First, let me say thank you to our residents for their patient compliance with all the orders and declarations coming down from the various government agencies during the last few months. Schertz has done a fantastic job complying with all these instructions and I believe we have done very well in keeping the “curve fl at” in terms of the COVID-19 virus. Now, as we continue to reopen, we hope to maintain that and not see a big recurrence in the disease. We ask you to continue to do the basic things that are needed to prevent the spread of COVID-19 including washing hands frequently, staying at home if you are ill, and social distancing as much as possible. Isn’t it good to see our businesses open again? We are all so hopeful that the economy both locally and nationally will recover very soon. I believe we won’t be kept down by the challenges we have been through! In this issue, we recognize our senior classes at the high schools in the area. We have listed these classes as a new feature to honor our graduates who have had a very diffi cult time this year. Due to the pandemic, these students lost many opportunities to be recognized for their achievements and were unable to celebrate as normal with family and friends. To these graduates, I say a hearty congratulations for your work and well done on your many accomplishments. I am certain of one thing, the challenges you have encountered these last few months will stay with you always, and I hope you will learn signifi cant life lessons from these events that will help you as you grow and mature in your next endeavors. Th e class of 2020 will be forever remembered for the pandemic and its eff ect on you. I know you will conquer this and go on to great heights and achievements. We are eager to see what is in store for your futures! Finally, our Schertz 4th of July Jubilee celebration will look diff erent this year given the COVID-19 eff ects. We discuss this in the magazine, and we are looking forward to a wonderful celebration even though we will be unable to hold our normal events. Still, our country is a beautiful place, the land of the free and the home of the brave. To date, over $40,000 has been awarded in scholarship money. On June 9, 2020, City Council approved Resolution 20-R-59 awarding the 2020 Hal Baldwin Scholarship to three recipients: Sarah McMurry, Alexa Harper, and Jacob Brehm. The Hal Baldwin Scholarship Committee, a committee that assists the City Council with the scholarship process, reviewed the applications and made the recommendation that these students receive a scholarship. Alexa Harper and Jacob Brehm were selected to each receive scholarships in the amount of $2,500. Alexa is a graduate from St. John Paul II Catholic High School and will attend Benedictine College in the fall. Jacob is a graduate from Samuel Clemens High School and will attend McKendree University in the fall. The Committee selected Sarah McMurry to receive the top scholarship at $5,000. Sarah is a graduate from Randolph High School and will attend Texas A&M University in the fall. The Hal Baldwin Scholarship was established in 2009 to encourage high school seniors who are residents of Schertz to consider public service as a career path in education, local, state and/or federal government. The scholarship honors Hal Baldwin, who served the City for more than 30 years as a civic volunteer, an employee, a Councilmember, and Mayor. Th e City of Schertz will be holding its General Election on November 3, 2020 for the purpose of electing Council Members in Place 3, Place 4, and for Place 5 for a three-year term, from November 2020 to November 2023. Any candidate desiring to have his or her name on the Offi cial Ballot shall fi le with the City Secretary an application in writing in the form prescribed by the Texas Election Code declaring themselves a candidate. Th e fi ling date is no sooner than July 18, 2020, (but since the 18th falls on a Saturday and city offi ces are closed) the date moves to Monday, July 20, 2020) and no later than Monday, August 17, 2020, by 5:00 p.m. Qualifi cations for candidacy include: must have attained the age of eighteen or older on the fi rst day of the term of offi ce applied for, be a registered voter of the City of Schertz, and have been a resident of the City of Schertz for at least twelve consecutive months immediately preceding the deadline for fi ling for an application for a place on the ballot. The COVID-19 stay at home orders prevented the original event schedule from taking place but in an effort to both protect the community and still bring some summer fun, events were rescheduled and locations were changed accordingly. This allowed the city to safely work within all of the guidelines and bring everyone back outside for some fresh air and to enjoy some great movies and concerts. Viewing areas were marked off 6 ft. apart at Pickrell Park as moviegoers were encouraged to social distance, wash hands, and wear masks. Reminders were posted throughout the event space and public surfaces and restrooms underwent frequent cleaning to adhere to safety standards. EVO Entertainment was a new addition to the summer series, partnering