25-R-091 Application for Hazard Mitigation Grant Program (HMGP)RESOLUTION 25-R-091 A RESOLUTION BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS AUTHORIZING THE SUBMISSION OF AN APPLICATION FOR THE HAZARD MITIGATION GRANT PROGRAM (HMGP); DESIGNATING THE CITY MANAGER AS THE AUTHORIZED OFFICAL NOT TO EXCEED THREE HUNDRED AND FIFETY THOUSAND DOLLARS. WHEREAS, the City of Schertz, Texas, is committed to enhancing its resilience against natural and human -caused hazards, and to ensuring the continuous operation of essential public services, particularly during and immediately following disaster events; and WHEREAS, the City recognizes that power outages, frequently caused by severe weather conditions such as thunderstorms, high winds, and extreme temperatures, pose a significant and recurring threat to the uninterrupted function of critical infrastructure facilities; and WHEREAS, the sustained operations of key City facilities, including but not limited to the 911 Dispatch Center / Public Safety Answering Point (PSAP), emergency operations center, and essential public works facilities, is paramount for maintaining public safety, coordination emergency response, and delivering vital services to our approximately 43,000 residents; and WHEREAS, the Hazard Mitigation Grant Program (HMGP), administered by the Federal Emergency Management Agency (FEMA) and passed through the Texas Division of Emergency Management (TDEM), provides federal funding to state and local governments to implement long-term hazard mitigation measures after a major disaster declaration; and WHEREAS, the installation of a permanent, reliable backup generator at a designated critical infrastructure facility is a proven and cost-effective mitigation measure that will reduce future disaster losses and ensure the continuity of essential governmental functions and emergency services during power disruptions; and WHEREAS, securing federal funding through the HGMP is essential to acquire and install this critical infrastructure enhancement, as the cost exceeds what can be readily accommodated within the City's existing operational budget; and WHEREAS, the City Council recognizes that this project is a strategic investment in the long-term safety, security, and economic stability of the community, reducing reliance on temporary solutions and minimizing the impact of future hazard events; and WHEREAS, the City of Schertz will submit an application to the Hazard Mitigation Grant Program (HMGP) not to exceed the amount of $350,000.00 to fund enhancements of our City's critical infrastructure. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS THAT: Section 1.The City Council hereby authorizes the submission of an application for the Hazard Mitigation Grant Program (HMGP); designating the City manager as the Authorized Official not to exceed the amount of THREE HUNDRED AND FIFETY THOUSAND DOLLARS ($325,000.00). Section 2.The recitals contained in the preamble hereof are hereby found to be true, and such recitals are hereby made a part of this Resolution for all purposes and are adopted as a part of the judgment and findings of the City Council. Section 3.All resolutions, or parts thereof, which are in conflict or inconsistent with any provision of this Resolution are hereby repealed to the extent of such conflict, and the provisions of this Resolution shall be and remain controlling as to the matters resolved herein. Section 4.This Resolution shall be construed and enforced in accordance with the laws of the State of Texas and the United States of America. Section 5.If any provision of this Resolution or the application thereof to any person or circumstance shall be held to be invalid, the remainder of this Resolution and the application of such provision to other persons and circumstances shall nevertheless be valid, and the City Council hereby declares that this Resolution would have been enacted without such invalid provision. Section 6.It is officially found, determined, and declared that the meeting at which this Resolution is adopted was open to the public and public notice of the time, place, and subject matter of the public business to be considered at such meeting, including this Resolution, was given, all as required by Chapter 551, Texas Government Code, as amended. Section 7.This Resolution shall be in force and effect from and after its final passage, and it is so resolved. PASSED AND APPROVED on the 15th day of July, 2025.
