PLANNING AND ZONING MINUTES
The Schertz Planning and Zoning Commission and the City Council held a Joint
Public Hearing on Tuesday April 17) 1984 at 7:00 P.M. in the Municipal Com-
plex Council Chambers, 1400 Live Oak Road. Members present were as follows:

#1 CALL TO ORDER
Mayor Sawyer called the meeting to order at 7:00 P.M. and turned the
meeting over to the Planning and Zoning Commission Vice Chairman
Beauchemin.
112 PUBLIC HEARING: ZONING CHANGE NO. 54
Receive input from the public for rezoning of approximately 35 acres of
land of a Planned Unit Development fromApartment/Multi~Family Dwelling
District (R4) to ~eighborhoodService District (NS) with specific use
for apartments.
The minutes of this public hearing is a duplication of the City Council
minutes.
#3 PUBLIC HEARING: ZONING CHANGE NO. 55
Receive input from the public for rezoning of approximately 10 acres of
land fromPreDevelopment (PD) to Industrial District (Ml)

The Planning and Zoning Commission reconvened in a special session upon
completion of the Joint Public Hearing in the Municipal Complex Confer-
ence Room.

CALL TO ORDER
Vice Chairman Beauchemin called the meeting to order at 7:38 P.M.
#2 APPROVAL OF MINUTES: REGULAR SESSION MARCH 27) 1984
Bob Andrews made a motion to accept minutes. The motion was seconded
by Ray Stanhope and vote was unanimous in favor.
#3 CONSIDER AND MAKE RECOMMENDATION: ZONING CHANGE NO.54
There was a short discussion about the specific use for apartments and
it was agreed since Mr. Johnson did not ask for this at the public hearing
the Commission would not approve the specific use for apartments.
Merwin Willman made a motion to recommend approval of the Neighborhood
Service District Rezoning. Ray Stanhope seconded the motion and the vote
was unanimous in favor.
#4 CONSIDER AND MAKE RECOMMENDATION: ZONING CHANGE NO. 55
Ray Stanhope made a motion to recommend approval of the Industrial District
(MI) for' zoning. Tom Yarling seconded the motion and the vote 'was unanimous
in favor.
#5 CONSIDER AND TAKE APPROPRIATE ACTION: PRELIMINARY PLAT BARNARD SUBDIVISION
George Barnard presented a preliminary plat for the Barnard subdivision.
Earl Hartzog advised the Commission that the preliminary plat had the
required information. It was recommended the Commission consider limited
access to Live Oak Road and the exit from the site should be directly across
from the exits from the apartments.
Ray Stanhope made a motion he approve the preliminary plat and two drive-
ways would be permitted, provided driveways dine with the apartments
driveways. Tom Yarling seconded the motion and the vote was unanimous in
favor.
#6 CONSIDER, AND TAKE APPROPRIATE ACTION: PRELIMINARY PLAT SCHAEFFER VILLAGE
UNIT 1
Lynn Millegan presented the preliminary plat for Schaeffer Village Unit 1.
This would be a mobile home park in the ETJ along Schaeffer Road. After
a lengthly discussion, Bob Andrews made a motion to table this item until
the April 24th meeting. Tom Yarling seconded the motion and the vote was
unanimous in favor.

CONSIDER AND TAKE APPROPRIATE ACTION: AMERICAN PLANNING ASSOCIATION
CONFERENCE
This item was passed since all members of the Commission were not present.

GENERAL DISCUSSION
It was agreed the Commission would have a workshop meeting on April 23rd
at 7:00 P.M. in the Municipal Complex Conference Room. Item to be dis-
cussed would be the Mobile Home Ordinance and changes needed to the zoning
ordinance pertaining to mobile homes. It wa agreed any items scheduled
for the next regular session would be discussed.
Merwin Willman gave the Commission a copy of a proposal change to the zon-
ing ordinace pertaining to Business Districts. After a short discussion
it was agreed to start the zoning ordinance review at the May meeting.
Need for additional traffic controls was discussed. The Commission was
advised that the Council has asked for the Commission to identify traffic
control changes within the city.
It was agreed the Commission members would start picking up their packages
from the dispatcher on the weekend before the regular schedule meeting.