with the City of Schertz to sponsor the screen and set up a concession tent with popcorn and adult beverages for the date night screening of Couples Retreat. Crossvine co-sponsored the fi lms which helped bring the recent release of the beloved Disney sequel, Frozen II, to all of the Elsa and Anna fans big and small. The crafts and coloring were still a hit and hand-delivered to each viewing area to minimize large groups gathering in a single spot. While Olaf would be required to save sharing those “warm hugs” for just a little bit longer, the little crafters got to make miniature snowmen plush to cuddle as they enjoyed the evening. Guests were invited to bring picnics or enjoy eats from local food trucks and concessions which included The Purple Pig, Just Dogs 34, Kona Ice, Roadside Munchies, and Lillyʼs Frozen Treats. The Music & Movies in the Park events were designed to bring families out into our community parks to enjoy a free evening of summer fun. While this year brought new requirements, the Parks & Recreation team was still able to offer the opportunity for community togetherness and done so in a safe manner. The next movie in the park will be Toy Story 4 returning to Pickrell Park on July 18. We consider these responses to be fluid, meaning that what we do may change from week to week depending on current State and local government recommendations, service demands and our capacity to fulfill them, and the prevalence of COVID-19. Please remember that the library is a community hub and a place where people of all ages and abilities interact. The goal is to provide basic services without endangering vulnerable persons. Operations will gradually return to normal, but in the meantime: ■Operating hours will be limited. The building will be open to the public Tuesday - Saturday, 11 a.m. - 6 p.m. We will be closed on Sunday and Monday. ■We will continue offering curbside pick-up each day from 10 a.m. - 6 p.m. ■From 10 - 11 a.m. each day, the library will be open for vulnerable populations. Please be courteous and allow this time for at-risk individuals to visit the library. ■Occupancy will be reduced. If capacity is reached and other patrons are waiting, we may ask people who have been at the library for some time to exit so that others may enter. ■Fewer public access computers will be available. In order to allow as many patrons as possible to access computers, daily computer time will be reduced to 1 hour per patron. ■Staff ability to offer help with computers, personal devices and printing will be highly restricted. This is because our help usually involves being within the 6 ft. social distancing guidelines and requires touching items like keyboards, mice, and screens. ■Self-check kiosks have been moved to the Circulation Desk and will be utilized for the check-out of items. ■Printed magazines and newspapers will temporarily be unavailable for browsing. Patrons can access the San Antonio Express-News, the New Braunfels Herald-Zeitung, and the Seguin Gazette via our online service, Newsbank. Magazines can be placed on hold and checked out like other library materials. ■All items are to be returned through our exterior book drop on the side of the building facing Elbel. Items are quarantined upon their return, so the interior drop will not be available and staff cannot take items directly from you. ■Because of social distancing guidelines, seating will be very limited. ■Study rooms are unavailable until further notice. ■Meeting rooms are unavailable until further notice. ■The Read Before Book Store remains closed to the public. ■ILL and Texshare services are currently suspended. We will resume those services when our couriers return to service and as other libraries re-open. ■There will be no in-person programming. All summer library events, including Storytime and the Summer Reading Experience, will be virtual events. Please see our online calendar for dates and times—there are many events and activities from which to choose! ■We are not accepting donations at this time. ■No toys, puzzles, children’s game computers, or other interactive features or activities will be available in the library. ■Circulation and Information Desks will feature plastic shields. We ask that you not lean over or around them to look at our monitors. ■Keyboards, self-check kiosks, restrooms, and other frequently used surfaces will be regularly sanitized throughout the day. For your own safety as well as that of our staff and patrons, please follow these guidelines to keep your library as safe as possible: ■Our staff will wear face coverings while serving the public and we’d be grateful if you would wear one, too. ■Everyone will be scanned for temperature upon entering the building. ■Please keep a distance of 6 feet between yourself and our staff or other patrons. ■Please wash your hands and use the hand sanitizer available throughout the library. ■Please limit your visits to 1 hour or less so others have a chance to come in, too. ■Please limit the number of people in your group. Ideally, one adult will visit the library and pick up materials for the entire family. If this is not possible, please keep children with you at all times and do not allow them to explore the library unsupervised. ■If you feel sick, please use the library safely from home through our many online resources and/or curbside pick-up. Summer Reading Experience cards are posted on the library's website for patrons to print, or they can be picked up at the library, along with a summer reading activity packet. Activity packets will be available for all ages (youth-adult). A few upcoming virtual library programs are listed below and all program details for these programs and more can be found at SchertzLibrary.org on the calendar. 