25-R-088 Application for the State Homeland Security Grant ProgramRESOLUTION 25-R-088 A RESOLUTION BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS AUTHORIZING THE SUBMISSION OF AN APPLICATION FOR THE STATE HOMELAND SECURITY GRANT PROGRAM(SHSP); DESIGNATING THE CITY MANAGER AS THE AUTHORIZED OFFICAL NOT TO EXCEED TEN THOUSAND DOLLARS. WHEREAS, the City of Schertz, Texas, is dedicated to continuously improving its emergency management capabilities and fostering a highly skilled and professional emergency management workforce; and WHEREAS, the National Emergency Management Basic Academy, developed and offered by the Federal Emergency Management Agency (FEMA), provides foundational training and essential knowledge for emergency management professionals, enhancing their ability to effectively prepare for, protect against, respond to, recover from, and mitigate all hazards; and WHEREAS, participation in the National Emergency Management Basic Academy will significantly strengthen the expertise and capacity of the City of Schertz Office of Emergency Management (OEM) personnel, leading to more robust emergency plans, improved coordination during incidents, and ultimately, enhanced safety and resilience for the entire community; and WHEREAS, the State Homeland Security Grant Program (SHSP), administered by the U.S. Department of Homeland Security (DHS) through the Federal Emergency Management Agency (FEMA) and passed through the Texas Division of Emergency Management (TDEM), provides critical financial assistance to state and local governments to prevent terrorism and enhance preparedness; and WHEREAS, securing federal funding through the SHSP for this specialized training is essential to acquire capabilities that exceed the limitations of the City's existing operational budget, ensuring our emergency management staff receives the highest quality professional development; and WHEREAS, the City Council recognizes the importance of investing in the professional development of its emergency management personnel to safeguard public safety and maintain critical government functions during times of crisis; and WHEREAS, the City of Schertz will submit an application to the SHSP grant program not to exceed the amount of $10,000.00 to fund the National Emergency Management Basic Academy (NEMBA) for its emergency management personnel. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS THAT: Section 1.The City Council hereby authorizes the submission of an application for the State Homeland Security Grant Program (SHSP); designating the City manager as the Authorized Official not to exceed the amount of TEN THOUSAND DOLLARS ($10,000.00). Section 2.The recitals contained in the preamble hereof are hereby found to be true, and such recitals are hereby made a part of this Resolution for all purposes and are adopted as a part of the judgment and findings of the City Council. Section 3.All resolutions, or parts thereof, which are in conflict or inconsistent with any provision of this Resolution are hereby repealed to the extent of such conflict, and the provisions of this Resolution shall be and remain controlling as to the matters resolved herein. Section 4.This Resolution shall be construed and enforced in accordance with the laws of the State of Texas and the United States of America. Section 5.If any provision of this Resolution or the application thereof to any person or circumstance shall be held to be invalid, the remainder of this Resolution and the application of such provision to other persons and circumstances shall nevertheless be valid, and the City Council hereby declares that this Resolution would have been enacted without such invalid provision. Section 6.It is officially found, determined, and declared that the meeting at which this Resolution is adopted was open to the public and public notice of the time, place, and subject matter of the public business to be considered at such meeting, including this Resolution, was given, all as required by Chapter 551, Texas Government Code, as amended. Section 7.This Resolution shall be in force and effect from and after its final passage, and it is so resolved. PASSED AND APPROVED on the 15t' day of July, 2025.
