TSAC PP August 2025TRANSPORTATION SAFETY ADVISORY COMMISSION Regular Meeting August 7, 2025 - 5:30 PM Council Chambers RESIDENTS/VISITORS Please Sign In The Hearing of Residents is a time set aside for any person who wishes to address the Commission. Presentations should be limited to no more than 5 minutes. Each person should fill out the Speaker’s register prior to the meeting located in the lobby. The Commission can only discuss items that are on the agenda. Discussion by the Commission of any item not on the agenda shall be limited to statements of specific information given in response to any inquiry, a recitation of existing policy in response to an inquiry, a recitation of existing policy in response to an inquiry, and/or a proposal to place the item on a future agenda. The presiding officer, during the Hearing of Residents portion of the agenda, will call on those persons who have signed up to speak in the order they have registered.If you have any handouts to provide for the Commission, please visit a City Staff member prior to the meeting. 2 ITEM 1 – MINUTES Consideration and/or action regarding the approval of the minutes of the June 5, 2025, TSAC Meeting. 3 ITEM 2 – TRAFFIC STUDY UPDATES a. MULHOUSE SPEEDING CONCERNS 4 ITEM 3 – NEW CITIZEN-REQUESTED ITEMS a. WOODLAND OAKS AT LOTUS PARK STOP SIGN REQUEST 5 ITEM 3 – NEW CITIZEN-REQUESTED ITEMS b. RHINE VALLEY- STOP SIGN REQUEST FOR OBERNAI PATH AT BELFORT PT 6 Resident approached Commissioner Nolan requesting a stop sign at the corner of Obernai Path at Belfort Pt. ITEM 4 – COMMISSIONER-REQUESTED ITEM UPDATES a. SBFR OF IH 35 BETWEEN FM 3009 & SCHERTZ PKWY STRIPING 7 City staff reached out to TxDOT again about restriping the lanes. TxDOT has acknowledged receipt and notified the IH 35 NEX project team of the safety concerns. ITEM 4 – COMMISSIONER-REQUESTED ITEM UPDATES b. MAIN STREET-FIRST STREET LANE STRIPING 8 ITEM 4 – COMMISSIONER-REQUESTED ITEM UPDATES c. FM 78 REMOVAL OF SIGNAGE & STRIPING 9 Signage is still present and visible. Striping on the shoulder is still present however is faint. Staff have reached back out to TxDOT for an update. ITEM 5 – STAFF UPDATES a. Sign Relocation – Crusader Bend & Noble Way 10 Stop Sign on Noble Way has been moved to behind the pedestrian crosswalk •Noble Way crossing received a score of 50 when the prioritization was applied which is Active or Enhanced treatment(s) •Crusader Bend received a score of 65 which is Active or Enhanced treatment(s) •Enhancements are included on the list of unfunded projects ITEM 5 – STAFF UPDATES b. Directional Signage – Elbel Dr., Borgfeld Rd. 11 Directional Signage added approaching FM 3009. ITEM 5 – STAFF UPDATES b. Directional Signage – Elbel & Borgfeld at FM 3009 12 Public Works completed pavement directional markings. ITEM 5 – STAFF UPDATES c. Belmont Park 13 Pavement markings have been completed on Belmont Parkway and Triple Crown. ITEM 5 – STAFF UPDATES c. Belmont Parkway near Hourless 14 •The crosswalk on Belmont near Hourless received a score of 75 when the prioritization worksheet was applied which is Active or Enhanced and recommends High Visibility markings and Warning signs to the existing Crosswalk. (Crosswalk at park on Triple Crown is similar) •A project to design and install enhanced crosswalk elements is included on the list of unfunded projects ITEM 5 – STAFF UPDATES d. Pavement Striping – Fairlawn Avenue (Riata) 15 Pavement markings have been completed on Fairlawn Ave. ITEM 5 – STAFF UPDATES d.IH 35 ACCESS RD - FAIRLAWN SCHOOL Pavement Markings 16 Refresh of pavement markings has been completed. Additional signage and pavement markings to be added near the Roundabout. ITEM 5 – STAFF UPDATES d.IH 35 ACCESS RD - FAIRLAWN SCHOOL Pavement Markings 17 ITEM 5 – STAFF UPDATES e. RHINE VALLEY – ALSATIAN WAY TRAFFIC CALMING 18 ITEM 5 – STAFF UPDATES e.RHINE VALLEY – ALSATIAN TRAFFIC CALMING OPTIONS (Kruth Point & Bening Valley at Alsatian) Public works will check measurements and install. 19 ITEM 5 – STAFF UPDATES f. LOWER SEGUIN ROAD & CANOPY BEND – SPEED/SIGHT DISTANCE CONCERNS 20 Public Works will be installing additional and enhanced signage in both directions on Lower Seguin Rd. Council authorized grant application for funding of Lower Seguin improvement project. Project currently in final design to be bid within months. ITEM 5 – STAFF UPDATES g.
