1973R07- STUDY OF CIBOLO CREEK . . RESOLUTION 73-R-7 RESOLUTION REQUESTING THE U.S. ARMY CORPS OF ENGINEERS TO PROVIDE AN IMMEDIATE DETAILED STUDY OF THE CIBOLO CREEK FROM IH 35 TO THE CRESCENT BEND Whereas, the second major flood in 14 months occured on the Cibolo Creek on July 16, 1973 causing heavy loss of muni- cipal and private properities, and whereas that area lying be- tween Interstate Highway 35 and Crescent Bend which embraces the cities of Schertz, Universal City and Randolph Air Force Base receives the brunt of such flooding, and Whereas the low alluvial plain of the Cibolo Creek lies immediately to the south of the City of Schertz and houses 200 families who are subject to such flooding, and Whereas there is strong indications that both man-made and natural obstructions may impede or redirect the natural flow of water and may in fact, increase the severity of flooding. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS, that: An immediate detailed engineering study should be conducted by the U.S. Army Corps of Engineers on that portion of the Cibolo Creek lying between IH 35 and the Crescent Bend area; that special emphasis should be placed on studying that portion of the Cibolo Creek two miles upstream and two miles downstream from the mau- made earthen structure located in the creek at the 80 "river miles above mouth" mark as described on Plate #2, U.S. Army Corps of Engineers Flood Plain Information report published in April 1973; that this requested study be conducted to determine causitive fac- tors in flooding, identify both man-made and natural barriers that increase the severity of flooding in the area, propose measures that can be taken to alleviate the severity of flooding, and pro- vide a written report to the City of Schertz of these findings.
