Data Collected: Columbia, Rhine Valley • Columbia Speed Hump Request (Northcliffe) 11 -02 -2023 TSAC Minutes Page 1 of 4 Transportation Safety Advisory Commission 0 3330 Columbia Drive, ADT - 77, 85% - 22.4 MPH 0 3533 Columbia Drive, ADT - 205, 85% - 20.9 MPH o Study Result: Counter does not meet volume criteria for speed hump (min. 500 average trips per day), 85% speed does not meet speed hump warrant ( >25 mph) o Next Steps: Decision to do recount midblock due to counters being placed close to the intersections. Alsatian Way (Rhine Valley Multiway Stop or Speed Hump Request) • North of Bening, ADT - 1,018,85% - 28.9 MPH • South of Bening, ADT - 664, 85% - 29.6 MPH • Study Result: Counters do not warrant multiway stop (original request); counts do meet warrant for speed humps. • Steps Taken/Planned: Installing 2 additional speed limit signs; installing 1 missing speed limit sign; enhanced police presence; deployment of dynamic speed signs; plan to do additional counts in approximately 6 months; checking sight distances at intersections. Commissioner Ferrando Heyward asked if the road was flat or sloped. Travis Westbrook responded that it is sloped and goes downhill from north to south. Commissioner Heyward suggested that if we do install a dynamic sign, knowing that people will pay attention to it for a little while and then speed up once they pass it, can we make it closer to the intersection north of Bening. ii. Data Collection Pending: Mobile Villa • Study Result: Pending • Next Steps: Place counts at same locations from previous years and compare. b. Request for four -way stop, data collection - Aero Drive and Oak Street • 1100 Oak, ADT - 1315, 85% - 27.9 MPH • 203 Aero, ADT - 904, 85% - 23.5 MPH • 798 Oak, ADT - 1519; 85% - 27.7 MPH • Aero & Park, ADT - 1069, 85% - 23.2 MPH • 200 VPH /8 hours Minor Street — Does not meet warrant • 300 VPH /8 hours Major Street — Does not meet warrant • 5 wrecks within 12 -month period — Data not received • Planned Future Signal — Does not meet warrant • Pedestrian Volumes — Does not meet warrant • Engineering Judgment — Consider vicinity (park - residential neighborhood interface) • Next Steps: Confirm sight distances; consider options to reduce speed on Oak Commissioner Ferrando Heyward asked if the current speed limit is 20 MPH and Travis Westbrook responded, yes, for Oak Street and Aero Drive. Commissioner Heyward remarked that it seems like if we reduce the speed limit, the motorists will just be higher over the speed limit if they don't change behavior. Travis Westbrook commented that the option is not to reduce the speed, it would be implementations that would cause the public to drive at a slower pace — medians or speed humps similar to Alsatian Way. Maybe better placed speed limit signs so that the public knows that it is a 20 MPH zone. Commissioner Heyward asked if "rumble strips" would provide a better solution. Travis Westbrook replied that rumble strips are an option and all options will be considered. 11 -02 -2023 TSAC Minutes Page 2 of 4 Transportation Safety Advisory Commission Commissioner Richard Dziewit asked if we've looked at specific time periods for this particular location such as school end time where there may be a lot of kids moving around in that area? Travis Westbrook replied that to his knowledge he doesn't believe that they've identified proper times and studied proper events or months that could enhance traffic in the area, but that is something we can look into. Kathy Woodlee advised that the counts we receive are broken down by the hour so we can look at those to see if there are times where traffic is heavier. There are special events and certain activities that take place by the park that may be outside even what the week of the count that we received. We may want to look at pedestrian activity during special weeks of the year. Brian James also commented that for the areas we did counts, volumes varied in terms of the window range. As you would expect, generally starting at 6:00 AM and going until 10:00 PM is busier than overnight, but for the counters the highest volume in a 6 -hour window varied from count -to -count — some started at 6:00 AM and went to 2:00 PM; others started at 11:00 AM and went to 5:00 PM. He doesn't recall jumping out that there was anything unique about the speed being different — we tend to find during the morning rush hour and afternoon rush hour, people tend to go faster and tend to be in a hurry. But we'll look back at that and see if we can find anything correlating with speeding and, in particular, we can get with Parks to see if they have a feel for when the park is used most and when there might be pedestrians crossing over and correlate that. The only thing he remembers jumping out is that the highest volumes for each of the counts weren't the same 6 -hour window — it varied a little bit. c. Request for evaluation and removal of 4 -way stop, data collection pending - Woodland Oaks and Kline Circle • 521 Woodland Oaks, ADT - 2,498, 85% - 24.0 MPH • 518 Woodland Oaks, ADT - 2,391, 85% - 25.0 MPH • 2600 Kline Circle, ADT - 170, 85% - 24.2 MPH • 2700 Kline Circle, ADT - 67, 85% - 17.5 MPH • Study Result: Pending Review • Next Steps: Review Travis Westbrook reports that we just received this information and there is heavy traffic on Woodland Oaks and low traffic on Kline Circle. We haven't taken the time to review the data, so it is still pending. 3. Staff Comments and /or New Requests 4. Future Agenda Items Requests from Commissioners • Commissioner Ronald Stevens asked if there was update on the basketball goals? • Commissioner Ferrando Heyward remarked he has a coordination question with the presence of police. May we get the Citizens Police Patrol or have a vehicle parked at some of these places that we want to increase presence to grab their attention. He knows the Citizens Police Patrol cannot issue tickets or anything, but they could provide the presence to wake people up. Brian James responded that we will add it to the agenda and we'll have PD do a presentation at the next meeting. • Commissioner Chuck Cornelisse remarked that at the last meeting, there were some sight distance issues at the corner of Lazy Oak and Crest Oak and someone was going to follow -up with the owner. Has that been done.
