After determining that a quorum is present, the Planning and Zoning Commission of the City of Schertz, Texas will
convene into a Regular Meeting on Wednesday, January 9, 2008 at 6:30 p.m. in the City Council Chambers, 1400
Schertz Parkway, Building #4, Schertz, Texas at which the following items will be considered:

Citizen comments on items other than those listed on this agenda.
4. CONSENT AGENDA:
Each of these items has been reviewed for conformance to city ordinances and standards, is recommended for approval by the staff, and
approval thereof will be strictly on the basis of staff recommendations. Approval of the Consent Agenda authorizes the Planning and
Zoning Director to proceed with each item in accordance with staff recommendations. The Planning and Zoning Commission has received
background information and has had an opportunity to review these items prior to consideration.
Listed below are non-public hearing applications and other items to be approved within the Consent Agenda. This list is provided on the
Consent Agenda to allow Planning and Zoning Commissioners the opportunity to discuss or withdraw an item for individual consideration
prior to approval of the Consent Agenda. If no items are individually considered, the Consent Agenda will be approved with one motion.
If an item is individually considered, the item will be discussed as the first item following approval of the remaining Consent Agenda and
will require separate motion and action. The Commission is asked to consider and act upon the following requests:
A. Consider and act upon the Planning and Zoning Commission meeting minutes for December
12, 2007.
B. PC2007-114 Schertz Library-Final Plat
Consider and act upon a request for approval of the final plat of Lot 1, Block 1 Schertz Public
Library Subdivision consisting of 14.749± acres of land located at the northeast corner of
Schertz Parkway and Elbel Road. The property is zoned Public Use District (PUB).
C. PC2008-002 Schertz Forest Unit 3-Revised Final Plat
Consider and act upon a request for approval of a revised final plat of Schertz Forest Unit 3.
The 102.7± acre tract contains 45 single-family residential lots, generally located at the
southwest corner of FM-1518 and Ware-Seguin Road. The property is zoned
Residential/Agricultural (R-A).

5. PUBLIC HEARINGS:
The Planning and Zoning Commission will hold a public hearing related to zone change requests within this agenda. The public hearing
will be opened to receive a report from staff, the applicant, the adjoining property owners affected by the applicant’s request, and any other
interested persons. Upon completion, the public hearing will be closed. The Commission will discuss and consider the application, and
may request additional information from staff or the applicant, if required. After deliberation, the Commission is asked to consider and act
upon the following requests and make a recommendation to the City Council if necessary.
A. SUP2007-010 Keystone Concrete-Specific Use Permit
Hold a public hearing, consider and act upon a request for a Specific Use Permit (SUP) for Lots 35
and 36, Block 1 of the Nell Deane Subdivision. The proposed commercial lot is within the Air
Installation Compatible Use Zone (AICUZ). The 3.0± acre tract is zoned General Business-2 (GB-
2). The tract is situated out of the Genobera Malpaz Survey No. 67 Abstract No. 221, Guadalupe
County, Schertz, Texas. The property is located approximately 412 feet east of the intersection of
FM 1518 on Nell Deane Street.
B. SUP2007-009 Pape Subdivision-Welding Shop-Specific Use Permit
Hold a public hearing, consider and act upon a request for a Specific Use Permit (SUP) for Lots 2
and 3, Block 2 of the Windy Meadows Subdivision (proposed Pape Subdivision). The proposed
commercial lot is within the Air Installation Compatible Use Zone (AICUZ). The 2.0± acre tract is
zoned General Business-2 (GB-2). The tract is situated out of the Genobera Malpaz Survey No.
67 Abstract No. 221, Guadalupe County, Schertz, Texas. The property is located approximately
85 feet east of the intersection of FM 1518 on Windy Meadows Drive. (applicant requested to
withdrawal this item and reschedule)
C. PC2007-112 Pape Subdivision-Replat
Hold a public hearing, consider and act upon a request for approval of a replat of Lot 2 and Lot
3, Block 2 of the Windy Meadow Subdivision establishing Lot 40, Block 2, Pape Subdivision
consisting of a 2.0± acre tract of land located approximately 85 feet East of the intersection of
FM 1518 and Windy Meadows. The property is zoned General Business District 2 (GB-2).
6. ITEMS FOR INDIVIDUAL CONSIDERATION:
Items for individual consideration are those, which do not require a public hearing, generally require design related review by
staff and which may require conditions for approval. Among others, items such as development specific site plans and
variances applying to an overall development are considered under this agenda if they are not tied to a zoning action. Such
items, where related applications by the same applicant are included, will be heard together within the Public Hearing
Agenda for the purpose of clarity and review. The Commission is asked to consider and act upon the following requests:
A. PC2007-115 Keystone Concrete-Site Plan
Consider and act upon a request for site plan approval for Lots 35 and 36, Block 1 of the Nell

northwest corner of Doerr Lane and Associate Drive. This property is zoned Manufacturing
District - Light (M-1)

Discuss and make a recommendation to the City Council to establish a joint meeting to receive
a presentation from Mitchell Planning Group regarding the new Unified Development Code.