16 Schertz Magazine July 2020 Stay Safe This Summer With the upcoming warmer summer months the Schertz EMS Community Health Team would like to off er some summer pool and outdoor safety tips to keep you safe and protected. Young children and inexperienced swimmers should wear a U.S. Coast Guard-approved life jacket that is the correct for their size and weight. If you have a pool, secure it with appropriate barriers and keep the deck around the pool clear of objects. Many children who drown in home pools were out of sight for less than fi ve minutes and in the care of one or both parents at the time. Protect your skin, limit the amount of direct sunlight you receive, and wear sunscreen with a protection factor of at least SPF15. Also, don’t let your beautiful summer day be ruined by those pesky bugs, apply insect repellant, or use a deterrent to help limit your chances of being bitten. Th e current AAP and CDC recommendation for children older than 2 months of age is to use 10% to 30% DEET. DEET should not be used on children younger than 2 months of age. Th e eff ectiveness is similar for 10% to 30% DEET but the duration of eff ect varies. Ten percent DEET provides protection for about 2 hours, and 30% protects for about 5 hours. Choose the lowest concentration that will provide the required length of protection. Citronella can help keep those pesky bugs out of the area you are enjoying by using a citronella candle, clip-on device, or homemade bug repellant. Be careful of snakes and other reptiles who might be hiding under piles of brush, logs, or playground furniture to stay cool. Wear boots or shoes and pants while walking through tall grass, keep your eyes open for movement in the grass, and remove debris from around your home. Stay safe and have a wonderful summer! Frank Dobie Jr. High School to obtain Stop the Bleed Kits for every classroom in the school. A total of 85 Stop the Bleed Kits were purchased by this joint effort and with the help of grants from Walmart. “I am so excited and proud that we as a team were able to make this happen,” said Dobie School Nurse Marsha Mudge, R.N. All Dobie teachers participated in Stop the Bleed training led by Schertz EMS earlier in the school year. They learned how to recognize life-threatening bleeding and intervene effectively. “Hopefully we will never need to use these kits, but it’s our priority to make Dobie as safe as possible for our students. We are proud of Nurse Mudge for her hard work in acquiring these kits and the support of our community,” said Dobie Jr. High Principal Vernon Simmons. “This is so exciting! It’s such a huge step for us to be prepared if a disaster happens at our campus,” Mudge said. Schertz EMS and the Schertz Police Department regularly host combined Civilian Response to Active Shooter Events (C.R.A.S.E.) and Stop the Bleed classes open to the general public. Th is process removes the old paint from the fi re hydrant to help the new paint adhere better. Some of the newer neighborhoods may not see the Public Works crews because of the good condition of the hydrants and their paint. Th e Public Works Water Department began painting Schertz Fire Hydrants in early April. You may have noticed them on Schertz Parkway and Elbel Road in front of Samuel Clemens High School. Since roadways have been less congested in the past few months due to limited activity and stay home orders, a lot of progress has been made on current projects. Here is an update on what is currently going on with the SPAM program. 2018 SPAM RESURFACING PROJECT Th is project included the resurfacing of multiple streets in the Deer Haven, Greenfi eld Village, Th e Estates at Wilson’s Preserve, and Lone Oak subdivisions as well as some additional street segments including Randolph Ave. between Exchange Ave. and Rooster Run, Live Oak Rd., and one block of Curtiss Ave. Th e new driving surface (a chip seal) has been completed on all project areas except for Live Oak Rd. and Menlo Dr. Th ese areas will be addressed after the planned curb, gutter, and sidewalk project along Live Oak Rd. is completed. After the chip seal was completed on Randolph Ave., the street was re-striped to provide a bike lane on each side of the street. For more information on what a chip seal is, please visit the City’s website for a video summary and FAQs on the chip seal process. 