DRAFT TSAC 10-1-26 Minutes DRAFT Transportation Safety Advisory Commission Minutes Thursday, October 1, 2026 The Transportation Safety Advisory Commission (TSAC) convened for a Called Meeting on Thursday, October 1, 2026, at 5:30 PM in the Council Chambers, Building #4 1400 Schertz Parkway, Schertz, Texas 78154 Present:          Richard Dziewit, Chair; Roy Ragsdale, Commissioner; Paul Wiley, Commissioner; Jay Starr, Commissioner; Jonathon Marquez, Commissioner; Rick Jamison, Commissioner; Nathan Serna, Alternate; Scott Newquist, Alternate Absent: Chris Hormel, Commissioner; Mark Davis, City Council Liaison; Ferrando Heyward, Vice Chair; Steven Icke, Commissioner; Brian James, Deputy City Manager Staff Present: Kathy Woodlee, City Engineer; Larry Busch Jr, Public Works Director; ; Scott Morehouse, Police Sergeant; Robert Martinez, Street Supervisor; Demetrio Martinez, Streets Crew Chief; Lee Harris, Senior Engineer; Serena Contreras, Associate Engineer; Tammy Lawrence, Administrative Assistant;                    1. Call to Order/Roll Call – Transportation Safety Advisory Commission   Called at 5:30 PM by Chairman Richard Dziewit and commended the Engineering department for the presentation they made yesterday at the open house for the Master Thoroughfare Plan. It was an excellent presentation. They did a very good job. They deserve the honor for that. 2. Hearing of Residents None 3. Minutes: Consideration/Action for approval of September 3, 2026, TSAC Meeting Minutes Motion was made by Commissioner Starr. Seconded by Commissioner Ragsdale. Motion passed. 4. Traffic Related Item Updates: a. Ashley Park Speeding Lee Harris stated Okay, so a couple updates for you. Ashley Park speeding we are in the process of getting bike lanes striped there to narrow everything up. Public works is in the process of getting the additional paint, and we'll hopefully have that scheduled here shortly. We have not completed it quite yet. Just a little exhibit right there. So like I said, we're going to be adding bike lanes along each side, narrowing the lanes and trying to reduce speed there along Ashley Park. b. Aero at Randolph Stop signs Lee Harris stated we had a complaint that people were not stopping at the stop signs there. Public Works has gone out, and we have now added flags to the stop signs to help bring some more attention to those. Those are going to be remaining in place here for the next month, approximately, and then we'll either take them down and kind of reevaluate. But as of right now, they're up. c. Primrose/Medical Building accessing Schertz Parkway Lee Harris stated The Primrose school, our contractor, is still actively working on doing concrete repairs around the City. We're in the process of adding this as soon as they're finished with all that other work. This is the next one on the list, but they have not been out there to actually start yet. So hopefully here the next month it will be started and hopefully completed. d. Crest Oak & Golden Oak speed humps Serena Contreras stated Speed humps were placed at a Crest oak and Golden oak. There. There was an existing speed hump on Circle Oak that has also been replaced. New speed counts will be taken at the end of the month to see if additional speed humps are needed. And so far, we've gotten one complaint from a resident about the new speed humps. e. FM 1518 at Aviation – trees blocking signage Lee Harris stated at the last meeting, we had a complaint come in regarding the visibility at the intersection of Aviation and FM 1518 with the trees blocking the sight distance. We have gone out there and taken a look. So when you pull up to the stop bar, it is a little hard to see to the left, but there's enough room that you can pull up before you get into the lane of traffic. And that does allow you to then see past the trees. There is a hill there, which we can't really do much about, but it does increase the visibility to a sight distance. That's acceptable. And I will also have another update kind of on this whole situation, on the different boundaries here later to discuss. Universal City versus Bexar County. And I'll go over that here in a little while. Chairman Dziewit asked those three sections; are they being readjusted or have been readjusted enough to make that a little bit more visible? Lee Harris stated so you're asking about if it's been trimmed back to make it more visible? It's not currently in the Schertz city limits. It is in Universal City's limits. I know that we have reached out to them, I believe. Did you reach out to them? We r eached out to the county. If you go back to a couple different maps depending on if you're looking at Universal Cities maps or Bexar County, they each have it as a different property line. The line there from the cities are different, and as there's some other things I'll go over later, but we're also annexing some things in that area as well. Which is going to play kind of into this. But tree trimming will be working on it, and notification has been made to them in regards to that. Chairman Dziewit asked so notification about that has been made to the city? Like Universal or whoever's handling that or Bexar County. Lee Harris stated It sounds like we reached out to Bexar County. I don't think we have reached out to Universal City specifically yet. 5. Staff Comments and/or New Requests a. Hubertus Road Sidewalks Lee Harris stated we have successfully gotten the easement for the last remaining section of sidewalk. We have just cut the check and I'm not sure if it was picked up today, but it was scheduled to be picked up today and we have recorded the easement already. So now we will be working with Public works and our contractor to schedule constructing that sidewalk. And hopefully that will happen here over the next month or two. b. Railroad crossing pavement marking refresh and signage refresh Lee Harris stated we have sent all of our information over to the railroad for approval. We're looking at getting the approval to refresh the striping over there. And with all the information that we've sent them; we're hoping that they waive some of the fees associated with that so we can get started. But right now we are waiting on the railroad to get back to us. And then hopefully we'll start that restriping and refresh all the markings out there on Schertz Parkway as well as Randolph. c. Buffalo Valley South sign review Serena Contreras stated