24-T-153 Adjustment 2023-2024 BudgetORDINANCE NO.24-T-153 AN ORDINANCE BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS AUTHORIZING AN ADJUSTMENT TO THE FISCAL YEAR 2023-2024 BUDGET, REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT WITH THIS ORDINANCE; AND PROVIDING AN EFFECTIVE DATE WHEREAS, pursuant to Ordinance 23-T-18, the City of Schertz (the "City") adopted the budget for the City for the fiscal year 2023-2024 (the `Budget), which provides funding for the City's operations throughout the 2023-2024 fiscal year; and WHEREAS, the City needs to authorized budget amounts of $3,410,512.00 for expenditures approved by contract or direction during the 2023-24 Fiscal Year; and WHEREAS, City staff recommends that the City Council of the City adjust the Budget and approve the ordinance; and WHEREAS, the City Council of the City has determined that it is in the best interest of the City to adjust the and re -authorize the funds as more fully set forth in this Ordinance. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS THAT: Section 1. The City shall increase the Parks Budget by $239,766.00 for impact of the Classification & Compensation Study and job progression program implementation, update to the mowing contract, health insurance selections, and supplies used in repairs and maintenance of parks. Section 2. The City shall increase the Pool Division Budget by $30,000.00 for water usage. Section 3. The City shall increase the Event Facilities' Budget by $116,000.00 due to not funding personnel adequately in the budgeting process, health insurance selections, and use of temporary employment services. Section 4. The City shall increase the Library Budget by $20,000.00 for health insurance selections. Section 5. The City shall increase the Legal Services Budget by $20,000.00 for additional legal services used during FY 2023-24. Section 6. The City shall increase the Economic Development Department's General Fund Budget by $80,758 for the additional amount of the Tax Increment Reinvestment Zone's (TIRZ) annual contribution. Section 7. The City shall increase the Fleet Department Budget by $204,000 for a vehicle ordered and approved in FY 2022-23 but arrived in FY 2023-24, generator rental for Public Safety buildings, and vehicle repairs. Section 8. The City shall increase the Facility Maintenance Budget by $40,000 for a vehicle ordered and approved in FY 2022-23 but arrived in FY 2023-24. Section 9. The City shall increase the Fire Department Budget by $800,000 in overtime expenditures related to deployments that is fully reimbursed by the state. Section 10. The City shall increase the Capital Recovery -Sewer Budget by $1,860,000.00 to allocate additional funds to the Woman Hollering Wastewater Trunk Line project from wastewater impact fee reserves. Section 11. The City shall recognize an additional $800,000.00 in state fire deployment reimbursements, $700,000 in additional new commercial building permits, and $50,524.00 in additional new residential building permits. Section 12. The recitals contained in the preamble hereof are hereby found to be true, and such recitals are hereby made a part of this Ordinance for all purposes and are adopted as a part of the judgment and findings of the Council. Section 13. All ordinances and codes, or parts thereof, which are in conflict or inconsistent with any provision of this Ordinance are hereby repealed to the extent of such conflict, and the provisions of this Ordinance shall be and remain controlling as to the matters resolved herein. Section 14. This Ordinance shall be construed and enforced in accordance with the laws of the State of Texas and the United States of America. Section 15. If any provision of this Ordinance or the application thereof to any person or circumstance shall be held to be invalid, the remainder of this Ordinance and the application of such provision to other persons and circumstances shall nevertheless be valid, and the City hereby declares that this Ordinance would have been enacted without such invalid provision. Section 16. It is officially found, determined, and declared that the meeting at which this Ordinance is adopted was open to the public and public notice of the time, place, and subject matter of the public business to be considered at such meeting, including this Ordinance, was given, all as required by Chapter 551, as amended, Texas Government Code. Section 17. This Ordinance shall be effective upon the date of final adoption hereof and any publication required by law.
