The Schertz Planning and Zoning Commission convened on March 28, 2007 at 6:30 p.m. at the Municipal
Complex, Council Chambers, 1400 Schertz Parkway Building #4, Schertz, Texas.

CALL TO ORDER/ROLL CALL
Mr. Richmond called the meeting to order at 6:31 P.M.

CITIZEN COMMENTS
Ms. Gail Douglas, Schertz Community Service Director, addressed the commission on Parkway dedication.
Ms. Douglas would like to be present or send a representative to all meetings to work with the Planning and
Zoning Commission.

PRESENTATION:
Ms. Gail Douglas introduced Brent Luck from Land Design Partners. Mr. Luck presented a 20 minute
synopsis of the Parks and Open Space Master Plan.
Mr. Richmond appreciated the professional presentation and requested staff to place the plan on the next
agenda for action.
Mr. Richmond and Mr. Sommers had some discussion on the pie charts.
Mr. Luck stated he would update graphs.

CONSENT AGENDA:
A.
Consider and act upon the February 28, 2007 and March 14, 2007 Planning and Zoning
Commission meeting minutes.
Following reading of the agenda item, Mr. Sommers moved to approve Consent Agenda item 4A. Ms.
Tutschke seconded the motion. Vote unanimous. Motion carried.

A. SUP2007-002
Hold a public hearing, and consider and act upon a request for Specific Use Permit of Block 1, Lot
28, of the Schertz Business Park Subdivision. The proposed commercial lot is within the Air
Installation Compatible Use Zone (AICUZ), Accident Potential Zone (APZ-l). The .0578::1:: acre
tract is zoned General Business District- (GB), generally located approximately 238 feet east of FM-
l5l8 and Commercial Place.
Owner: Mike Biry

Public Hearing was opened at 6:59 pm.
Ms. Nichols briefed the commission and advised that the applicant was not present.
Mr. Brockman, 1000 Elbel, questioned the location.
Ms. Nichols addressed questions.
Public Hearing closed at 7:01 pm
After some discussion, Mr. Sommers moved to recommend disapproval to the City Council based on the
applicant not being present to answer questions. Ms. Tutschke seconded the motion. Vote unanimous.
Motion carried.
B. SUP2007-001
Hold a public hearing, and consider and act upon a request for Specific Use Permit of Block 2, Lot
26, in the Windy Meadows Subdivision. The proposed commercial lot is within the Air Installation
Compatible Use Zone (AICUZ). The 1.000::1:: acre tract is zoned General Business (GB). The tract is
situated out of the Toribio Herrera Survey Abstract No. 153, Guadalupe County, Schertz, Texas.
The property is located approximately 392 feet east of the intersection of FM 1518 on Windy
Meadows Drive.
Owner/Applicant/Representative: Warren Dale Elam, Elam Industries
Public Hearing was opened at 7:03 pm.
Ms. Gabbard briefed the commission and advised that the applicant was present.
Warren Dale Elam, Elam Industries, had no comment but was open for any questions.
Public Hearing closed at 7:04 pm
After some discussion, Mr. Sommers moved to recommend approval to the City Council. Ms. Tutschke
seconded the motion. Vote unanimous. Motion carried.
C. ZC2007-001
Hold a public hearing, and consider and act upon a request to zone 5.13::1:: acres from Pre-
Development District (PD) to Neighborhood Services (NS). 3.68::1:: acres is out of the Rafael Garza
Survey, Abstract No. 138, and 1.45::1:: acres are out of the James W. Gray Survey, Abstract No. l44,
Guadalupe County, Schertz, Texas. The property is generally located at the southwest corner of
Portage Lane and Country Club Boulevard.
Owner/Applicant: Todd Burek
Representative: Samuel B. Bledsoe, MBC Engineers, Inc.
Applicant withdrew application. No public hearing was held.

Hold a public hearing, and consider and act upon a request to zone 37.029::1:: acres from Pre-
Development District (PD) to General Business (GB). The tract is situated out of the Toribio
Herrera Survey No. 68, Guadalupe County, Schertz, Texas. The property is generally located at the
southeast comer of FM 1518 and Maske Road.
Owners: Malford Ackermann and wife, Rosemarie Ackermann, Nelda L. Harborth, Hugo W.
Ackermann, Jr., and Howard A. Ackermann.
Applicant/Representative: Harry Jewett, Harry Jewett Associates
No public hearing was held because the public notice was incolTect.

ITEMS FOR INDIVIDUAL CONSIDERATION

Consider and act upon a request for site plan of the Schertz Business Park Subdivision, Lot 28 of
Block 1. The 0.578::1:: acre tract is generally located 238 feet east ofFM-1518 and Commercial Place
containing a 7,500 square foot warehouse building. The property is zoned General Business District-
(GB).
Owner: Mike Biry
ApplicantlRepresentative: Hopson Builders, Inc., David Eben
Ms. Nichols recommended to table the item until the April 11, 2007 meeting, Mr. Sommers moved to table
the item. Mr. Tutschke seconded the motion. Vote unanimous. Motion carried.
B. PC2007 -008
Consider and act upon a request for site plan of the Windy Meadow Subdivision, Block 2, Lot 26.
The 1.000::1:: acre tract is generally located 392 feet east of the intersection of FM 1518 on Windy
Meadows Drive containing a 9,841.095 square foot office / warehouse building. The property is zoned
General Business (GB).
Owner/ApplicantlRepresentative: Warren Dale Elam, Elam Industries
Mr. Sommers requested to add the statement "Dead or unhealthy plants shall be immediately replaced" to all
future site plans.
Mr. Richmond asked about the signage on the building. Mr. Elam responded that there is no signage.
After discussion on signage and building layout, Mr. Sommers moved to approve the item. Ms. Tutschke
seconded the motion. Vote unanimous. Motion carried.
7. ITEMS FOR DISCUSSION
A. City Council
Mr. Carpenter commented on the Council election, Schertz 50th Anniversary Committee, and Mr.
Wilenchik's health.

Would like to see sign location on future site plans. Reported two signs were approved at the BOA
meeting.
Mr. Evans:
Questioned location of detached Garage on property in Savannah Bluff off Savannah Dr.
Mr. Richmond:
Expressed concern with visibility of sign at the Fairfield Inn.