2018 SPAM REHABILITATION PROJECT Th is project consists of multiple streets in three separate areas of the city being addressed. Th e fi rst area completed was the rehabilitation of Randolph Ave. between Main St. and Exchange Ave. Th is project began in April of this year and is now complete. Th e next area to be addressed was a portion of the Northcliff e neighborhood. Th is part of the project involved the replacement of corner ADA ramps, the replacement of some sections of curb, gutter, and drive approaches to correct drainage issues and the rehabilitation of the existing streets. Th e street rehabilitation process involved removal of the existing asphalt, pulverizing and cement stabilizing the existing base material, and adding a new layer of asphalt on top. Th e end result is a new street that is more stable than the original street. Th e fi nal area of this project is the mill and overlay of Schertz Parkway between Beck St. and Live Oak Rd. Mill and overlay involves grinding off of a layer of the existing pavement, then replacing it with a layer of new asphalt pavement. In order to increase the strength of the street so it can handle current traffi c loads two inches of pavement were ground off and two inches of the base material underneath were removed. Th is allowed for two new layers (four inches total) of asphalt to be placed on top for additional asphalt thickness. Schertz Magazine July 2020 21 2018 SPAM RECONSTRUCTION Th is project originally consisted of two diff erent street segments that needed to be reconstructed. Th e fi rst street segment to be addressed was Tri-County Parkway between I-35 and Corridor Parkway. Construction on this project began in January of 2020 and was completed in March 2020. Th e second street segment of this project is the reconstruction of Schertz Parkway between Maske Rd. and Woodland Oaks. Th is project is an extension of the previous Schertz Parkway reconstruction project from Live Oak to Maske Rd. which was completed in 2018. Th e reconstruction process is similar to Tri-County Parkway – existing curb, gutter, and street sections will be removed; the remaining material will be cement stabilized; and new curbing and concrete pavement will be placed to provide for a stronger more durable street. Th e multi- use pathway along the east side of the street is also being reconstructed. Th is project began in April 2020 and is expected to be complete by August 2020. 2020 SPAM PROJECTS Th e 2020 project list represents two construction projects and one design project. Th e design for all three projects is in progress. One of the construction projects, Cherry Tree rehabilitation, has a completed design and is out for bid. Th e bid opening for the project is early July. Please check out the City’s website for more information and updates on all of the listed projects. TXDOT ROADWAY PROJECTS Th e City of Schertz has quite a few roadways within its City Limits that fall under the authority of the Texas Department of Transportation (TxDOT). IH 35 IH 10 FM 3009 (Roy Richard Drive in Schertz) FM 78 (John E. Peterson Boulevard in Schertz) FM 1518 FM 1103 FM 2252 FM 482 Th ese roads are owned, operated, and maintained by TxDOT who is responsible for the maintenance of things such as the road surface, drainage facilities, and traffi c signals on these roadways. Several improvement projects are in the works on Schertz TxDOT roadways and the following is a snapshot of the major TxDOT projects in and around Schertz*: IH 35 Operational Improvements from FM 2252 to Schwab Road: Construction is underway and includes ramp reversals for smoother and safer entry and exit to and from the main lanes and the frontage roads; intersection improvements; and construction of VIA Park and Ride lots for any commuters. Th e cost of improvements is $25.4 million and is expected to be complete in summer of 2020. Similar projects are slated to continue north to the Guadalupe River and beyond. FM 1103 Improvements: Construction of the widening of FM 1103 from IH 35 to Rodeo Drive in Cibolo is currently scheduled to be bid in summer of 2020 and is expected to take approximately four years to complete. Th e project includes expansion to four lanes with a center median and turn lanes, bike lanes, and six-foot sidewalks. IH 10 Improvements: IH 10 continues to be improved by the addition of lanes and the expansion of bridges. Th e next segment of construction is expected to be bid in summer of 2020 and run from Graytown Road to Santa Clara. FM 1518 Improvements from FM 78 to IH 10: TxDOT is in the process of fi nishing the acquisition of property needed for the right of way for this widening project. A construction contract is expected to be bid in summer or fall of 2022 with construction starting in 2023. Th e project, which includes widening to four lanes with a median and turn lanes, a sidewalk on one side, and a multi-use path on the opposite side will take about three years to complete. IH 35 NEX (Northeast Expansion): Th is major project runs from AT&T Parkway to FM 1103 and includes the addition of capacity by widening the surface pavement where possible and constructing additional, elevated lanes. Th e portion of the project from the Bexar/Guadalupe County line to FM 1103 is estimated to cost $375 million. Th e 2015 Steele High School graduate has released her fi rst major project with Says Who Productions, the company she