A RESOLUTION
BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS,
ADOPTING THE STANDARD OPERATING PROCEDURES FOR THE
SCHERTZ ANIMAL SHELTER.
WHEREAS, the Schertz Humane Society and the Animal Control
Officer, after careful study and consideration, has recommended to this
Council a Standard Operating Procedures for the',Schertz Humane Society;
and
WHEREAS, The Council has carefully considered the Procedures
and finds that said procedures constitutes a suitable, logical guide for
the Animal Shelter Workers and the Humane Society; NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS:
THAT the document tiitled "Standard Operating Procedures for
the Schertz Animal Shelter" is hereby adopted as the procedures for oper-
ation of the Animal Shelter.
BE IT FURTHER RESOLVED:
THAT in order that the Operating Procedures for the Schertz
Animal Shelter shall at all times be current with the needs of the City,
the Animal Control Officer and the Schertz Humane Society shall review
the procedures on a continuing basis and recommend changes, additions or
deletions as they deem necessary.

STANDARD OPERATING PROCEDURES
FOR
THE SCHERTZ ANIMAL SHELTER
The Schertz Animal Shelter is a branch of the Schertz Cit:l'
Government and, as such will be run by the City of Schertz, with
certain agreements between the City and the Schertz Humane
Society. These agreements will be def ined in these Standard
Operating Procedures (S.O.P.).
The Humane Society is a volunteer organization that provides
services to insure humane treatment of animals and coordinates
such services with the cooperation of the City of Schertz and the
shelter.
The City of Schertz Animal Shelter will be managed and supervised
by the Senior Animal Control Officer, who will be directly
answerable to the City Manager. All policy decisions will be
cleared through the City Manager by the Animal Control Officer
(A.C.O.). The Animal Control Officer in charge will be held
solely responsible for any and all operating procedures initiated
by this Standard Operating Procedures.
The following procedures will be established, in order to provide
clear cut guidelines on the operation of the Schertz Animal
Shelter.
1. Check in Procedures are as follows:
A. Insure person bringing animal to the shelter is
from Schertz and that animal is a bonafide stray.
All animals from those areas with contracts witL
the City of Schertz must be processed through the
appropriate Law Enforcement agency. Do not accept
an animal from any other area.
B. Any animal brought to the animal shelter that has
been in a persons possession longer than three (3)
days, is considered to be a pet, and their animal
and their responsibility and will not be accepted.
C. All animals will be given appropriate preventive
innoculations as soon as possible after check in.
D. No animal will be placed with another animal until
the Shelter Manager has given the approval.
2. Cleaning.
A. All runs will be cleaned thoroughly everyday, all
pallets will be cleaned everyday, and all pallets
will be raised up and cleaned underneath daily.
Extra cleaning will be done as needed.

B. All runs and houses will be cleaned with a clorox
solution (1 cup per gallon of water) on Monday and
Wednesday.
C. All runs and houses will be cleaned with a
germicidal disinfectant every Friday.
D.

week with a germicidal disinfectant solution.

F. All water buckets and feeders will be cleaned at
least once a week with a clorox solution. When hot
water becomes available, they will be cleaned with
hot soapy water.
G. Insure the shelter yard is kept free of dog
droppings.
H. The exam area and office will not be used as a
holding area for any animals except in an emergency
situation and should be kept as sanitary as
possible.
3. Feeding and Watering.
A. All animals will receive fresh water every morning
and as needed during the day.
B. All cats will be fed each morning.
C. All dogs will be fed every afternoon.
D. Feeders will not be filled over half full, as this
leads to a waste of food.
E. Mixing of food will be left up to the Animal Warden
according to veterinarians recommendation.
4. Impoundment and Adoption Fees.
A. Impoundment fees are established as follows:
(1) Schertz Residents - $6.00
(2) Cibolo Residents - $7.00
(3) Randolph Residents:

(a) If Randolph Security Police has
captured animal -$10.00
(b) If Schertz Animal Control has
captured animal -$12.00
(4) In addition to the fee charged as above, an
additional charge of $1.50 per day will be
charged for boarding fees.
(5) All animals that are returned to their
owners, and that were given their
innoculations at the animal shelter will be
an additional fee of $2.50. This money
will go to the Schertz Humane Society to
cover the cost of the serum.
B. Adoption fee will be $5.00 per animal, this fee
will be divided equally between the City of Schertz
and the Humane Society, $2.50 for each agency.
C. If a leash is purchased this money will go to the
Schertz Humane Society. Price of the leash has been
set at $1. 00.
D. All of the above fees are subject to change as
needed.
5. Medical Treatment of Animals.
A. All sick animals will be taken to the veterinarian
as soon as possible. Any prescribed medicines and
dosages will be noted on the back of the sick
animals card. All medication will be administered
under the supervision of the Animal Control Officer
or Assistant Animal Control Officer.
B. All innoculations administered to animals will be
noted on the back of the sick animals card.
C. In case an animal contracts any infectious disease,
he will be immediately isolated in assigned
isolation cages and will not be returned to the new
run until he has been certified as healthy by a
veterinarian.
D. If a dog has contracted parvo, the run he was in
will be kept empty and will be cleaned with a
clorox solution at least twice a day for two days
before it will be used again.
E. Any dog that has become exposed to parvo will be
isolated for at least 21 days. They then, upon
approval of the veterinarian, can be returned to
the rest of the population.

6. Euthanasia.
An agreement has been made between the City of Schertz and the
Schertz Humane Society that in the case of overcrowding, and when
it becomes necessary to euthanize dogs or cats due to
overcrowding, there will be a joint agreement between the Senior
Animal Control Officer and a Board member of the Humane Society
as to which animals will be selected for euthanasia. These
animals will normally be selected based on the following
criteria:
A. Any handicaps or illnesses.
B. Adoptability
C. Time in the Shelter
The Senior Animal Control Officer shall retain the
right to have euthanized, at the advice of a
veterinarian, any animal deemed too sick to remain
in the shelter.
7. Forms.
The following forms will be used at the Schertz Animal Shelter:
A. Case forms will be filled out as per attachment #1

(1) Case numbers will be kept in numerical
order in a log book, to be maintained by
the Animal Control Officer or their
assistant.
B. Shot Records to be issued with all adopted animals
(See Attachment #2).
C. Coupons for reduced rabies shots, initial exam,
etc, (See Attachment #3).
D. Receipts (See Attachment #4).
E. Legal Waiver (See Attachment #5).
F. Seven Day Warning for unlicensed animals returned
to owners (See Attachment #6).
