11-12-2024 Council Workshop MinutesMINUTES CITY COUNCIL WORKSHOP November 12, 2024 A City Council Workshop was held by the Schertz City Council of the City of Schertz, Texas, on November 12, 2024, at 5:00 p.m. in the Hal Baldwin Municipal Complex Council Chambers, 1400 Schertz Parkway, Building #4, Schertz, Texas. The following members present to -wit: Present: Mayor Ralph Gutierrez; Mayor Pro-Tem Robert Westbrook; Councilmember Mark Davis; Councilmember Michelle Watson; Councilmember Paul Macaluso; Councilmember Tim Brown Absent: Councilmember Place 4 (vacant); Councilmember Allison Heyward Staff City Manager Steve Williams; City Attorney Natalie Thamm; Deputy City Manager present: Brian James; Assistant City Manager Sarah Gonzalez; City Secretary Sheila Edmondson; Deputy City Secretary Sheree Courney Call to Order Mayor Gutierrez called the meeting to order at 5:07 p.m. Hearing of Residents This time is set aside for any person who wishes to address the City Council. Each person should fill out the speaker's register prior to the meeting. Presentations should be limited to no more than 3 minutes. All handouts and/or USB devices must be submitted to the City Secretary no later than noon on the Monday preceding the meeting. Handouts will be provided to each Councilmember prior to the start of the meeting by the City Secretary. All USB devices will be vetted by City IT staff to ensure City property is protected from malware. No residents signed up to speak. Discussion and Action Items 1. Workshop regarding updating the Ordinance regarding blowup signs and flags for advertising (M. Watson) Mayor Gutierrez recognized Planning Manager Emily Delgado who explained the various types of signs, permits required, violations issued, and proposed changes to the UDC. Councilmember Watson requested the workshop to address the time allowed for 1 temporary signs. Ms. Delgado explained that a permit is valid for 180 days, but if a violation is noted, a new permit cannot be requested for 14 days. Councilmember Davis stated the height requirements and number of temporary signs permitted didn't seem appropriate for certain locations. He asked staff to reassess the restrictions. Councilmember Brown agreed temporary signs should be appropriate in size and number to the location and business purpose. He also stated that a 180-day time period for a temporary permit was sufficient. City Manager Steve Williams clarified that Council is instructing staff to evaluate the height and number of signs. Deputy City Manager Brian James gave multiple examples of options for consideration. Council provided direction to staff on how to proceed with the UDC amendments. Staff will make the amendments and take them to P&Z for review. 2. Workshop Discussion on Pedestrian Right of Way at Crosswalks (R.Gutierrez) Mayor Gutierrez recognized Police Chief Jim Lowery who provided a presentation on pedestrian right of way at crosswalks, first defining what is considered a sidewalk. He explained when pedestrians had the right of way. Pedestrian safety is a shared responsibility.
