PLANNING AND ZONING MINUTES
The Schertz Planning and Zoning Commission convened in a regular session
on Tuesday) May 22) 1984 in the Municipal Complex Conference Room) 1400
Live Oak Road. Members present were as follows:

Chairman Linebarger called the meeting to order at 7:00 P.M;
#2 APPROVAL OF MINUTES:
Regular session, May 8, 1984

The minutes should be amended as follows:
- heading paragraph of the minutes, the word "ZONONG" should read
"ZONING"
- paragraph 14D, the last sentence should be corrected to read "It
was agreed the Church should have off street parking as required
by the Ordinance."
- paragraph 14E should be clarified that; the recommendation on
the changes to the Traffic Ordinance would not be presented to
Council until the Commission had acted on traffic ordinance changes
needed for Horseshoe Oaks Subdivision
Merwin Willman made a motion to approve the minutes as amended. Cam
Beauchemin seconded the motion and the vote was unanimous in favor.'
#3 STAFF BRIEFING:
e
John Bierschwale) Water and Sewer Superintendent, briefed and answered
questions on the city water system. Mr. Bierschwale advised the Commission
the water well depths are checked daily and the city water level in the
ground was above those reported oy San Antonio. During the discussion of
storage, Mr. Bierschwale advised the Commission that the city was weak on
storage in the upper pressure area and recommended a two million gallon
storage would be necessary in the very near future.

The Preliminary Plat was pres'ented to ttte Commission-oy Jesse Pacbeco and
representatives from the Larry Tnomas- Company.
The Commtssion was advised all lot~ were Dver5,OOQ ~quare feet and no
driveway would Be permitted on Savannan Drive. -

Cam Beauch~min made a motion to approve the Preliminary Plat. Tom
Yarling seconded the motion and the vote was unanimous in favor.
#5 CONSIDER AND TAKE APPROPRIATE ACTION: Vacating and Replating Scenic
Hills) Unit 1
Terri Clayton from Baker Surveying presented the replate of a portion
of Scenic Hills. After a short discussion about the larger lot sizes
and no need to change utilities) Merwin Willman made a motion to approve
the replate. Cam Beauchemin seconded the motion and the vote was unan-
imous in favor.
#6 CONSIDER AND TAKE APPROPRIATE ACTION: Preliminary Plat Horseshoe Oaks,
Unit 2D
Neil Fisher and Mike Moore presented the Preliminary Plat. Mr. Moore
explained that this area would be deeded over to the homeowners, who
would pay a $10.00 per month fee. The area would have a pool) two tennis
courts, twenty parking spaces and a storage building. The area was large
enough that the homeowners could build a clubhouse and the drainage on
the site was adequate.

Mark Eichstadt presented the Prelimtnary' Plat on-a mobi'le home park
planned along PM 1103.

Ray Stanhope made a motion to defer" action on items 8,9)10 and 11 until
the Commission receives a prel iminary plat. t.1erwin Willman seconded the
motion and the vote was unanimous in favor.
#12 CONSIDER AND TAKE APPROPRIATE ACTION: Street Names for Scenic Hills,
Phase II.
Merwin Willman made a motion to approve the following street names for
Scenic Hills, Phase II. Cam Beauchemin seconded the motion and the vote
was unanimous in favor.

A. Resi'gnation from Commission - Cam Beauchemin
Mr. Beauchemin is leaving the city'and has agreed to stay on the Com-
mission until a replacement is apP0inted.
B. Interview Commi~sion applicants
Earl Hartzog advised the Commission the following applications were
received) and Ms. Davis and Mr. Davidson were not present.

Chairman Linebarger asked the applicants if they would wait in the lobby
duri ngthe interviews and during the Commission .5 decision. However, -

it was not mandatory that they leave because it is an open meeting. .
Those applicants present were interviewed by the Commission.
After a lengthy discussion) Cam Beauchemin made a motion to recommend)
to the Council) Darwin. Peek as the Commission selection. Merwin Willman
seconded the nomination and the vote was unanimous in favor.
Those present were advised of the Commission's decision and told that
their applications would be kept on file for future consideration.
C. Vice Chairman/Secretary
Chairman Linebarger recommended action on this item be delayed until the
next meeting. Anyone that was interested in this position should contact
him.
#14 CONSIDER AND MAKE RECOMMENDATIONS:
A. Building Code Revision
Earl Hartzog presented the Commission a list of recommended changes to
the Building Code. These items had been discussed by the Commission a
number of times.

After a lengthy discussion) it was agreed to defer action on these items
until more research was completed. Particularly, on the gas test require-
ments by a qualified plumber.
B. Mobile Home Ordinance Revision
Tom Yarling and Merwin Willman presented the Commission with a draft of
the proposed revisions to the Ordinance. Mr. Willman advised the Commis-
sion that Mr. Yarling had his secretary do the typing on this revision.
After a short discussion) it was agreed to have a workshop on May 29, 1984
to go over the Ordinance.
C. Subdivision 'Ordinance Revision-
Earl Hartzog advised the Commission he had received the City Engineer's
recommended changes, but had not had time to put the Ordinance together
for the Commission.
D. Zoning Ordinance Revision
It was agreed that the recommended changes that need to be made should be
submitted to Council.
E. Traffic Ordinance Revision
.e Earl Hartzog advised the Commission on the Staff recommendation for

traffic control required in Horseshoe Oaks/Woodland Oaks Subdivision.
After a short discussion, it was agreed the following should be recom-
mended to Council:

This change will also require stop signs on street from Horseshoe Oaks,
Unit 2 that intersects with Woodland Oaks Drive. Woodland Oaks Drive
should be the only street with a speed limit of 30 MPH. All of the rest
of the streets should be 20 MPF-I.
#15 GENERAL DISCUSSION
Earl Hartzog advised the Commission about a plan for a mobile home sub-
division along Schaeffer Road. This is a proposed plan by Homecraft to
have a Scenic Hills Mobile Home Park with the same rules ~s Northc1iffe
Scenic Hills. The proposal would have a clubhouse and pool, and they
would like lots 40' x 100'. After a short discussion, the Commission
agreed they would consider the plan.
There was some discussion about pavement in the mobile home park, ana
rules need to be established on these roads. Merwin Willman advised
that this item was identified in the Mobile Home Ordinance.

Councilman Sharpe advised the Commission that a revision to the sign
ordianace was needed because of the growth taking place along FM 3009.
Tom Yar1ing advised the Commission that a number of cities were charging
an Impact Fee for new development taking place. The city should consider

this item because of the burden being placed on the city for additional
services. '
There was a short discussion on the enforcement of the ordinance and
areas of concern.
Cam Beauchemin advised the Commission that when looking for a new home
in Florida) none of the subdivisions had sidewalks or curbs and gutters.
Inquiries about these items learned the city felt these items were not
necessary because of the additional cost to homeowners.
