.)rces today are wary and weary at government "incentives
cograms,lI as the term conjures up visions of monsters like the
.deral/State Selective Traffic Enforcement Act.
nat program was designed to fund police crackdowns on ~erta1n
raffic violations such as drunk driving and Interstate Highway
i~eeding, but has became such a nightmare of red tape that most
.;cal forces forgo the money in favor of administrative sanity.
ole Texas program needed to be short on paperwork and accessible
! communities of all sizes. The wrong program could allow an
Jgressive large city to swallow up a disproportionate chunk of
Ie incentives budget before other, smaller communities were able
. > get a contract Signed.
PROGR.\Il
; BORN
On January 7, the program became reality as the
Highway Department's 25 District Offices were
provided guideline packets and contracts for
estribution throughout the state. The District Offices
,;uedlately began contacting cities, and the word was out.
.effensl office received more than 30 calls.
., t will work," Steffens told tbe lteep' Texas Beautiful Board of
~rectors at its Jan. 16 meeting 1n Austin. lilt's not perfect.
;'d like to be able to include counties in the program, far
,ample. But we think it's a straightforward way to move
ttering up the priority ladder at the locill police level."
.11IMAL
PERWORlt
Simple it is: Municipalities can siqn a contract
with the State that will allow them to be
reimbursed $20 for each litter citation issued.
,8 city council must pass a resolution approving enrollment in
.e program. .
.ties collect their litter
ghway Department District
..eir reimbursement checks.
i1ing ,amount or until the
citations, send copies of them to the
Office every quarter, and receive
They can be reimbursed up to their
$1 million fund is exhausted.
e:embor...
Cities have to enroll. The council must approve a
resolution, and the city must contract with the State.
It's not a bounty system. The city receives the
reimbursement, not tho individual police officer. Cities
can earmark their reimbursements for specific projects,
how~ver, including those that benefit police.
Citations. not convictions. drive the proqram. Cities arc
reimbursed for the citations they issue, regardless of their
eventual disposition.
Publicity is the key to success. Local coordinators and
interested citizens can work with the police departments to
increase the communityls awareness of the program.
Reimbursement ceilings are imposed depending on the size'of the
community, as follows;
Population Total Contract Amt. I Tickets
100,OOO-p1us $ 50,000 2,500
75,000-99,999 37,500 l,87S
50,000-74,999 25,000 1,250
2S,OOO-49,999 12,500 625
10,000-24,999 5,000 2S0
below 9,999 2,500 125
Most municipalities in Texas have been informed of the ncw
program. Some may have already approved resolutions Authorizing
enrollment. To find out about your community, ask the city
manaqer's office whether the subject has been scheduled for
consideration by the council.
CITIES CAN If it hasn't, urge the city manager to propose it.
ENROLL NOW Explain the painlessness and simp1icitv of the
proqram as well as the intended results. It the
city is unaware of the program, contact Keep Texas Beautiful or
the Highway Dept. District Office for information and a contract.
Once your community is in the program, law enforcement
supervisors (mayor, city manager, police chief, pOlice sergeant)
are the people who will make it a'priority for officers. Work
with them to achieve that result.
We're hoping for participation from 100 percent of the
communities in Texas by the end of the first year. If cities
take full advantage of the $1 million program, 5,000 littering
citations will be issued this year. That should get results.
For a cleaner, more beautiful Texas,
Sincerely.