formed in 2019 with some friends and fellow theatre students from the University of Houston. Th e project is the pilot episode of a show called Secret Lies of the Gossip Teen, which Cuellar describes as “a broad comedy take on high school dramas.” Th e episode was fi lmed in and around the Houston area over a four-month period beginning in January 2020, and Cuellar not only wrote the script but directed and produced the episode as well. Cuellar’s passion for this project, and for the work that her company is doing is apparent. Like most young artists, she knows fi rsthand the struggle of trying to create a successful career in the television and fi lm industry. Th ough the company is still quite new, she and her colleagues at Says Who already have a clear mission for the company as not only a vehicle for creating art but as a way to help struggling young artists gain experience and support. It is this mission that drives her, but she also credits her upbringing in Schertz with helping to set her on her current path. Her experience and education at Steele High School was a particularly big infl uence, helping her discover her love of acting and theatre. As a child, Cuellar’s family moved around a lot, and when they fi nally settled in Schertz, she says she was immediately accepted by many of the students from military families who had similar experiences with being new in school. It was also here that she fi rst gained the encouragement to try her hand as a director and producer as well. As a big fan of the television show Th e Offi ce, Cuellar had written a script for stage based on the show. She called it Th espians, and although she hadn’t ever intended to take the project beyond the script, she showed it to a teacher who encouraged her to make it into a fi lm, which she later ended up doing. “It was my fi rst experience with seeing something I had written fully realized, and it was so incredibly rewarding, I knew I wanted to do more of it,” she said. Cuellar went on to study acting at the University of Houston, where she earned a Bachelor of Fine Arts degree in May 2019. While there, she got more involved in producing and directing, eventually partnering with three friends from the university to form Says Who Productions a few months after graduation. Cuellar says that she and her three co-founders —Cat Th omas, Jeana Magallon, and Alyssa Marek - realized that they were surrounded by smart people with great stories to tell, but it seemed that everyone was waiting for permission to tell them. Th e group decided to take matters into their own hands and create a web series. Th e idea to focus on the high school experience came easily since it was an experience to which most people could relate. Many of Cuellar’s friends at the time had been huge fans of the teen dramas of the 2000s and 2010s, but continued on page 32 32 Schertz Magazine July 2020 it was an experience in a college acting class that really helped to generate the idea for Secret Lies. Th e group was working together on a ‘Typing’ exercise, in which they try to help each other determine the type of roles for which they would be best suited. Examples include many of the typical characters we would recognize from teen television shows, such as the queen bee, the geek, or the girl next door. As they were discussing their types, they realized that they could practically cast an entire high school drama series with the members of their class, and that’s what they eventually ended up doing – with the addition of some other actors from the community as well. Cuellar wrote the pilot episode over a two-month period in late 2019, and the fi nished product is a smart and funny take on the high school experience. “I had specifi c actors in mind when I wrote certain roles, and once I got started, the script fl owed easily,” says Cuellar. “It felt as if it almost wrote itself.” Cuellar and her partners immediately set about bringing the script to life. Th ey held auditions to cast the remaining roles, and they found an ideal location for most of the fi lming at a Houston community center. Production and editing took place between January and April of 2020 and the pilot episode dropped on April 30. It can currently be viewed on their website at sayswhoproductions.wixsite.com/mysite. Says Cuellar, “Th is was the fi rst project that I was truly in charge of, and it was up to us to make it happen. Th e fact that so many people came out and wanted to be a part of it was really amazing.” Th e script for the pilot has already been selected as a fi nalist in the Austin Comedy Short Film Festival, the Houston Comedy Film Festival, and the Portland Comedy Film Festival, and Cuellar plans to submit the completed pilot to other festivals as well. As for the company’s future plans, Cuellar is currently writing the second episode of the series in addition to working on a new project. Although all of the actors and crew of Secret Lies worked for free, the ultimate goal of Says Who Productions is to be able to employ actors in the Houston area, particularly young actors and those who are just starting out, giving them support, experience, and a vehicle to launch