This time is set aside for any person who wishes to address the Committee. Presentations should be
limited to no more than 3 minutes. Each person should fill out the Speaker’s register prior to the meeting
and give it to the Chair. The Committee can only discuss items that are on the agenda. Discussion by the
Committee of any item not on the agenda shall be limited to statements of specific information given in
response to any inquiry, a recitation of existing policy in response to an inquiry, and/or a proposal to place
the item on a future agenda. The presiding officer, during the Hearing of Residents portion of the agenda
will call on those persons who have signed up to speak in the order they have registered.

The approval of the meeting minutes of the regular meeting for September 4, 2025, was addressed
by Vice Chairperson Angie Fain, inquiring after the committee's review of the minutes, if there were
any questions or corrections noted. As there were none, Kathleen Samsey motioned to accept the
minutes as presented, which was seconded by Sophie Rodriguez.
Motion passed unanimously (5-0)
SHPC Membership Updates (9 of 14 seats currently occupied, 3 of current hold
non-resident status)
Brian James observed that membership numbers remained unchanged, with 9 active members and
only 5 required to reach a quorum. He pointed out that the potential increase to 14 members, as
outlined in the bylaws, could complicate quorum attainment. Therefore, the priority should be to
maintain engagement with the current active members.
Review of Financial Statement
The financial statement for September 2025 was reviewed. There had been no changes since the last
meeting, and the figures matched previous reports. Current inventory remains unchanged, as no
activity occurred since September 4th's meeting. A motion was made by Sophie Rodriguez to accept
the financial report, which was seconded by Jim Burdett.
Updates
Outlook 365:Champion, Brian James
Brian James initiated the discussion by confirming whether everyone had access to their 365
accounts and if their profiles were set up. If anyone needed assistance, IT would be available for
one-on-one support. They aimed to ensure that everyone was up to speed. Plans were made to verify
that everyone received an email update. Zii Reed distributed a handout with instructions on setting
up the 365 profile, should the members need it. The city representatives decided to double-check
and reach out to those who hadn’t received the update to ensure everyone was aligned. Once
confirmed, the committee would proceed with the next steps for email communication.
Main Street Preservation Grant: Champion, Brian James
Visitor, Dr. Miguel Vasquez attended the previous council meeting and was present at the SHPC
meeting to discuss the recent amendments to the grant programs, including the Main Street Local
Flavor Program. A few months prior, there had been discussions about these amendments. The
council had approved the changes in the last meeting, which took place September 16, 2025.
One of the issues highlighted was the treatment of properties without structures,
specifically cemeteries. The recommendation was to use the Main Street Local Flavor Economic
Development Grant for such projects. Brian James specified that this grant was not intended for
single-family residential use but rather for enhancing the visual appeal and functional use of
properties. Site improvements could receive up to $20,000 per property, with a matching grant

requirement.
He continued to elaborate that council discussed the treatment of multi-family buildings. The grant
could be used for buildings with both commercial and residential uses, but not for purely personally
preferred residential finishes/renovations like marble countertops. Instead, it focused on structural or
other essential outer or visually apparent improvements. Dr.Vazquez is looking to install outdoor
panels with graphic designs depicting historical events and connecting walkways. The total project
cost was approximately $24,000, with the city covering half, under the grant's matching condition.
The panels were to be made by a company called Interpretive Insights which also includes graphics
being displayed.
Dr. Vasquez reported that construction had already begun on the installation of panels and walkways
in anticipation of the Schertz-Cibolo Cemetery Historic Landmark event on October 18th. This was
done prior to obtaining council approval for the grant. He acknowledged the risk involved with not
yet having secured grant approval, emphasizing the importance of adhering to all protocols and
completing inspections to enhance the likelihood of approval at the October 16th council meeting.
Brian James underscored the importance of clear communication and compliance with the grant's
conditions, which include submitting all related receipts and invoices for review. Lastly, Roz Wise
proposed a motion to present the grant to the council for final approval, which Sophie Rodriguez
seconded.
Motion passed unanimously. (5-0)
SHPC - Then & Now Calendar:Champion, Roz Wise
The committee shared a vision for the calendar to have a format of one photo with a
description/summary of the landmark with the calendar itself on the following page below for each
presented landmark. Jim Burdett contributed some updates, including provided images and summary
edits for the utmost accuracy of the featuring landmark's story. The committee continued to discuss
the inclusion of a historical photograph found by Jim Burdette for the back cover, while Kathleen
Samsey added on, to highlight & map out landmarks overlayed on the selected photo. After debate
of whether to feature one or two images on the front cover, ultimately the committee
collectively favored the simplicity of a single image.
There were discussions about city events like the "Kick Cancer 5K Run", "Jubilee",
"Holidazzle" and standard city holidays to be included. The committee expressed gratitude for the
contributions made by various members and the sub-committee, acknowledging their efforts in
sourcing historical photographs and cleaning up the content. By Roz Wise's recommendation, the
project will be dedicated to the late former SHPC Chairperson, Dean Wiertz, who had recently
passed away.
For the final edits, the sub-committee intended to make necessary adjustments to include this, verify
all approvals, and ensure the calendar was ready to go to print. The committee agreed to send out
emails during the final draft editing process and load the calendar onto the SharePoint platform, for
access & further review. The final decision for the cover was left and entrusted to the
sub-committee, comprising Roz Wise, Kathleen Samsey, and Chairperson Titterington, allowing
them the freedom to choose the best options for the calendar on behalf of the committee with the
goal of having everything completed smoothly and efficiently in the needed timeline. The discussion
closed with gratitude expressed for everyone’s hard work.

