THE MAIN STREET COMMITTEE
REGULAR SESSION
October 18, 2022
A Regular Meeting was held by the Schertz City Council of the City of Schertz, Texas, on October
18, 2022, at 6:00 p.m. in the Hal Baldwin Municipal Complex Council Chambers Conference Room,
1400 Schertz Parkway, Building #4, Schertz, Texas. The following members present to -wit:

Call to Order
Chair Mark Davis called the meeting to order at 6:05 p.m.
Hearing of Residents
This time is set aside for any person who wishes to address the Committee. Each person should fill
out the speaker's register prior to the meeting. Presentations should be limited to no more than 3
minutes.
All remarks shall be addressed to the Committee as a body, and not to any individual member
thereof. Any person making personal, impertinent, or slanderous remarks while addressing the
Committee may be requested to leave the meeting.
No one signed up to speak.

1. Minutes- Consideration and/or action regarding the approval of the minutes of the meeting

2. Main Street Design- Update on the Main Street Design
Chair Davis recognized Assistant City Manager Brian James who gave un update on the
Main Street Design. Kimley -Horn is working on a design that is a half - archway and not
crossing the entire street. It comes up from one side of the road and arches over half way.
Kimley -Horn would like to have public input on the anesthetics of the design on December
12, 2022. By having this meeting with Kimley -Horn in December, Main Street Committee
can review the designs, make changes if needed and have everyone on the same page by the
beginning of next year. The first meeting would include sharing the design schematics and
vision to the public, getting feedback and have everyone on the same page next year.
3. Incentive Program- Update on the Incentive Program
Chair Davis recognized ACM Brian James who explained that a few months back, City
Council approved an Empowerment Zone which covers the Main Street Area map for homes
that are eligible for the Main Street Program. City waivers would include city impact fees
only, not CCMA or SSLGC impact fees. Tree mitigation and tree cut and tap fees would be
waived as well. After discussing the Empowerment Zone for Main Street area, it is
suggested that a second Empowerment Zone be created on FM 78. Staff would only be
creating the area for future consideration of waiving any city impact fees. It will set the stage
for future planning with incentive programs to discuss with City Council in the future with
the second Empowerment Zone.
4. Code Enforcement Efforts - Update on the Code Enforcement Efforts
Chair Mark Davis recognized ACM Brian James who explained that the more common code
enforcement issues are junk and debris, tall weeds and grass, misc. violations of
building maintenance, building permits and parking on unpaved area.
Code Enforcement has been stepping up and enforcing compliance. The biggest pushback is
the car repair businesses are parking on the street and unpaved areas. Staff is trying to
improve and are working with businesses to see progress and improvements however some
citations have been issued to certain businesses. ACM James stated we are willing to work
with any businesses and wanted to confirm with Main Street Committee that this approach is
their vision. It does not do any good to invest in Main Street improvements when business
are not willing be in compliance. The major problems are the car repair business using the
streets to store cars awaiting repair. ACM James was asked about old septic tanks and if they
have been removed. The city has not removed them and if the property is planning new
development, the developers would be responsible for removing them.
ACM James explained that the Neighborhood Services has a "Tool Shed" that residents can
come and check out equipment to help keep their yards clean and clutter -free. The Tool Shed
has been well received by residents and Neighborhood Services has been adding more tools
and equipment for check out.

December 12, 2022 will be the next meeting date.
