PLANNING AND ZONING MINUTES
The Schertz Planning and Zoning Commission and City Council conducted a
Joint Public Hearing on Tuesday, March 5, 1985 in the Municipal Complex
Council Chambers, 1400 Live Oak Road. Members present were as follows:

Mayor Sawyer called the meeting to order at 7:00 P.M. and turned the meeting
over to Planning and Zoning Commission Vice-Chairman Yarling.
#2 PUBLIC HEARING: Zoning Change #68
To receive input from the public on a rezoning request for approximately 127
acres from Predevelopment District (PD) to Single Family Dwelling District
(R2), Garden Home District (R5), Multi-Residence Dwelling District (R4), Pub-
lic Use District, Neighborhood Service District (NS), and General Business (GB).
The minutes of this Public Hearing is a duplication of the City Council minutes.

There was none.
#4 ADJOURNMENT OF PUBLIC HEARING
Vice-Chairman Yarling turned the meeting back over to Mayor Sawyer who
adjourned the Public Hearing at 7:41 P.M.

completion of the Joint Public Hearing in the Municipal Complex Conference
Room.

#1 CALL TO ORDER
Vice-Chairman Yarling called the meeting to order at 7:52 P.M.
#2 CONSIDER AND MAKE RECOMMENDATION: Zoning Change #68
There was discussion about the input from the citizens on this rezoning.
The objection of residents from Greenfield Unit III on drainage and pro-
posed use was discussed. Since the adjoining area was being developed as
Single Family Dwelling District (R2), a step above the Garden Home (R5),
this complaint was not justified. The drainage is a matter the City
Engineer would need to approve.
The distance of the proposed roadway~ ~~~ out onto FM 3009 was discussed
and the possible effects on the property owners at Greenfield Village
Unit 2A.
Merwin Willman made a motion to recommend approval of the proposed zoning,
and that a copy of the proposed zoning map be part of the ordinance showing
the area being zoned. Ray Stanhope seconded the motion and the vote was
unanimous in favor.
#3 CONSIDER AND TAKE APPROPRIATE ACTION: Variance for Schertz Modular Home
Park

Mr. Leon Parker presented the Commission his request to eliminate the
dedicated sixty-foot roadway through his park. His plans are to put in a
thirty-foot wide safety lane off of FM 78 to the opposite side of Cibolo
Creek and use twenty-eight-foot wide safety lanes within the Mobile Home
Park.
There was discussion about the City Plan and the requirement for the sixty-
foot roadway and the rezoning request was committed to in the rezoning. Mr.
Parker explained the reason for the change, and said all safety lanes in the
Park would be concrete. Earl Hartzog advised the Commission of the input
from the City legal staff, and that the City would be required to compensate
the developer for additional improvements since he was~subdividing the prop-
erty into lots. There was discussion about off-street parking, and Mr. Parker
advised the Commission that two convenient off-street parking spaces per mobile
home would be provided. The maintenance of the safety lanes would be the
responsibility of the owner.
Ray Stanhope made a motion to approve the thirty-foot wide private concrete
driveway from FM 78 to the opposite side of the Cibolo Creek to the first
driveway in the Park, and the balance of the roadway within the Park could
be twenty-eight-foot wide concrete driveways. Merwin Willman seconded the
the motion and the vote was unanimous in favor.
Mr. Parker was advised he needs to resubmit the preliminary plat for this
project because of the changes.

Mr. Parker requested a variance on the lot size for this project from
5,000 square feet to a minimum of 36' x 95'. After a short discussion
about previous Mobile Home Parks, Bob Andrews made a motion to approve
the proposed lot size provided no Mobile Home main structure was within
twenty feet of each other. Merwin Willman seconded the motion and the
vote was unanimous in favor.
Mr. Parker requested the Commission grant hima variance to not require
the fire extinguisher station within the Park. Merwin Willman made a
motion to grant the variance to not require the fire extinguisher station
in the park. Ray Stanhope seconded the motion and the vote was unanimous
in favor.
#4 GENERAL DISCUSSION
There was discussion about the next meeting scheduled for March 12, and
it was agreed to place the Sign Ordinance, FM 3009 Overlay District and
Subdivision Ordinance on the agenda.

Vice-Chairman Yarling adjourned the meeting at 9:00 P.M.
