A RESOLUTION
BY THE CITY COUNCIL OF THE CITY OF SCHERTZ,
TEXAS, ESTABLISHING A SELECTIVE TRAFFIC EN-
FORCEMENT PROGRAM (S.T.E.P.) WITH PARAMETERS
OF OPERATION AND UNDERSTANDING.
WHEREAS, the City Council of the City of Schertz, Texas
recognizes that a large number of accidents have occurred in the City and
that the major contributing factor was excessive speed; and
WHEREAS, the City Council believes that a properly conducted
Selective Traffic Enforcement Program will reduce accidents, and protect
the citizens, NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS:
THAT there be implemented within the City a Selective
Traffic Enforcement Program by the Police Department with managerial
control placed with the City Manager, and operational control with the
Chief of Police.
The attachment A pol icy statement s i gnifi es the Co unci l' s
understanding of the managerial and operational functions of the program.

SELECTIVE TRAFFIC ENFORCEMENT PROGRAM POLICY.
The Selective Traffic Enforcement Program is assigned to
the City Manager for managerial control and operational control placed
with the Chief of Police.
The program will be maintained on a volunteer basis, with
each officer contributing four(4) hours per week of his off-duty time to
the program. Records will be specifically marked, and maintained separate
from departmental records to insure proper control and accounting.
All revenues will be placed in a separate account, and
will be expended only to purchase, improve, or update police equipment.
This police equipment will be equipment not obtainable as regularly bud-
geted items. The equipment will not be considered in lieu of, or replace-
ment for budgeted equipment. All equipment purchased under this program,
will be purchased as selected and upon request by the Police Department
as sufficient funds become available, and with the approval of the City
Manager. Equipment purchased will become property of the City.
All revenues from "Failure to Appear" charges will be placed
in the General Fund of the City to defer fuel and administrative costs of
the program.
