02-25-1985 t '" PLANNING AND ZONING MINUTES e The Schertz Planning and Zoning Commission convened in a regular session on Monday, February 25, 1985 in the Municipal Complex Conference Room, 1400 Live Oak Road. Members present were as follows: PLANNING AND ZONING COMMISSION JOHN LINEBARGER, CHAIRMAN THOMAS YARLING, VICE-CHAIRMAN DARWIN PEEK, SECRETARY RAYMOND STANHOPE MERWIN WILLMAN BOB ANDREWS JAMES HARDEN KEN GREENWALD, COUNCILMAN CITY STAFF EARL HARTZOG, PLANNING COORDINATOR #1 CALL TO ORDER Chairman Linebarger called the meeting to order at 7:00 P.M. e #2 APPROVAL OF MINUTES: Regular Session February 11, 1985 It was noted the time of adjournment shoul d be amended to read "9: 32 P J1. 11 . Merwin Willman made a motion to approve the minutes as amended. James Harden seconded the motion and the vote was unanimous in favor. #3 CONSIDER AND TAKE APPROPRIATE ACTION: Preliminary/Final Plat C.D.R. Drainage R.O.W. Earl Hartzog advised the Commission this should be only a prel iminary plat/.v:Jl since the construction plans were not complete and the City Engineer hadJ'given his final approval. It was noted the volume and page as recorded was not noted on the plat for surrounding property owners. It was noted the right-of-way for Borgfeld Road was sixty feet and would be paved to forty-four feet. The width of this road was discussed with the Mayor of Cibolo and he agreed with the width. The Commission was advised the use of the retards in the drainage was not acceptable to the Superintendent of Streets and Parks. The City does not have the manpower or the equipment to maintain these new drainage structures. It was recommended the channel be concrete. It was explained to the Commission the concrete retards were necessary to slow the flow of the creek down, and a concrete channel would not provide for nat- ural absorption of the run-off and would defeat the retention of excessive run-off. -- e e e There was discussion about the use of fourteen 6' x 91 box culverts under Borgfeld Road and to have the City Engineer check this item. It was noted the gas line would need to be lowered below the proposed channel. Ray Stanhope made a motion to approve the preliminary plat. Bob Andrews seconded the motion and the vote was unanimous in favor. #4 CONSIDER AND MAKE RECOMMENDATION: Special Exception to Place Billboard along IH 35 Earl Hartzog provided the Commission a request for a special exception to Article XVIII, Section 2.6 of the Zoning Ordinance to place a billboard along IH 35. It was noted a number of billboards have been erected along IH 35 since this ordinance was established with an effective date of September 9, 1979. There was discussion about the number of nonconforming signs in the City and legal input on the period of amortization that must be given before requiring compliance. It was noted the Board of Adjustment will need to have a public hearing before approving this request. Merwin Willman made a motion for the Commission to recommend disapproval of the request and enforce the current ordinance. It was further recommended that legal input be obtained on the period of amortization that must be given to bring signs into conformance with existing ordinances. Darwin Peek seconded the motion and the vote was unanimous in favor. #5 CONSIDER AND TAKE APPROPRIATE ACTION: Amendment to Zoning Ordinance The Commission reviewed the proposed changes required to the Zoning Ordinance and assigned each member a portion on which to work. #6 GENERAL DISCUSSION It was agreed to establish a Planning and Zoning Feedback List to be reviewed by the Commission and add to, as required, on items under consider- ation by the Commission. The following were placed on the list for review at the next meeting: *(See Attached)* Councilman Greenwald advised the Commission that a Joint Committee between Cibolo and Schertz was being arranged. The Committee will consist of two Councilmen and Planning and Zoning members from each City.
