MINUTES
April 5, 2007
The Transportation Safety Advisory Commission (TSAC) Convened on Thursday April 5, 2007 at
6:30pm in the Council Chambers Workshop Conference Room, 1400 Schertz Parkway Bldg 4,
Schertz, Texas.
1. Call to order at 6:31 p.m.

Barbara Wells - Sidewalk, Traffic and other safety issues in Scenic Hills. Agenda Items 5 & 6.
Robert Brockman - 1000 Blk of Elbel, Crosswalk signs not correct. Crosswalk lights
malfunctioning at Woodland Oaks and Schertz Parkway as well as First Street and FM 78.

5. Discussion and possible action on sidewalks and speeding issues on Pebble Beach and
Columbia in the Fairways at Scenic Hills Subdivision.
Sam Willoughby informed the commission that Pulte Homes will install sidewalks on Columbia
by the end of next month. Mr. Willoughby reviewed traffic studies and findings. Traffic study
to be completed at Tuckatoe, 2 blocks downhill from last study per request of resident.

6. Discussion and possible action of placement of stop signs on Pebble Beach and Columbia in
The Fairways at Scenic Hills Subdivision.
Stop signs are used to control traffic intersections, not speed. Speeding is the main complaint in
this area. Traffic has been low per resident. Andy Bores suggested another traffic study end of
April and add to May Agenda.

7. Discussion and possible action regarding traffic safety issues along Maske Road.
Main issues result on and around Pepsi Soccer fields. Don Taylor, Chief Starr and Sam
Willoughby to meet with Pepsi Soccer.

8. Discussion and possible action on parking issues at Tri-County Parkway.
Asst. Chief Beverly Todd and Don Taylor visited the area. Too many businesses, not enough
parking, bad design. Signs will not work. PD can be dispatched to scene as long as other higher
priority issues are not occurring.

9. Discuss and possible action Foxford Run and Secretariat - Belmont Subdivision -lighting
needed in mailbox area.
Sam Willoughby discussed how streetlights are placed within a subdivision. If security lights
are needed, the issue should be taken care of by the Home Owners Association.

10. Discussion and possible action on four way stop at Portage, Scenic Drive and Country
Club Blvd in Scenic Hills Subdivision.
Traffic study conducted in area. Results do not warrant stop signs. Public Works will continue
to monitor the area.

11. Discussion and possible action regarding safety issues concerning bicycle lanes at
Savannah Drive and Schertz Parkway.
Michael Carpenter briefed commission on hazards and issues. Chief Starr recommended TSAC
commissioners and city staff conduct research to find the best solution.

12. Discussion and possible action regarding article in Schertz Tales.
Max Hernandez is working on the article and will submit copy for review before deadline on
April 9, 2007.

council packets.
