HEARING OF RESIDENTS
This time is set aside for any person who wishes to address the Schertz Tax Increment Reinvestment Zone Number
Two. Each person should f ll out the speaker's register prior to the meeting. Presentations should be limited to
no more than 5 minutes. Discussion by the Board of any item not on the agenda shall be limited to statements of
specific information given in response to any inquiry, a recitation of existingpolicy in response to an inquiry,
and/or a proposal to place the item on a future agenda. The presiding officer, during the Hearing of Residents
portion of the agenda, will call on those persons who have signed up to speak in the order they have registered.

Tuesday, January 10, 2023 at 4:00 PM in the Bob Andrews Conference Room, Building #1,

CALL TO ORDER at 4:20 PM by Councilman Davis.
HEARING OF RESIDENTS
None present
1. Minutes: Consideration and/or action regarding the approval of the minutes of the October 11,
2022 TIRZ Meeting. A motion was made by Clark McChesney to approve the minutes of
October 1 1, 2022 meeting. Seconded by Jill Whittaker. Motion passed. Vote was unanimous.
2. Crossvine Development: Bradley Bechtol and Brad Pittenger provided an overview of the
Crossvine Development. In particular they discussed the larger issues with interest rates that are
creating issues in the housing market. They also discussed changes to the VA loan requirements.
Councilwoman Whittaker provided some insight into the housing allowance provided by the
military and how home prices in the Crossvine are above the budget that many military folks
using that allows for. Bradley Bechtol talked about how they are seeking to reassure builders
and how the city approving zoning that allows for a variety of product types helps. She also
discussed how they are working with builders to control costs but maintain quality, including
architectural requirements in light of rising costs. She noted that some costs are starting to go
down. It was noted that this creates some issues with houses that were built but not sold when
costs were higher. Brad Pittenger talked about how the Crossvine homes are still doing well for
the builders compared to other areas where they are building. They discussed the unique issues

associated with trying to do some creative product types like the garden homes, in part because
of the different development challenges such as having sewer lines near the foundation. Brad
noted that while absorption may be slower it is still moving, this is in part due to it just taking
builders longer to build a house. Commissioner Calvert asked whether the TIRZ could assist
with marketing costs given the current challenges — digital billboard advertising, advertising at
the airport. Bradley Bechtol agreed with those suggestions and talked about their marketing
efforts. Bradley Bechtol discussed the status of units under development. Brad Pittenger
discussed the development agreement with the City regarding the construction of Lower Seguin
Road. Discussion occurred on the FM 1518 project.
3. Authorize Reimbursement of Previously approved Expenses.
Brian James noted that the City is sitting on $798,000 and staff recommends paying $775,000.
Brian noted that to date expenses of just over $35,000,000 have been approved. To date they
have been paid $3,325,000 million and this amount would get us to $4,100,000 paid. Motion was
made by Clark McChesney and seconded by Whittaker. Vote was unanimous.
Motion made by Commissioner Calvert to adjourn the meeting. Seconded by Jill Whittaker. Motion
passed. Vote was unanimous. Meeting adjourned at 4: 4S PM.
