TSAC PP 9-5-24TRANSPORTATION SAFETY ADVISORY COMMISSION Regular Meeting September 5, 2024 - 5:30 PM Council Chambers RESIDENTS/VISITORS Please Sign In The Hearing of Residents is a time set aside for any person who wishes to address the Commission. Presentations should be limited to no more than 5 minutes. Each person should fill out the Speaker’s register prior to the meeting located in the lobby. The Commission can only discuss items that are on the agenda. Discussion by the Commission of any item not on the agenda shall be limited to statements of specific information given in response to any inquiry, a recitation of existing policy in response to an inquiry, a recitation of existing policy in response to an inquiry, and/or a proposal to place the item on a future agenda. The presiding officer, during the Hearing of Residents portion of the agenda, will call on those persons who have signed up to speak in the order they have registered. If you have any handouts to provide for the Commission, please visit a City Staff member prior to the meeting. 2 ITEM 1 – MINUTES Consideration and/or action regarding the approval of the minutes of the June 6, 2024, TSAC Meeting. 3 ITEM 2 – AAMPO Presentation AAMPO presentation by: Deputy Director – Sonia Jimenez GIS Manager – Cecilio Martinez 4 ITEM 3 – NO PARKING Consideration/action for recommendation of approval No Parking on Schertz Parkway (IH 35 to Lookout Road) and No Parking along TriCounty Parkway The TriCounty parkway reconstruction project was a collaborative effort the City and Schertz EDC. A recent Traffic Impact Analysis recommended restriping TriCounty parkway into a three-lane road, with a center turn lane. EDC reached out to businesses on TriCounty and did not receive any negative responses to discontinue parking on this street. 5 ITEM 3 – NO PARKING ALONG SCHERTZ PARKWAY FROM IH 35 TO LOOKOUT ROAD & TRICOUNTY PARKWAY 6 ITEM 4 – TRAFFIC STUDY UPDATES a. RHINE VALLEY SIGHT DISTANCE 7 •Mulhouse Drive: no obstructions in the corner triangles. Over 200-foot sight distance in all directions. •Erstein Valley: no obstruction in the corner triangles. The eastbound traffic has over 200 - foot sight distance for both NB and SB traffic. There is a small tree that partially obscures SB traffic. As the tree gets larger, lower branches may need to be trimmed to preserve the required sight distance. ITEM 4 – TRAFFIC STUDY UPDATES a. RHINE VALLEY SIGHT DISTANCE 9 •Remilly Way: No obstructions in the triangles. Eastbound traffic has over a 200 -foot sight distance for both North Bound and South Bound traffic. ITEM 4 – TRAFFIC STUDY UPDATES a. RHINE VALLEY SIGHT DISTANCE 10 •Kruth Point: fences and landscaping encroach into sight triangles creating limited sight distances. ITEM 4 – TRAFFIC STUDY UPDATES a. RHINE VALLEY SIGHT DISTANCE 11 Bening Valley and Kruth Point intersections do not have sufficient sight distance for proper intersection function. Options include: •Remove obstructions in the corner triangles to provide for at least 200 feet of sight distance in both directions. Not desirable for permanent fences. •Implement a multi-way stop at these two intersections. Traffic counts indicate multi-way stop warrants not met. 4-way stop not advisable. •Incorporate curb bulb-outs at intersections. Provide refuge for driver to move beyond sight obstructions and act as traffic calming on Alsatian . Engineering to work with Public Works to add bulb outs. •PD to continue monitoring this area . Speed trailers and dynamic signs to be deployed. ITEM 4 – TRAFFIC STUDY UPDATES a. RHINE VALLEY SIGHT DISTANCE 12 •Curb Extensions or "Bulb Outs" •Narrow travel lanes – traffic calming effect •Allow driver on side street to move past sight obstructions •Shorter roadway crossing distance ITEM 5 – STAFF COMMENTS AND/OR NEW REQUESTS a.WARE SEGUIN – CPS LIGHT INSTALLATION 13 ITEM 5 – STAFF COMMENTS AND/OR NEW REQUESTS b. PAINTING OF ALL SCHOOL CROSSWALKS Public Works has painted all school crosswalks and stenciled STOP AHEAD on the pavement at the intersection at Curtiss. 14 ITEM 5 – STAFF COMMENTS AND/OR NEW REQUESTS b. Pedestrian Crosswalks & Lights on TxDOT roads Pedestrian crosswalk signal at FM 3009 at Elbel malfunction (specifically at the corner by Slim Chickens going across FM 3009 toward the 7-11 c-store). Public Works reported to TxDOT, issue resolved after several attempts. 17 ITEM 5 – STAFF COMMENTS AND/OR NEW REQUESTS c. Pedestrian Crosswalks & Lights on TxDOT roads FM 1518 at Founders Academy FLASHING LIGHTS 18 ITEM 5 – STAFF COMMENTS AND/OR NEW REQUESTS d. KIMLEY HORN STUDY UPDATES •Kimley Horn study of Schertz Parkway, Pecan, and Buffalo previously paused over summer •Citizen request received by staff via Mayor Gutierrez regarding possible crosswalk between Veteran's Plaza and Mikulski Hall •Study being expanded to evaluate Schertz Parkway corridor from Pecan to Curtiss 19 ITEM 5 – STAFF COMMENTS AND/OR NEW REQUESTS e.
