SCHERTZ PUBLIC tmRARY ADVISORY BOARD (LAB) MINUTES
The LAB met in regular session on March 4, 1996 with the following members present:

The Minutes for the February meeting were presented. Barbara Q. made a motion to
accept the minutes and was seconded by Julie. The motion carried.
The Treasurer's Report was given for January and February. Mary moved to accept the
report. Barbara R. seconded. The motion carried.
The Librarian's Report was presented:
--Stats for February 1996 were 1,407 over February 1995.
--The library is not completely on line, but should be near completion by April 1.
--Cards for books without bar-codes will be pulled until bar-codes are in place.
-$3200.00 from the state library is still available. Gail is ordering books and should
have most of the budget spent by June.
--Plane tickets for the PLA Conference have been purchased. Gail will report on the
conference at the April LAB meeting.
Committee Reports:
Policy Committee:
The Policy Committee addressed users' fees and procedures. Most changes dealt
with cards. The annual fee for individual card users will be $10.00 and $25.00 per
family.
After the April LAB meeting, the Policy Committee will continue working to
redo the old policy. The new policy will be set up in time to be approved by City
Council and take effect by Oct. 1.
The Policy Committee also made recommendations for video check-outs. They
recommended that one video, designated as fiction, be allowed per card per check-out,
and would be due after two days with no renewal. Nonfiction videos would be treated as
books, and would be due after two weeks. The limit would be two videos per card for
two weeks.
A recommendation was also made by the Policy Committee that ILL users pay
return postage.
A motion was made by Mary to approve the recommendations for procedural
changes. Julie seconded and the motion carried.
Bookstore Policy: Appendix to policy that textbooks older than ten years will be donated
or discarded. Magazines, except National Geographic, will be recycled as necessary.
Duplicate copies of books will also be recycled as necessary.

These changes will be presented for council apprpval when all policy changes are
made, and will be submitted as part of the entire policy.
New Business:
The council is in consensus that the LAB send a letter to the school board to keep
the high school library open at night sometime during the week.
The next meeting of the LAB will be held Monday, April 1, 1996. Afterwards, the Policy
Committee will meet, while other committees work in the bookstore.
Julie made the motion to adjourn and Barbara Q. seconded. The motion carried.
