04-13-2026 Council Meeting CanvassingMINUTES SPECIAL SESSION CITY COUNCIL MEETING April 13, 2026 A Special Session City Council Meeting was held by the Schertz City Council of the City of Schertz, Texas, on April 13, 2026, at 6:00 p.m. in the Hal Baldwin Municipal Complex Council Chambers, 1400 Schertz Parkway, Building #4, Schertz, Texas. The following members present to -wit: Present: Mayor Ralph Rodriguez; Mayor Pro Tern Mark Davis; Councilmember Paul Macaluso; Councilmember Michelle Watson; Councilmember Ben Guerrero; Councilmember Robert Westbrook; Councilmember Robert Sheridan; Councilmember Allison Heyward Staff City Manager Steve Williams; Deputy City Manager Brian James; Assistant City present: Manager Sarah Gonzalez; City Secretary Sheila Edmondson Call to Order 6:00 pm. Mayor Ralph Rodriguez called the meeting to order at 6:00 p.m. Opening Prayer and Pledges of Allegiance to the Flags of the United States and State of Texas. (Mayor Rodriguez) Councilmember Ben Guerrero provided the opening prayer and led the Pledges of Allegiance to the Flags of the United States and the State of Texas. Hearing of Residents This time is set aside for any person who wishes to address the City Council. Each person should fill out the speaker's register prior to the meeting. Presentations should be limited to no more than 3 minutes. All remarks shall be addressed to the Council as a body, and not to any individual member thereof. Any person making personal, impertinent, or slanderous remarks while addressing the Council may be requested to leave the meeting. All handouts and/or USB devices must be submitted to the City Secretary no later than noon on the Monday preceding the meeting. Handouts will be provided to each Councilmember prior to the start of the meeting by the City Secretary. All USB devices will be vetted by City IT staff to ensure City property is protected from malware. Discussion by the Council of any item not on the agenda shall be limited to statements of specific factual information given in response to any inquiry, a recitation of existing policy in response to an inquiry, and/or a proposal to place the item on a future agenda. The presiding officer, during 1 the Hearing of Residents portion of the agenda, will call on those persons who have signed up to speak in the order they have registered. Raquel Gutierrez, 1016 Silvertree Blvd -Ms. Gutierrez thanked all who voted in the Special Election on April 4, 2026. Ms. Gutierrez wanted to thank all the candidates who chose to run in this election and serve the city. The election process is not over, and she asks the community to vote in the Runoff Election. Ms. Gutierrez's Team Raquel respectfully ask for your support. Discussion and Action Items 1. Resolution 26-R-050- Approving the canvassing of the election returns and declaring the results of the April 4, 2026, Special Election for Place 6, and other matters in connection therewith. (Mayor/S.Edmondson) There were 4 candidates in the Special Election race: Sarah Dietz, Luz Ares, Tiffany M. Gibson and Raquel Gutierrez The official final vote count from the special election are as follows: Sarah Dietz received 544 votes or 45.26% of the vote total. Luz Ares received 14 votes or 1.16% of the vote total. Tiffany M. Gibson received 165 votes or 13.73% of the vote total. Raquel Gutierrez received 479 votes or 39.85%of the vote total. The total votes cast during early voting by personal appearance and absentee votes was 1001. On Special Election Day there were 203 votes cast. The total number of votes cast in this Special Election was 1,204. Staff recommends that you approve Resolution 26-R-050 and accept the final vote count from Guadalupe County Elections Office. Resolution 26-R-05 1 -Order Runoff Election for Council Place 6 (if needed pending the Canvassing of Special Election Place 6 on (04-04-2026)) (Mayor/S.Edmondson) Mayor Rodriguez recognized City Secretary Sheila Edmondson, who brought forward Resolution 26-R-051. On Saturday, April 4, 2026, the City Council of the City of Schertz held a Special Election for the unexpired term for Place 6. Through the adoption of Resolution 26-R-050, the Council canvassed and approved the total vote count for that election. Pursuant to Texas 2 Election Code Sections 2.021 through 2.023, if no candidate for a place on the City Council receives a majority of the votes, a runoff election is required between the two candidates receiving the highest number of votes. The two candidates who received the highest number of votes are: 1. Sarah Dietz, who received 544 votes, 2. Raquel Gutierrez, who received 479 votes The runoff election will be held on Saturday, May 16, 2026. Early voting will take place from Wednesday, April 29, 2026, through Tuesday, May 12, 2026 (no weekend voting). May 5, 2026, is the last day to apply for a mail ballot (application must be received by the Elections Office). May 16, 2026, is Runoff Election Day for Place 6. Tuesday, May 26, 2026, is the scheduled date to canvass the results of the May 16, 2026, Runoff Election.
