Call To Order
The meeting was called to order at 6:37pm by chairman Miguel Vazquez
1. Minutes — The minutes for the 5/25/2023 meeting were approved as presented.
Old Business
2. Discussion regarding Secretary and Treasurer positions
The SHPC previously voted to create a secretary position whose main task would be
taking notes of meetings and writing the minutes. A challenge that could present itself
in the future could be changes in the make -up of the committee which, in turn, could
effect this position. By a unanimous vote, it was decided the better course of action
would be to have city staff continue with the documentation of the monthly meetings.
It was also decided by a unanimous vote that a Treasurer position is not needed. Miguel
Vazquez stated he would like to see our financial status each month reflecting deposits,
withdrawals, and present balance. M. Vazquez will check to see if this information may
be forwarded from the financial dept.
3. Follow -Up on city council meeting of 6/6/23; SHPC meeting venue
Most committee members stated they had seen the video of the city council meeting
where there was much discussion regarding whether the SHPC should create an entity
outside the auspices of the city. No one on the committee has expressed this desire nor
has anyone made a motion to this effect. It was noted that our position has not
changed since this suggestion was made by city staff.
There was also discussion at the council meeting regarding agendas, minutes and not
following city "rules and regulations ". We discussed that all agendas and minutes have
been posted according to city mandates and we are unaware which rules and
regulations we are not following. No specific examples have been given to the chair.
It was noted that this is another reason to have city staff document agendas and
minutes to avoid any possible confusion.
Regarding meeting venue, R. Wise suggested moving back to council chambers. Brian
James had suggested we could meet in chambers, but not use the dais. He mentioned
that tables could be arranged on the floor so committee members can face each other
and have seating for guests arranged appropriately. A motion was made by R. Wise to
have our meetings in the council chambers and seconded by T. Whitman. The motion
passed unanimously.
4. SHPC Participation in July 4th Jubilee
We are registered to be in the parade. Right now, we have three cars signed up. The
car magnets have been received and will be used on the first and last vehicles. We have
a Model A entrant as well. We do not have enough personnel to have a booth for six
hours in the evening. R. Wise will cancel that registration.
5. Business Cards and Marketing Materials
Business cards were distributed to committee members. All marketing materials
(canopy, table, chairs, tablecloth, car magnets) have been received.
NEW BUSINESS
6. Bylaws Subcommittee
No new information. M. Vazquez will contact C. Hormel on progress and to forward the
revised bylaws to committee members prior to the next meeting.
7. Publications Subcommittee
M. Vazquez reminded the committee we do not want to lose sight of the pictorial book
update. We should consider reviewing one chapter at a time at each of our meetings.
This is a long -term project and we would like to create a quality product.
8. landmark Properties /Cemeteries Subcommittee
The Clemens High School dedication was completed, and we now need to create the
narrative for the permanent plaque. M. Vazquez will work on the narrative. Check with
city staff regarding where we order the plaque
9. New Member Interview
Interview with Maggie Titterington is scheduled for Friday 6/30/23 11:30 at the Schertz
Library. M Vazquez, R. Wise will interview.
Submit to city staff: Dismissal of Patrick Holmes for lack of participation
