REGULAR MEETING
June 18, 2024
A Regular Meeting was held by the Schertz City Council of the City of Schertz, Texas, on June
18, 2024, at 6:00 p.m. in the Hal Baldwin Municipal Complex Council Chambers, 1400 Schertz
Parkway, Building #4, Schertz, Texas. The following members present to -wit:

Call to Order
Mayor Gutierrez called the meeting to order at 6:00 p.m.
Opening Prayer and Pledges of Allegiance to the Flags of the United States and State of
Texas. (Councilmember Macaluso)
Mayor Pro-Tem Macaluso provided the opening prayer and led the Pledges of Allegiance to
the Flags of the United States and the State of Texas.

Mayor Gutierrez presented the National Park and Recreation Month - July 2024
Proclamation to Parks and Rec Director Lauren Shrum, Parks and Rec Staff, and
Parks and Rec volunteers and Advisory Board.
Presentations
Presentation of Gov.Deals $1,000,000.00 in Lifetime Sales Milestone
Certificate to the Purchasing Department (S.Gonzalez/J.Kurz)
Purchasing Director Jessica Kurz and members of the Purchasing Team received a
certificate from Gov.Deals for achieving $1,000,000 in lifetime sales. This is
revenue the City generates by selling used assets. Returning taxpayer dollars to the
general fund.

Presentation of Texas Association of Municipal Officers Awards to the Schertz
Public Affairs Department (S.Gonzalez/L.Klepper)
Public Affairs Director Linda Klepper and members of the Public Affairs Team
showcased the six awards they received at the 2024 Texas Association of Municipal
Information Officers (TAMIO) conference.
Presentation on the Upcoming July 4th Jubilee (S.Gonzalez/L.Shrum/C.Paddock)
Recreation Manager Cassie Paddock provided information on the upcoming July 4th
Jubilee.
City Events and Announcements

Assistant City Manager Sarah Gonzalez announced upcoming City Events.

Congratulated Councilmember Mark Davis on receiving his doctoral degree.
Hearing of Residents
This time is set aside for any person who wishes to address the City Council. Each person
should fill out the speaker's register prior to the meeting. Presentations should be limited to
no more than 3 minutes.
All remarks shall be addressed to the Council as a body, and not to any individual
member thereof. Any person making personal, impertinent, or slanderous remarks
while addressing the Council may be requested to leave the meeting.
Mayor Pro-Tem Macaluso recognized the following residents:
Daniel Jameson, 1048 Richmond Drive, provided two upcoming VFW events, Jul 13 -14,
VFW Chili Cook -off and breakfast on the 3rd Saturday of the month.
Maggie Titterington, President of The Chamber, provided the organization's event updates.
Steven Stark, 3900 Arroyo Circle, expressed thanks to Parks and Rec for their assistance
with Vacation Bible School Week held in 12 parks.
Consent Agenda Items
The Consent Agenda is considered self-explanatory and will be enacted by the Council with
one motion. There will be no separate discussion of these items unless they are removed from
the Consent Agenda upon the request of the Mayor or a Councilmember.

3. Resolution 24-R-58 - Authorizing an Economic Development Funding Agreement
Between the City of Schertz Economic Development Corporation and the City of

4. Resolution 26-R-64-Approve SRO ILA between SCUC ISD and the City of
Schertz to provide SZPD officers as SROs.(S.Williams/J.Lowery)
5. Ordinance 24-S-20 - Approving amendments to Part III of the Schertz Code of
Ordinance, Unified Development Code (UDC) to Article 7- Nonconforming Uses,
Lots and Structures to add Section 21.7.11- Agricultural Operations. Final Reading

6. Ordinance 24-S-26 - Approve a request for a Specific Use Permit to allow
Mixed -Use Self -Storage in General Business District (GB) on approximately 2.2
acres of land, located East of the intersection of FM 3009 and Forest Ridge, more
specifically known as a portion of Guadalupe County Property Identification
Number 70506, City of Schertz, Guadalupe County, Texas. Final Reading
(B.James/L. Wood/D.Marquez).
Council did not request to hear the presentation. Mayor Gutierrez called for a motion
to approve Ordinance 24-S-26.

Charter Review Commission Vice Chair Richard Dziewit presented the Charter
Review Final Report to Council. No action was taken by Council.