their careers. When asked if she would ever consider moving to a city with a larger fi lm or theatre industry like New York or Los Angeles, Cuellar says that for now, she’s content where she is. She credits her upbringing in Schertz and her contact with the military community there with helping to instill her work ethic and sense of discipline and says that her art will always be infl uenced by her experience there. As they take on new projects, the founders of Says Who plan to continue their mission of supporting their local Houston arts community. Cuellar says they were overwhelmed by the support and the response they received to their fi rst major project and look forward to what the future holds for their young company. Clemens High School Seniors Morgan Housholder and Hannah Lopez wanted to do something special and create a new tradition for the Class of 2020. Inspired by the graffiti wall in Austin, Hannah’s mom had the idea to create their own graffiti wall for the graduating seniors to celebrate their accomplishments and show off their future schools. Schertz Law Center, where Hannah’s mom works and Hannah and Morgan are interns, offered up one side of their building for the graffiti wall. Hannah and Morgan put a call out on social media and within a few days, the wall was completely filled with schools from UTSA all the way to Howard University! The wall continues to change every day as students from all around the surrounding area show up to share their school pride. RACAP Helps Children Go Back-to-School Every year, the Randolph Area Christian Assistance Program (RACAP) conducts a Back-to-School Program to help provide school supplies for children in our community. RACAP is committed to providing basic school supplies for eligible children in grades K-12. RACAP will accept applications for “School Supply” assistance from July 13, 2020 through August 14, 2020. This year’s program runs from July 13 through August 14, 2020. Donations from churches, businesses, groups, or individuals are greatly appreciated. Financial donations will be used to purchase needed school supplies. If enough supplies are donated to serve all applicants, monetary donations will be used for RACAP’s regular programs to assist with rent, utilities, RX and to restock the pantry. Please make all donations payable to RACAP and designate on the check that the donation is for the General Fund. Donations designated for the “General Fund” allow RACAP to use the excess funds in any area. Families who reside in our zip code service areas (78108, 78109, 78124, 78148, 78154, 78132, 78233 (Live Oak only), 78247, and 78266) and meet income qualifications are eligible. My name is Zaire Zahne Miracle Franklin. I was born in Los Angeles, California into a military family. Ever since, my life has been a nonstop adventure. I've traveled all over the world since the moment I was born making my fi rst stop in Paris, France. Being a part of a family that has the opportunity to experience such places can really put life into perspective. Not only do I love to travel and dream of wanderlust, but I of course enjoy the little things in life such as shopping, lake days, and fi nding new things to do with my friends. I’d like to think of myself as a pretty free-spirited person. I'm always ready for something new and diff erent to happen each day. As a little girl, I've dreamt of being a college cheerleader. I plan on attending North Carolina A&T State University and becoming an Aggie Cheerleader at my #1 HBCU School. I plan on majoring in education and most likely minoring in sociology. In a world full of chaos and misunderstanding I just want to bring about as much change into the lives of children as I possibly can. I hope that if not the whole world, I can at least change the life of a few kids that need it the most. To not just teach a curriculum but to teach about life and experiences and the things that some people may be afraid to speak on. I never thought I would be part of something like the Sweetheart Court program, but I am forever grateful that I've been considered and that I can be within a community that likes to be involved and that feels like a family. McClay, Professor University of Oklahoma LOCAL HISTORY On July 3, 1964, Natural Bridge Caverns, the largest known cavern in Texas, was opened to the public. Th e cavern was discovered on March 27, 1960. Th e name was derived from a sixty-foot natural limestone slab bridge that spanned the amphitheater setting of the cavern's entrance. Natural Bridge Caverns became a registered United States natural landmark in 1971. TEXAS HISTORY On July 18, 1917, the United States War Department issued orders mobilizing the Th irty-sixth Infantry Division (known as the "Texas Division" or the "T-Patchers") at Camp Bowie in Tarrant County. Th e division, initially composed mostly of Texas National Guard troops, fought in World War I and again in World War II. During the latter confl ict, one unit of the division, which became known as the "lost battalion," was captured at the fall of Java. Th e men of the battalion spent the war in Japanese prison camps, and many died building the Burma Railroad.