Kathleen Samsey led the discussion by noting Zii Reed's assistance in getting the event support
shopping list items ordered and completed, which came in just under budget of the agreed $500
limit. She continued by reiterating and reminding the committee and participating members of the
upcoming Schertz-Cibolo Cemetary Historic Landmark event on October 18th, which will be staffed
by Rose Arispe, Sophie Rodriguez, and Jim Burdett.
Kathleen Samsey emphasized it was necessary to update the event checklist and sending out a
reminder regarding the credit card machine pick-up. The participating members were taked to
decide who would manage logistics and retrieve items from the locker, as well as which pictures to
bring. Roz Wise mentioned using a collapsible wagon for easier transport of all display items, and a
theme for the event display was proposed. The committee chose "The History of Randall" as the
theme. The cash box and credit card machine, which operate on Wi-Fi, will be ready for use, though
there were concerns about Wi-Fi availability at the cemetery.
Kathleen Samsey then shifted the conversation to our next upcoming future farmers market
event, planned for November 8, with sign-ups for event member participation to be confirmed. The
committee compared the anticipated busyness of the farmers market event to the cemetery event.
Participants were encouraged to read our SHPC historical books to prepare and better inform and
engage with the community at supported events.
Kathleen Samsey mentioned the checklist needing updates with new information to which she
proposed voting on a final version. However, Brian James suggested it would be best for optimal
event support to alter the checklist as they go, to ensure each event is furnished as needed, via
materials and function. So it was decided no vote would be necessary from the committee for the
event checklist. It was also noted the storage locker required organization for volunteers to easily
access what's needed for future events. T-shirts and books are to be sold, with a suggestion to use the
newly purchased donation box to encourage contributions.
Dr Miguel Vazquez's invitation for the Schertz-Cibolo Cemetary Historic Landmark event had been
distributed to the committee. The discussion then progressed to the logistics, including the use of a
credit card machine funtion being Wi-Fi enabled. There was concern about whether it would work
without Wi-Fi access at the cemetery, but mentioned using a hot-spot as a backup. The
committee went on to specify what items would be gathered from storage for SHPC
event display, which included a table, easel, and a collapsible wagon to transport everything easily.
The discussion concluded with a consensus on moving forward with the plans and ensuring
everything was ready in time for the event.
Landmark Properties - Champion Becki Babcock, Support Brian James
Although Becki Babcock had not attended the previous meeting, Brian James had taken the lead on
carrying out the task and discussion of sign design designation for commercial and residential
landmark properties by presenting the initial draft. It was highlighted that the larger designs would
be intended for commercial use, while a smaller version would be used for residential properties.
Brian James continued by referencing the landmark sign placed at the blacksmith shop in Comal
County, where it was believed the display had been somewhat smaller than the design being
decided. The aim was to present a similar shape, with necessary adjustments in font sizing and the
seal placement at the top of the sign. The landmark title and description would be included, along
with a reference to SHPC and the SHPC designation date. The committee agreed to review the
wording and make any necessary edits. It was decided not to alter the main elements like the braces
or the black square shape. There was a consensus from the committee to move forward with the

current selected design, while allowing room for minor adjustments based on feedback.
They discussed the potential need to switch between two options, depending on the final shape and
timely completion. The team expressed readiness to proceed if satisfied with the current direction
and planned to finalize the template in-house. Once the mock-up was complete, it would be
reviewed by the committee before fabrication.
