Hearing of Residents This time is set aside for any person who wishes to address the Parks Advisory Board. Each person should fill out the speaker's register prior to the meeting. Presentations should be limited to no more than five (5) minutes. Discussion by the Board of any item not on the agenda shall be limited to statements ofspecific factual information given in response to any inquiry, a recitation of existing policy in response to an inquiry, and/or a proposal to place the item on a fetture agenda. The presiding officer, during the Hearing of Residents portion of the agenda, will call on those persons who have signed up to speak in the order they have registered. All handouts and/or USB devices must be submitted to the Board Secretary no later than noon on the Monday preceding the meeting. Handouts will be provided to each Board Member prior to the start of the meeting by the Board Secretary. All USB devices will be vetted by City IT staf to ensure City property is protected,fr-om malware. 1. Clare Layton petitioned for the establishment of a pavilion at Crescent Bend Nature Park, as previously discussed by the Friends of Crescent Bend. Bill Bosch asked if this pavilion is already in the master plan. Lauren Shrum replies that this is something that needs to be discussed in the context of the city-wide comprehensive CIP Discussion and Action Items Schertz Parks and Recreation Advisory Board Agenda March 23, 2026 Page 1 2. Minutes - Discussion and/or action regarding the approval of the minutes from the January 26th, 2026, regular meeting. Michelle Frey pointed out a minor misspelling and Lauren Shrum requested the minutes include page numbers. Rod Harvey motioned to accept the minutes with the two corrections. Introduction of New Members - Introduction of the two new Parks and Recreation Advisory Board Members. (L.Shrum). New board alternate Michelle Frey is a decade long Schertz resident, who volunteers with several boards, and wants to get more involved. Similarly, new alternate Jonathon Marquez has been in Schertz for an extended period and wants to be more active in the community. 4. Review of the Public Facility License Agreement Financials — Review of the Public Facility License Agreements and corresponding financials. (L. Shrum). Buffalo Valley Youth Association's (BVYA) representative, Barton Bowers, requested to present at the end. The YMCA of The Greater San Antonio's representative, Mario Gallegos, agreed to present first. Lauren Shrum briefly explained to the new board members that the city has agreements with organizations who oversee our facilities for the city, and the Board reviews them annually to make sure things are financially sound. • YMCA of The Greater San Antonio — YMCA (Mario Gallegos). Mario Gallegos distributed a financial overview handout and noted that his presentation focused on year-to-date (YTD) results. The budgeted revenue was $4.7 million, and actual revenue was $4.6 million. This slight deficit was offset by the actual expenses of $4.2 million, coming in lower than the budgeted expenses of $4.3 million. An impact report was passed out, highlighting the Schertz YMCA's community impact in 2025. The Aquatic Center held 7,930 swim lessons, and a new counseling program conducted 250 sessions in-house with licensed counselors. Additionally, the YMCA held 20 community events in 2025, with Trunk or Treat being the most popular with around 4,000 attendees. Jonathon asked if counseling is free to members. Mario explained that the sessions are covered by insurance or scholarship. Rod Harvey asked if there is a partnership with the VA (Veteran's Assistance). Mario replied that is not, but it may be something to investigate. Finally, Mario concluded that as YMCA operations tend to be cyclical, he expects the coming year to slow down, though he is still confident in the YMCA's financials. . Schertz Youth Soccer Alliance — SYSA. (Jason Hernandez). Jason Hernandez, Parks board member and SYSA board member, presented SYSA's financials. SYSA does not have memberships, funding maintenance through field rentals and concessions. In 2025, SYSA hosted 27 clubs and associations, 8 tournaments, and over 3,000 field rentals. Jason explained the seasonal nature of the finances, with January through March having decreased activity. Revenue increases April through June, before slowing slightly for summer, and picking back up for the fall August through November. SYSA currently has an operating loss of $3,000, but made operating adjustments at a recent workshop, shortly before this board meeting. Bill Bosch asked if the new field lights have increased revenue through evening games. Jason explained that they have helped, especially with evening rentals for practices. • Buffalo Valley Youth Association — BVYA. (Gerald Connell). Barton Bowers presented the financials for BVYA in the place of Gerald Connell. Barton provided an overview of BVYA and its benefit to the city through its youth programming. BVYA rents the fields from the city at a rate of $6 per year and, in exchange, assumes full responsibility for field maintenance, using membership labor to maintain the Schertz Parks and Recreation Advisory Board Agenda March 23, 2026 Page 2 facilities, concession stand, and fields, decreasing the need for hired labor. Further review will be held at the next Parks Board Meeting. 5. Review of Crescent Bend Nature Park's Programs and Amenities - A review of the programs and amenities at Crescent Bend Nature Park. (L.Shrum). As noted in the minutes from the Regular Meeting on 01.26.2026, Board Member Dusek requested a review of Crescent Bend Nature Park. Lauren Shrum presented the programs and amenities at the park, including the University of North Texas' study focusing on the relationship between land use and disaster mitigation within the park. New amenities updates include planned installation of additional dog waste stations, new picnic tables, and trail repairs. Bill Bosch asked how long the picnic tables last. Lauren answered that some can last up to 20 years, depending on the type, but is largely contingent on the wear and tear. Lauren discussed the concerns of off -leash dogs and explained the city's 2022 marketing campaign for leash -awareness. This campaign can be refreshed and reintroduced to the public. Animal Services can potentially increase patrols along the trails for enforcement. Lauren reminded the Board that additional dog parks remain part of the City's long-term plans but have not yet been developed. Board Member Dusek previously expressed concerns regarding cleanup procedures and the bulk pickup at the park. Lauren noted that cleanup efforts in the parks are common in Schertz and that the staff does not recommend changes at this time regarding cleanup procedures. Jonathon asked how long leash compliance has been an issue. Lauren replied that leash compliance has been a topic of discussion since the park opened. Rod Harvey asked whether signage at the park includes the non -emergency reporting number, and Lauren stated that there is currently one primary sign displaying that information. Michelle Frey asked whether cameras are installed in the park, and Lauren confirmed that cameras are not currently in place. Requests and Announcements • Requests by Advisory Board Chairman and Board members for items to be placed on future agendas.
