A RESOLUTION
BY THE CITY COUNCIL OF THE CITY OF SCHERTZ,
TEXAS, ENDORSING AND PARTICIPATING IN THE
BEXAR METRO 9-1~1 EMERGENCY NETWORK
WHEREAS, the Alamo Area Council of Governments 9-1-1
Management Committee pursued the establishment of the Bexar Metro
9-1-1 Network; and
WHEREAS, the Bexar l4etro 9-1-1 Network held an election,
on January 17, 1987 that approved the establishment of a 9-1-1
Emergency Communication District; and
WHEREAS, the proposed system will enhance the current
9-1-1 system through identification of the address of a calling
telephone number allowing for accurate dispatch and assistance
when caller is unable to verbally communicate or is uncertain of
location; and
WHEREAS, the addition of selective routing of calls to
9-1-1 answering points will vastly improve speed and accuracy of
calls arriving at the correct dispatch point and remove confusion
over from which geographic entity the call originates; and
WHEREAS, proposed legislation to be considered during
the State Legislative Session would mandate statewide service for
areas that have not approved a 9-1-1 Emergency Communication
District thereby removing local control of the operation and
financing of the system. NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS:
PASSED, APPROVED AND ADOPTED this the

Dear Mayor Sawyer:
On January 17, 1987, the voters of Bexar County approved
Enhanced 9-1-1 emergency service for Bexar County and the es-
tablishment of a 9-1-1 Communications District (the Bexar Metro
9-1-1 NetworkI.
The current 9-1-1 system lacks two significant features:
location identification and selective call routing. Enhanced
9-1-1 (E9-1-lI service offers Both of these features which pro-
vide the following Benefits:
vastly improved speed of calls arriving at the
appropriate emergency centers within the district;
accuracy in routing calls to appropriate emergency
centers (there are 23 distinct political jurisdic-
tions in Bexar County);
"
easy-to-read display of the calling number and add-
ress on the dispatcher's equipment which is essen-
tial when emergency calls are received from children
or adults who are unable to speak, are confused or
disoriented victims, handicapped citizens, etc.;
faster response time to emergencies for residents.
E9-1-1 is a proven system that has been approved and is presently
being installed in other major cities in Texas.

fying its desire to participate in the Bexar Metro 9-1-1 Network,
please €nsure that tliis is done and the resolution delivered to
AACOG by February 23, 1987 in order for the Board to determine the
size and configuration of the new system.
In order to properly and effectively implement this enhanced
system, we would like 'for you to designate a'representative to
participate in the technical design of the system. We suggest
your representative De familiar with the operational aspects of
all emergency services for your entity (fire, police, EMS).
