PLANNING AND ZONING MINUTES
The Schertz Planning and Zoning Commission convened in a Special
Workshop Session on Monday, April 23; 1984 at 7:00 P.M. in the
Municipal Complex Conference Room, 1400 Live Oak Road. Members
present were as follows:

#1 CALL TO ORDER
Acting Chairman Stanhopecalled the meeting to order at 7:00 P.M.
#2 REVIEW AND DRAFT REVISION TO THE MOBILE HOME ORDINANCE:
Craig Jeffery from the Texas Manufactured Housing Association
gave those present a book published for his organization and
presented stats on Manufactured Housing Market. Tom Jackson
a developer of Mobile Home Parks in the area briefed those
present on the ideal design of a Mobile Home Park. He had his
staff (Bill Arnold and John Lace) present to answer questions
and explain the reason behind each issue.
The Commission reviewed the ordinance and agreed the minimum
acceptable lot size for a mobile home subdivision would be
5,000 square feet. A review of the requirement& for a mobile
home park, the Commission agreed the minimum acceptable mobile
home space would be 36' by 95' with the following requirements:
1. Density 8.3 maximum
2. 20 feet between mobile homes
3. 10 foot front yard set back
4. 10 foot.rear yard set back
5. Walk way area would be required, there is no need
to pave and can be the center or utility easement area.
6. 2 paved off street parking spaces minimum size 8
feet by 18 feet.
7. Establish grade requirements of at least 1% under the

8. Need to look ~t utility easement requirements.

#3 REVIEW AND DRAFT REVISION TO THE ZONING ORDINANCE:
This item was passed for the present time.
#4 REVIEW THE MASTER PLAN AND PRELIMINARY PLAT FOR SCHAEFFER
VILLAGE
The master plan and preliminary plat for Schaeffer Village
was reviewed by the Commission. It was agreed the utility
easement should be shown on the plat with at least a 5' walk
way, this area would also be beneficial for reading meters.
The density of 8.9 was to high and the minimum acceptable space
would be 36' by 95'. The preliminary plat will be disapproved
not unless the developer agrees to our minimum acceptable stan-
dard as indicated above.
#5 REVIEW THE VACATING AND REPLAT OF SCENIC HILLS COMMUNITY
PHASE 1:
Earl presented a plat on replating of a portion of Scenic
Hills to larger lot.
#6 GENERAL DISCUSSION
Everyone was advised there would be a meeting on April 24th.
Earl Hartzog asked theComrnission on the requirement for
carports in RI. Were they permitted as long as they were
within the required set back. It was agreed they shoudl be
permitted and it was up to the property owners on any deed
restrictions.