during the Buffalo Valley South ribbon cutting. I think a few weeks ago, the police department received a complaint that there is a speeding issue in Buffalo Valley South. So Public Works has gone ahead and placed traffic counters. We're waiting for those results. Based on those results, we will determine if additional signage is required. d. Country Club Drive Speeding Lee Harris stated we have gone out to Country Club Drive and performed a traffic study and got speeds out there. Country club is a thirty mile per hour speed limit. , the eighty fifth percentile is just over that thirty mile per hour, but it is less than five miles per hour over the speed limit. And this is going on two different locations. So it is currently just being added to our enforcement list. So PD will be out there with some targeted enforcement. But it does not really warrant any additional studies from there. e. Ownership at Aviation-FM 1518 and along FM 78 Lee Harris stated the last thing that I wanted to go over with you was that we looked at the ownership going back to several different jurisdictions, GIS maps. Here you can kind of see where the city limits of Schertz, Universal City and Bexar County is along FM 1518 and Aztec/FM 78. One of the things that kind of is complicating this, that we want to bring to your attention is that the city of Schertz did just annex some property there on that east side of Aztec Lane. And we are actually looking to see if we're going to have to annex the road as part of that. So that is still kind of in process and being worked up. If that roadway has to be annexed, that intersection with Aztec Lane and I guess Aviation would probably have to come into the City, which would then put some of that tree trimming possibly on City of Schertz. So we're still in the process of trying to, to figure all of that out if we're required to annex it or not. So that's kind of playing into all of this, trying to figure out who owns what. Chairman Dziewit asked how long does it take? I'm sure it's a long process anyway, but how long does that take? Is it a submission from the City to do some annexation on that? Lee Harris stated I know that they are. I mean, I don't know the exact time frame on that. I do know that there was some back and forth about whether or not what we just annexed did abut the right of way on Aztec. So we, there's some research that's going to have to happen. Kathy Woodlee stated I think it was determined that we do abut the right of way. And the annexation process through the city, it maybe takes a month, a month and a half. It does have to go through planning and zoning and then council and planning and zoning only meets once a month. Holidays are coming up. So how quickly this gets done? It'll be several months. and there will need to be surveying and that sort of thing. So it'll be several months, but it's not a huge, long process. What I don't know is exactly what Bexar County will require from us if we, like, we purchased a piece of property, then we owned it. Then we could choose to annex it into Schertz. But since Bexar County essentially owns that right of way. What hoops do they need us to jump through? So I think we're only showing this map that was pulled from Universal City's GIS. And we've seen other maps from Bexar County that shows Universal City's boundary over here or on the other side of. So exactly what the jurisdiction is right here at this intersection is still a little bit confusing. So it's still a bit of a work in progress. Larry Busch Jr. stated so it's a little complicated in that corner. And we know that because we're going through that process right now. So those trees are in the railroad right of way. Of course you have to get permission from U.P. either a permit or maintenance permission technically to get within the right of way. So we do have an agreement with UP R ailroad in our city limits, that we maintain the outer 25’ of their right of way. We still have to permit with them, right. So we actually have a permit. we're working through the process to remove the trees and the railroad right of way so we can maintain it more appropriately for our maintenance agreement. But that's a long process as well. Right. And so we can certainly reach out again. We have further down the tracks in our jurisdiction. We have a permit in for that. We can talk to the folks that we permit through to see if we can make a portion of that part of it, or it's something you see might have to go through. But just, just another complication on the many for something that seems simple. Commissioner Starr asked in the right of way there for U.P. or the easement. If you have to work in agreement with U.P. to come in there and trim those trees. Does U.P. compensate the city of Schertz back for that labor and that work? Larry Busch Jr. stated so our agreement the City of Schertz, we do not get reimbursement back. Our agreement with them is because there's actually at least one parcel along the tracks there, the one right on the corner of First Street and Main Street there. That's actually owned by the railroad. We utilize it as a City because we did this agreement with them a long time ago. And so the city maintains the parking lot and maintains that outer 25’ of the railroad right of way. In exchange, we get to utilize that for city events or additional parking, stuff like that. f. TXDOT presentation Lee Harris stated and then the last part of our presentation, TxDOT was supposed to show up for a presentation here today. Unfortunately, they contacted us this morning. There was a lot going on with the forecasted rain and them trying to prep and plan for the event. So unfortunately, he had to postpone his visit to us. So we're looking at having him come out here at our next meeting in November, hopefully. So we'll work on scheduling that with him, and we'll continue to pass along any questions that we would possibly get from you. One of the last things I just wanted to say was to welcome Mr. Scott Newquist as well. He is a new member, an alternate here. So I just want to say thank you and welcome. 6. Future Agenda Items Requests from Commissioners Commissioner Ragsdale asked Kathy, did you get my email about the manhole covers? Kathy Woodlee stated Yes, appreciate that, the manholes are trying to escape again. 7. Adjournment Motion made by Commissioner Ragsdale. Seconded by Commissioner Starr. Motion passed.
