PLANNING AND ZONING MINUTES
The Planning and Zoning Commission of the City of Schertz convened
in Regular Session, on Tuesday, January 22, 1980, at 7:00 PM in the
Municipal Complex Conference Room, 1400 Live Oak Road. The follow-
ing members were present:

Chairman Aguilar called the Regular Session to order at 7:00 PN.

Nr. Linebarger moved to accept the minutes as written. The motion
was seconded by Mr. Stanhope. Notion carried unanimously.
October 9, 1979 Ninutes
Notion was made by Nr. Willman to delete the words "and final"
from Paragraph 3, Item 3 from the minutes of October 9, 1979.
The motion was seconded by Nr. Linebarger. Motion carried un-
animously.
#3 PC-20 - CONSIDERATION OF FINAL APPROVAL - Oak Forest Unit III

Planning and Zoning Cotl!P1ission ask if Hr. Ford, City Engineer,
had seen the Final P1a t ~ and if every'thing" was:" in - ord~r. !-Is.
Stanhope stated that Mr. Ford recoimnended final approval by~the
Planning and Zoning Commission.

Motion was made by Nr. Greenwald for Final Approval of PC-20,
Oak Forest Unit III. Motion was seconded by Mr. Linebarger.
Motion carried unanimously.
#4 ZC-23 - CONSIDERATION OF CIBOLO VALLEY BMX
Rezoning request from R1 to GB or Residential Services
of a 3.9 acre tract out of 221 G. Malpaz located 1600-
1700 Live Oak Road by Larry D. Brockman, 109 High Oak,
Universal City, Texas
~Ir. Larry Brockman addressed the Planning and Zoning Commission
about Rezoning from R1 to GB or Residental Services a 3.0 acre
tract out of 221 G. }illlpaz located 1600-1700 Live Oak Road for
the purpose of building and to operate a bicycle motocross tract.

Nr. Brockman and Mr. Parnall would lease the land for 2 years.
Nr. Willman at this time brought up the fact that Mr. Brockman
would be leasing the land and wouldn't it be proper for the land
owner to ask for the rezoning. If the land was rezoned and the
business failed, the zoning process would have to be done over
again. Mr. Willman ask if a Specific Use Permit could be used
instead of rezoning?
Questions were. ask of Mr. Brockman about the race track. The
following is some of the main points:
1. The track is designed strickly for bicycle racing. No motor-
ized bikes.
2. The tracks are designed for 20" bikes or smaller and the
tracks are about 1/4 mile long.
3. Children or young adults are required to wear safety gear and
have insurance. An entrance fee would be charged to race $5.00
to $6.00.
4. Racing would be all year. Starting with one race a week and
several days of practice.

5. The track would be fenced in, with one gate locked when track was
not being used. Lights would be put up around track, about 20.
Bathrooms would be Porta-Johns and people would be hired to clean
up after the races.
6. The track would be covered by $500,000.00 insurance and each child
would have insurance.
7. Off duty police officers would be hired for Traffic Control.
8. There would be leased consessions, food, drink and bike parts.
9. There are 110 tracks in U.S., 20 of these are in ~exas. One Lone
Star B}~ Race Track is nearing completion now in San Antonio located
at Vance .Jackson off San Pedro. First race is set for February 3,
1980.
At this time Planning and Zoning Commission ask why put the track in the
area they were talking about leasing, instead of near the Park and Con-
sessions?
Planning and Zoning Commission felt that a better location could be
found for the track that would help insure a success.
Mr. Brockman and. Mr. Parnal1 ask that at this time the subject be tabled
until such time as they could look into a better location.
