The Schertz Planning and Zoning Commission convened on May 9, 2007 at 6:30 p.m. at the Municipal
Complex, Council Chambers, 1400 Schertz Parkway Building #4, Schertz, Texas.

3A and 3B. Ms. Tutschke seconded the motion. Vote unanimous. Motion carried.

The property is zoned Multi-Family Residential District-4 (R-4).

Ms. Nichols reviewed staff comments and advised the commission that the applicant was present.
After a short discussion on the traffic impact, Mr. Greenwald moved to approve the item. Ms. Tutschke
seconded the motion. Vote unanimous. Motion carried.

Consider and act upon a request for preliminary plat of the Blackburn Subdivision. The 6.365::!:: acre
tract is generally locatcd at the southwest intersection of FM-3009 and Elbcl Road. The propcrty is
zoned General Business District (GB)

Ms. Nichols reviewed staff comments and adviscd the commission that the applicant was present.
After discussion on lot access, traffic and safety concerns, Mr. Sommers moved to deny the item. Ms.
Tutschke seconded the motion. Vote Aye: Ms. Tutschke, Mr. Sommers, Mr. Greenwald, and Mr. Evans.
V ote Nay: 1,1r. Haddock. Motion carricd.
C. PC2007-039
Consider and act upon a request for amending plat of the Savannah Elementary Subdivision. The
1O.948::!:: acre tract is generally located at the southwest intersection of Savannah Drive and Schertz
Parkway. The property is zoned Public Use District (PUB)

Ms. Nichols reviewed staff comments and advised the commission that the applicant was present.
After some discussion on traffic, Mr. Sommers moved to approve the item with the stipulation that access
be limited to personal vehicles only and not to commercial vehicles or buses. Ms. Tutschke seconded the
motion. Vote unanimous. Motion carried.

Consider and act upon a request for site plan of IHOP Schertz. The 0.9592:1: acre tract is located on
IH35, 1600 feet south of the intersection of IH35 and FM3009. The property is zoned General
Business (GB).
Owner / Applicant: David Cummings, 135 - 3009 Ltd.
Representative: David Allen, Macina Bose Copeland & Associates
Ms. Gabbard reviewed staff comments and the advised commission that the applicant was present.
After some discussion on the sign, Mr. Sommers moved to approve the item with exception of the pole
sign on page 4. Ms. Tutschke seconded the motion. Vote unanimous. Motion carried.
E. PC2007-029
Consider and act upon a request for Revised Master Plan of Riata Subdivision, Unit 3, 4 and 5.
The 83.06::!:: acre tract is generally located between IH 35 and Old Wiederstein Road. The property
is zoned Residential District-7 (R-7).
Owner/Applicant: Doyle Wilson, Riata Land, Ltd

Ms. Gabbard reviewed staff comments and advised the commission that the applicant was present.
After some discussion on lot size and deleted lots, Mr. Greenwald moved to approve the item. Mr.
Haddock seconded the motion. Vote unanimous with Mr. Sommers abstaining. Motion carried.
F. PC2007-033
Consider and act upon a request for site plan and one variance of Lowe's of Schertz. The 12.963:t
acre tract is located on IH35, 1600 feet south of the intersection of IH35 and FM3009. The
property is zoned General Business (GB).

Consider and act upon a request for preliminary plat of the Schertz Elementary School. The
12.830::!:: acre tract is generally located on the southwest comer of Curtiss Street and Pfeil Street.
The property is zoned Public Use District (PUB).

After discussion on fence, Mr. Sommers moved to approve the item. Ms. Tutschke seconded the motion.

B. Director's Report
Mr. Truitt stated that City Couneil approved the hire of an outside consultant Mitchell Planning Group.
The consultants will help with the review and update of the UDC, Comprehensive Land plan, assist staff
and help with training for AICP exam. Mitchell Planning Group will be putting a plan together to
present. The City has a GIS position open.
