The Hearing of Residents is a time set-aside for any person who wishes to address the Commission.Presentations should be limited to no more than 5 minutes.Each person should fill out the Speaker’s register prior to the meeting located in the lobby.The Commission can only discuss items that are on the agenda.Discussion by the Commission of any item not on the agenda shall be limited to statements of specific information given in response to any inquiry,a recitation of existing policy in response to an inquiry,and/or a proposal to place the item on a future agenda.The presiding officer,during the Hearing of Residents portion of the agenda,will call on those persons who have signed up to speak in the order they have registered.If you have any handouts to provide for the Commission please visit a City Staff member prior to the meeting. Regular Meeting March 3, 2022 5:30 pm City Council Chambers Transportation Safety Advisory Commission 2 Item 1 –Minutes Consideration and/or action regarding the approval of the minutes of the September 2, 2021, and the November 4th, 2021, TSAC Meetings. 3 4 Item 2 –Crosswalk Request Update on Status of Request for Pedestrian Crosswalk on Savannah Drive near Willow Ranch Evaluation referred to engineering consultant for review and recommendation. 5 Item 3 -Four-Way Stop Request Update on status of request for additional stop signs and/or speed humps in Rhine Valley Subdivision Existing Stop Sign Intersection of Interest Next Step: Field observation and data collection pending Item 4 –Traffic Studies a.Request for traffic control devices in Misty Woods Subdivision b.Request for traffic control devices on Dimrock 6 Status: Data Collection Scheduled Item 4 –Traffic Studies continued 7 c. Speed Study requested on Woodland Oaks east of FM 3009 d. Speed Study requested on Bench Trail Data collected, analysis pending Item 4 –Traffic Studies continued 8 e. Complaint of speeding on Samantha Drive Results of Study: Average daily traffic approx. 354 85th percentile speed approx. 26 mph No significant issues observed Recommendation: No Action Item 5 –Fairhaven Speed Study 9 Concerns with speeding in the Fairhaven Subdivision Traffic Counts performed on Columbia and Storm King Speed Humps installed in January at or near 5125, 5236 and 5540 Columbia Follow up counts to be scheduled in future Item 6 –Schertz Parkway-Ashley Park 10 Request for signalization at Schertz Parkway and Ashley Park Evaluation referred to engineering consultant for data collection and warrant study. Item 7 –Traffic Issues on Fairlawn 11 Congestion, School Zone, and No Parking issues on Fairlawn near new School of Science and Technology Recommend: Establish School Speed Zone and No Parking Zone between IH 35 Access Road and proposed residential collector Item 8 –Crossvine Subdivision 12 Requests for investigation and results: Long-term (>15 minutes) parking blocks mail pickup at kiosks •Police Department observed no problematic behavior Yield signs requested at roundabouts •Missing yield signs installed by Public Works Sight concerns at Canopy Bend exiting to Lower Seguin Road •Investigation ongoing. Engineering evaluating sight distances along with geometry and speed limit of Lower Seguin Road Concern of parent parking/standing on street within Crossvine waiting to pickup students from Founder’s School •Police Department observed no problematic behavior within subdivision •Traffic queue on FM 1518 observed.
