A RESOLUTION BY THE CITY COUNCIL OF THE CITY
OF SCHERTZ, TEXAS AUTHORIZING THE SUBMISSION
OF AN APPLICATION FOR THE URBAN AREAS
SECURITY INITIATIVE (UASI) GRANT PROGRAM;
DESIGNATING THE CITY MANAGER AS THE
AUTHORIZED OFFICAL NOT TO EXCEED ONE
HUNDRED AND FOURTY FOUR THOUSAND DOLLARS.
WHEREAS, the City of Schertz, Texas, is committed to enhancing the safety, security,
and preparedness of its residents, businesses, and critical infrastructure against acts of terrorism
and other catastrophic events; and
WHEREAS, the Urban Areas Security Initiative (UASI) grant program, administered by
the U.S. Department of Homeland Security (DHS) through the Federal Emergency Management
Agency (FEMA), provides financial assistance to address the unique planning, organization,
equipment, training, and exercise needs of high -threat, high -density urban areas; and
WHEREAS, the City of Schertz is located within a designated UASI area as an urban
area eligible for funding, and our participation in this regional initiative is vital for
comprehensive security and preparedness; and
WHEREAS, the UASI grant program supports the development and implementation of
regional preparedness capabilities to prevent, protect against, respond to, and recover from acts
of terrorism and other hazards, aligning with the City's strategic goals for public safety and
emergency management; and
WHEREAS, the acquisition of specialized equipment for first responders through UASI
funding are essential to bolster the City's capabilities beyond what can be sustained through local
budgetary allocations alone; and
WHEREAS, the City Council recognizes the importance of securing federal assistance to
acquire and maintain these critical capabilities, thereby strengthening the City's overall resilience
and contributing to the broader regional security framework; and
WHEREAS, the City of Schertz will submit an application to the UASI grant program
not to exceed the amount of $144,000.00 to fund the City's preparedness, response, and
resilience to acts of terrorism.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SCHERTZ, TEXAS THAT:
Section 1.The City Council hereby authorizes the submission of an application for the
Uran Areas Security Initiative (UASI) grant program; designating the City manager as the
Authorized Official not to exceed the amount of ONE HUNDRED AND FOURTY
FOUR THOUSAND DOLLARS ($144,000.00).
Section 2.The recitals contained in the preamble hereof are hereby found to be true, and
such recitals are hereby made a part of this Resolution for all purposes and are adopted as
a part of the judgment and findings of the City Council.
Section 3.All resolutions, or parts thereof, which are in conflict or inconsistent with any
provision of this Resolution are hereby repealed to the extent of such conflict, and the
provisions of this Resolution shall be and remain controlling as to the matters resolved
herein.
Section 4.This Resolution shall be construed and enforced in accordance with the laws of
the State of Texas and the United States of America.
Section 5.If any provision of this Resolution or the application thereof to any person or
circumstance shall be held to be invalid, the remainder of this Resolution and the
application of such provision to other persons and circumstances shall nevertheless be
valid, and the City Council hereby declares that this Resolution would have been enacted
without such invalid provision.
Section 6.It is officially found, determined, and declared that the meeting at which this
Resolution is adopted was open to the public and public notice of the time, place, and
subject matter of the public business to be considered at such meeting, including this
Resolution, was given, all as required by Chapter 551, Texas Government Code, as
amended.
Section 7.This Resolution shall be in force and effect from and after its final passage, and
it is so resolved.
