AN ORDINANCE BY THE CITY COUNCIL OF THE CITY OF SCHERTZ,
TEXAS AUTHORIZING AN ADJUSTMENT TO THE FISCAL YEAR 2024-2025
BUDGET, REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN
CONFLICT WITH THIS ORDINANCE; AND PROVIDING AN EFFECTIVE DATE
WHEREAS, pursuant to Ordinance 24-T-150, the City of Schertz (the "City") adopted
the budget for the City for the fiscal year 2024-2025 (the "Budget), which provides funding for
the City's operations throughout the 2024-2025 fiscal year; and
WHEREAS, the City needs to authorized budget amounts of $3,033,415.00 for
expenditures approved by contract or direction during the 2024-25 Fiscal Year; and
WHEREAS, City staff recommends that the City Council of the City adjust the Budget
and approve the ordinance; and
WHEREAS, the City Council of the City has determined that it is in the best interest of
the City to adjust the and re -authorize the funds as more fully set forth in this Ordinance.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SCHERTZ, TEXAS THAT:
Section 1. The City shall increase the Police Budget by $802,353.00 to purchase Student
Resource Officer (SRO) Vehicles, hire Student Resource Officers, to purchase the Flock
camera system, purchase equipment for the Axon video recording system, increase
supplies to outfit replacement vehicles, and to complete the dispatch upgrade project. The
Police would recognize $244,025.00 in reimbursements for the SRO program and the
Flock Cameras.
Section 2. The City shall increase the Fire Budget by $38,776.00 to purchase a Battalion
Chief vehicle.
Section 3. The City shall increase the Parks Budget by $4,450.00 to complete the Riata
study.
Section 4. The City shall increase the Information Technology Budget by $36,300.00 for
computer licenses and equipment.
Section 5. The City shall increase Inspection Division Budget by $10,000.00 for software
maintenance.
Section 6. The City shall increase the Fleet Division Budget by $12,000.00 for the
additional operating supplies.
Section 7. The City shall increase the Facility Maintenance Division Budget by $200,000.00
to fully fund the Library Foundation Repair construction.
Section 8. The City shall increase the General Fund Budget by $1,225,000.00
as a transfer to Capital Projects Fund for the 2024 Street Preservation
and Maintenance program.
Section 9. The City shall increase the Capital Impact Fee Sewer Budget by
$550,000.00 to provide the remaining funding for the Woman Hollering Creek Trunk
Line project .
Section 10. The City shall increase the Roadway Impact Fee Area 2 Budget by
$154,536 to reimburse improvements to the Heritage Oak Subdivision.
Section 11. The recitals contained in the preamble hereof are hereby found to be
true, and such recitals are hereby made a part of this Ordinance for all purposes
and are adopted as a part of the judgment and findings of the Council.
Section 12. All ordinances and codes, or parts thereof, which are in conflict
or inconsistent with any provision of this Ordinance are hereby repealed to the extent
of such conflict, and the provisions of this Ordinance shall be and remain controlling as
to the matters resolved herein.
Section 13. This Ordinance shall be construed and enforced in accordance with the
laws of the State of Texas and the United States of America.
Section 14. If any provision of this Ordinance or the application thereof to any person or
circumstance shall be held to be invalid, the remainder of this Ordinance and the
application of such provision to other persons and circumstances shall nevertheless
be valid, and the City hereby declares that this Ordinance would have been enacted
without such invalid provision.
Section 15. It is officially found, determined, and declared that the meeting at which this
Ordinance is adopted was open to the public and public notice of the time, place, and
subject matter of the public business to be considered at such meeting, including this
Ordinance, was given, all as required by Chapter 551, as amended, Texas
Government Code.
Section 16. This Ordinance shall be effective upon the date of final adoption hereof and
any publication required by law.
