TRANSPORTATION SAFETY ADVISORY COMMISSION
MINUTES
January 4,2007
The Transportation Safety Advisory Commission (TSAC) Convened on Thursday
January 4,2007 at 6:30pm in the Council Chambers Workshop Conference
Room, 1400 Schertz Parkway Bldg 4, Schertz, Texas.
1. Call to order at 6:33 p.m.

2. Introduction of TSAC members
3. Review and Approval of Minutes: November 2, 2006
Minutes Approved.
4. Hearing of residents.
Robert Brockman
Robert Brockman mentioned that the lights were not working in the
Council Chambers parking lot. Mr. Brockman said that Woodland Oaks
residents were not happy about the possibility of a gas station going in at
the corner of Schertz Parkway and Woodland Oaks Dr. by the
Woodbridge sign. The residents are concerned about the tanker trucks
that will service the gas station.
5. Discussion and possible action on traffic safety on Circle Oak Dr. in the
Oak Forest Subdivision.
Frank Johnson expressed his concerns about Circle Oak Dr. safety
issues. Sam Willoughby said that Public Works has just purchased new
traffic counter/speed recording equipment. Mr. Willoughby said that
the equipment will be tested on Circle Oak Dr. and the results will be
available at the February meeting.

6. Discussion and possible action on traffic safety on Brook Hollow in the
Wynnbrook Subdivision.
Andy Bores said that residents in the Wynnbrook Subdivision looking
for 20mph school zone signs. Shawn Vandenberg signs have been
installed and the traffic seems to be better. Mr. Vandenberg does not
think there is still a problem. This item is closed.

7. Discussion and possible action on keeping City Council informed of TSAC
projects.
Mr. Scagliola requested this item for the agenda to keep council
informed. Samples of different Agenda and Minutes formats were
passed out to the TSAC members so they could make a decision on the
best one. The members went over the samples. A new minute and
agenda format was agreed upon and will be used beginning next month.
Mr. Max Hernandez wants to get through to the public concerning
"common sense" safety items through public information officer and
Schertz Tales. A small article presented to the recording secretary by
the 8th of the month, then it could be sent through the chairman to be
placed in Schertz Tales and in HOA newsletters. Schertz Tales article
will be discussed at next meeting during general discussion Agenda and
Minute Format closed.

8. Discussion and possible action regarding deer crossing signs and possible
placement of signs, as well as resident issues with deer being struck by
vehicles on Schertz Parkway and other city streets.
Andy Bores received a call regarding deer being hit on Schertz Parkway.
The resident wanted to know if deer crossing signs could be installed on
Schertz Parkway. Members discussed this issue, and decided there is
not a problem that can be handled by TSAC. Nature vs. Man. This item
is closed.

9. General discussion items by Commission Members for inclusion on next
month's agenda or items for Public Works Director information and
action.
Steven Bish:
Wanted to know if the schools that a coming in on Chelsea Drive are
going to be required to install sidewalks. Sam Willoughby said that the
City of Schertz requires all new subdivisions install sidewalks. Mr.
Willoughby also said that the City of Schertz does not have any control
over the state roads. Mr. Bish wanted this topic on the February agenda.
Max Hernandez:
Wanted to know if a sign indicating where cities and counties start and
end. James MacSorley said that most of the surrounding areas already
have signs up.
Chris Coronado:
Inquired about the process on getting items to City Council. Andy Bores
went over the procedures on how items are presented to City Council.
Sam Willoughby:
Gave an update on the Bond Projects. An Engineer has been selected to
do preliminary design stage on projects.
James MacSorley:
Wanted to know if City Council could keep TSAC informed on items
pertaining to TSAC. Mr. MacSorley wanted the issue of no parking in
front of Corbett Middle School could be put on February Agenda.
David Scagliola:
Briefed TSAC on ordinance and City Manager's role with TSAC.
Parking Ordinance, parking on sidewalks. No ordinance about parking on
sidewalks. Wants on agenda for next month, advertise to public about
parking ordinance and parking on sidewalks, and that fines could be
subject.
TxDot FM 3009 route study: TxDot has chosen option #4 taking FM 3009
all the way to IH10. Mr. Scagliola wants these issues put on February
Agenda.
Shawn Vandenberg:
No parking on FM 78. Large trucks parked for entire weekend on side of
FM 78. Email to Police Department will be sent and answer will be sent
to TSAC via em ail.
