger projects. Some projects have been reprioritized
due to unforeseen circumstances such as damage from the winter storm. Ms. Acevedo questioned how
much funds are committed to each item and Ms. Shrum stated that she will update list with current
monetary commitments.
Mr. Bosch stated that he asked for this document and urges the board to assess what they believe the
residents are needing and compare to the list that the Parks Department and evaluate if they both align.
Ms. Shrum stated that new resident survey will be soon and will revise Master Plan based on feedback
from the study.
Agenda Item No 6. Announcements by Advisory Board Chairman and Board Members:

Reg uests from Advisory Board for Future Agenda:
Board would like to look at potential processes to make substantial change and to establish a list of items
that will be discussed for each agenda yearly. They would also like to review annual strategic plan, and
registration and revenue reports of local recreation programs.
Ms. Acevedo did note that board can go to their own HOAs to and listen to the feedback of the community
but not there to be a representative of the City of Schertz.

J. Acevedo would like to see data on growth of attendance. Ms. Shrum did confirm that there has been
growth a city events but mostly from local cities
Upcoming TRAPS Conference and Rodeo is open to all board members
