20260122 SEDC Board Reg MtgSCHHERTZ ECONOMIC DEVELOPMENT CORPORATION MINUTES REGULAR MEETING JANUARY 22, 2026 6:00 PM The City of Schertz Economic Development Corporation (SEDC) Board of Directors will hold a regular monthly meeting on Thursday, JANUARY 22, 2026. at 6:00 p.m. at the Hal Baldwin Municipal Complex, Council Chambers Conference Room, Building No. 4, 1400 Schertz Parkway, Schertz, Texas. The following members present to -wit: Present: Bill Dixon, President Eryn McElroy, Vice President Rey Chavez, Treasurer Bryan Jones, Secretary Sharon Denson, Board Member Matt Clingo, Board Member John Faubush III, Board Member Staff present: Scott Wayman, Executive Director Brian James, Deputy City Manager Ashley Ritchey, Business Engagement Manager Kari Baker, Administrative Assistant Attendees: Brian Orr, First United Bank, Visitor Call to Order Roll call, recognition of visitors, and review of meeting instructions for effective Board interaction and public participation. Board President, William Dixon presided over the meeting and called it to order at 6:00 pm. All Board Members were in attendance. Brian James, Deputy City Manager, arrived at 6:20 pm. Hearing of Residents This time is set aside for any person who wishes to address the Board. Presentations should be limited to no more than 3 minutes. Approval of the Minutes for the Board of Directors Regular Monthly Meeting held November 20, 2025. Board President William Dixon asked for a motion to approve the consent agenda for November 20, 2025. Brian Jones moved to approve, Ray Chavez seconded. Motion carries, unanimous; 5 -0. Discussion Only 2. Discussion of memo from finance regarding City of Schertz Sales Tax Revenue Increase. (S. Wayman) Scott Wayman, Executive Director of Economic Development, addressed the Finance Department's memo regarding the increase in sales tax revenue. He noted that the past few months have been unusually high and the sales tax revenue is expected to normalize in the near future. 3. Staff briefing on SEDC monthly financial statements for the months of November and December 2025 (S.Wayman) Scott Wayman, Executive Director, provided an overview of the November 2025 & December 2025 Financial Statements. November 2025: Sales tax revenue received for the month of November totaled $1,461,034.49, representing a 131.9% increase over the same period in the prior year. Total expenses for November were $19,114.46. Mr. Dixon asked about the $15,000 paid for Greater SATX membership. Scott Wayman, Amy Madison & board member Ray Chavez spoke about the importance of the organization to the EDC and the region. December 2025 Sales tax revenue received for the month of November totaled $2,605,575.87, representing a 361.5% increase over the same period in the prior year. Total expenses for November were $15,747.91. Discussion and Possible Action 4. Authorizing the Executive Director to enter into a professional services agreement with TIP Strategies, Inc., not to exceed $150,000 for purposes of developing a Comprehensive Economic Development Strategic Plan (CEDS 3.0) for the City of Schertz Economic Development Corporation. Amy Madison, Deputy Director of Economic Development, presented the RFQ process that resulted in the selection of TIP Strategies, Inc. as the top candidate recommended by staff to administer the EDC's Comprehensive Strategic Plan. Ribbon Cutting, Monday, January 26, 2026 for grand opening of Chipotle in Schertz Station - 10:30 am. 2. City offices will be closed February 16, 2026 for Presidents Day. 3. Next SEDC Regulary Meeting - February 26, 2026. Scott Wayman discussed all announcements with the Board. Ray Chavez requested name tags for Board members to wear at Ribbon Cuttings and other events. Amy Madison explained that staff were in the process of ordering name tags for the Board. Ray also asked about duties as assigned to Board member's appointments in the Bylaws. Amy explained that officer definitions needed updating and would be considered at the next meeting.
