AGENDA
Wednesday, July 9, 2008 at 6:30p.m.
After determining that a quorum is present, the Planning and Zoning Commission of the City of Schertz, Texas will
convene into a Regular Meeting on Wednesday, July 9, 2008 at 6:30 p.m. in the City Council Chambers, 1400 Schertz
Parkway, Building #4, Schertz, Texas at which the following items will be considered:
1. CALL TO ORDER / ROLL CALL
2. HEARING OF RESIDENTS
This time is set aside for any person who wishes to address the Planning and Zoning Commission. Each person should jill out the Speaker's
register prior to the meeting. Presentations should be limited to no more than jive (5) minutes. The presiding officer, during the Hearing of
Residents portion of the agenda, will call on those persons who have signed up to speak in the order they have registered.
3. CONSENT AGENDA:
Each of these items has been reviewed for conformance to city ordinances and standards, is recommended for approval by the staff, and
approval thereof will be strictly on the basis of staff recommendations. Approval of the Consent Agenda authorizes the Planning and Zoning
Director to proceed with each item in accordance with staff recommendations. 77le Planning and Zoning Commission has received
background information and has had an opporlunity to review these items prior to consideration.
Listed below are non-public hearing applications and other items to be approved within the Consent Agenda. This list is provided on the
Consent Agenda to allow Planning and Zoning Commissioners the opportunity to discuss or withdraw an item for individual consideration
prior to approval of the Consent Agenda. If no items are individually considered, the Consent Agenda will be approved with one motion. If an
item is individually considered, the item will be discussed as the first item following approval of the remaining Consent Agenda and will
require separate motion and action. The Commission is asked to consider and act upon the following requests:
A. Consider and act upon the Planning and Zoning Commission meeting minutes for June 25,2008.
4. PUBLIC HEARINGS:
The Planning and Zoning Commission will hold a public hearing related to zone change requests within this agenda. The public hearing will
be opened to receive a report from staff, the applicant, the adJoining property owners affected by the applicant's request, and any other
interested persons. Upon completion, the public hearing will be closed. The Commission will discuss and consider the application, and may
request additional information from staff or the applicant, if required. After deliberation, the Commission is asked to consider and act upon
the following requests and make a recommendation to the City Council if necessary.
A. ZC 2008-007 John Paul n Catholic High School- Zoning
Hold a public hearing, consider and act upon a request to rezone 52.391:f: acres ofland out of the F.
Rodriguez Survey No. 99, Abstract No. 484, City of Schertz, Comal County, Texas from
Manufacture District-Light (M-l) to Public Use District (PUB) located at the southeast intersection
ofFM-482 and Friesenhahn Lane.
B. SUP 2008-003 Windy Meadows Subdivision - Specific Use Permit
Hold a public hearing, consider and act upon a request for a Specific Use Permit (SUP) for l.0:!::
acre ofland out of the Toribio Herrera Survey, Abstract No. 153, Guadalupe County, and Schertz,
Texas being Lot 25, Block 2 of the Windy Meadows Subdivision to allow Indoor Boarding Kennels

in the Air Installation Compatible Use Zone (AICUZ) Accident Potential Zone-l (APZ-l) located
approximately 370:f: feet east of the intersection ofFM-1518 and Windy Meadows Drive.
C. Hold a public hearing to discuss, consider, and recommend changes to Article VIII, Definitions, and
Article IV, Zoning Districts and Map of the revised unc.
5. ITEMS FOR INDIVIDUAL CONSIDERATION:
Items for individual consideration are those, which do not require a public hearing, generally require design related review by staff and which
may require conditions for approval. Among others, items such as development specific site plans and variances applying to an overall
development are considered under this agenda if they are not tied to a zoning action. Such items, where related applications by the same
applicant are included, will be heard together within the Public Hearing Agenda for the purpose of clarity and review. The Commission is
asked to consider and act upon the following requests:
A. PC 2008-022 Windy Meadows Subdivision - Site Plan
Consider and act upon a request for a site plan of Lot 25, Block 2 of the Windy Meadows
Subdivision consisting of 1. O:!:: acres ofland located 370:f: feet east of the intersection of FM-1518
and Windy Meadows Drive. This property is zoned General Business District-2 (GB-2).
B. PC 2008-023 Hammond SubdivisionlWilliam Hammond - Minor Plat
Consider and act upon a request for approval of a minor (short form) plat of Lot 1, Block 1 of the
Hammond Subdivision consisting of 1.64:!:: acres of land located at the northwest comer of FM-
3009 and Fawn Drive. This property is zoned Single-Family Residential District-l (R-l).
C. PC 2008-024 ITT-Flygt Corporation - Site Plan
Consider and act upon a request for a site plan of Lot 14, Block 2 of the Schertz Industrial Park
consisting of 1. 55:!:: acres ofland located at the southwest comer of Bell North Drive and FM 3009.
This property is zoned General Business District-2 (GB-2).
