Board agenda was adjusted to accommodate filT. S",oatt who came to meet the board and
discuss any concerns the board might have"
Connie1 Gail, and Ruth explained librsT;/ background and previous policy of board
finances and expenditure:::~ The original council resoulution forming the LAB was
discussed vIi th intent to updating the }nnguage and various changes since 1978.
llr. S\o1eatti s perception of the LAB: it i,; to advise city council on the needs of
the people. Interpreting community need," to the city is the biggest function of
the LAB. funds that the board raises should be the board's to spend" At budget
time \o1e communicate our suggestions to Gail; she takes them (with hers) to Mr.
Sweatt; he recommends tho budget to council. If we feel too much of our request is
eliminated, we may come to council at bearing time and make a presentation on our
behalf. If there is a conflict in the c.ity employee's job and the request of the
board, the city employee has to folIo", her job guidelines. Our council liaison
may go to council on our behalf and have them negotiate a settlement" He recommends
we get an o.rdL1tance or cloan up ,the resolu.tion by a committee of Gail & board
members presenting material to him.
