The Schertz Planning and Zoning Commission convened on June 25, 2008 at 6:30 p.m. at the Municipal
Complex, Council Chambers, 1400 Schertz Parkway Building #4, Schertz, Texas.

CALL TO ORDER/ROLL CALL
Mr. Richmond called the meeting to order at 6:34 P.M.

HEARING OF RESIDENTS
Rosemary Grayson, 5213 Cabana, expressed her concern with the publishing of the Public Hearing notice
and requested that the hearing be postponed.

posting on the City website.

CONSENT AGENDA:
A.
Consider and act upon the Planning and Zoning Commission meeting minutes for June 11,2008.
Following the reading of the agenda item, Mr. Greenwald moved to approve the Consent Agenda. Mr.
Sommers seconded the motion. Vote unanimous. Motion carried.
Mr. Sommers moved to move the Items for Individual Consideration forward before the Public Hearing.
Mr. Edwards seconded the motion. Vote unanimous. Motion carried.

ITEMS FOR INDIVIDUAL CONSIDERATION
A.
ZC 2008-005 Valvoline SubdivisionlLaserwash Subdivisions - Zoning
Continue the public hearing, consider and act upon a request to rezone 1.38:1: acres of land out of the
T. Herrera Survey No. 68, Abstract No. 153, City of Schertz, Guadalupe County, Texas being Lot 1,
Block 1 of the Valvoline Subdivision and Lot 1, Block 1 of the FM-3009 Laserwash Subdivision from
Office Professional District (OP) to General Business District (GB). The property is on the west side
of FM -3009 (Roy Richard Dr.) located approximately 229 feet north of Savannah Drive.

Ms. Nichols reviewed staff comments and advised the Commission that the applicant was present.
Mr. Breeden advised the Commission that he was available for any questions.
Mr. Greenwald moved to forward a recommendation to the City Council not to accept the General Business
District and instead recommend a PUD for the same property. Mr. Wallace seconded the motion. Vote "-'
unanimous. Motion carried.
4.
PUBLIC HEARINGS:
A.
ZC2008-008 Comprehensive Land Plan
Hold a public hearing, consider, and make a recommendation to the City Council regarding
proposed amendments to Chapter 4, Land Use, of the City of Schertz Comprehensive Land Plan.
Public hearing was opened at 6:51 pm.
Mr. Rhodes gave a short presentation on the amendments to Chapter 4.
Ms. Grayson gave a brief description and history of her neighborhood.
Ms. Wilson stated that she was unhappy with the procedures.
Mr. Brockman had a question on the exhibit 4A and commended everyone for doing a good job.
Public Hearing closed at 7:08pm.
Mr. Rhodes gave a brief explanation of the maps provided in this chapter.
Mr. Edwards questioned what the zoning is in front of Mobile Villa Estates and if that is the site where a
Dentist has decided to develop.
Mr. Rhodes answered by showing the lot that is planned for developing the Dental Office and stated that
area has been commercial and the existing residential is allowed to continue.
Mr. Richmond reminded everyone that there will be a complete review later of the Comprehensive Land
Plan.
Mr. Wallace moved to forward a recommendation for approval to the City Council. Mr. Greenwald seconded
the motion. Vote unanimous. Motion carried.

A. City Council Comments
No Comments.
B. Planning Manager Comments
Mr. Rhodes stated that he was eager to begin the review of the UDC.
C. Planning Commissioner Comments
Mr. Sommers:
Advised the Commission of the duties of a liaison and decision made by the Board of Adjustment at their
last meeting.
After a short discussion on the duties of a liaison Mr. Rhodes stated that he would get with Mr. Spain for
additional clarification on the duties of the Planning and Zoning liaison.
Mr. Cireenvvald:
Advised the Commission on what happened at the joint session and City Council meeting.

Mr. Wallace:
Asked if the communication antenna would be moved to the water tower behind the funeral home since
the tower is almost complete, and subsequently the cell tower dismantled.

with Mitchell Planning Group.

Mr. Rhodes gave a short presentation and opened the floor to general discussion. A page by page review
was done by the Commission, Staff and Mr. Rhodes.
