PLANNING AND ZONING MINUTES
The Schertz Planning and Zoning Commission convened in a regular session
on Tuesday, June 12, 1984 in the Municipal Complex Conference Room, 1400
Live Oak Road. Members present were as follows:

Chairman Linebarger called the meeting to order at 7:00 P.M.
#2 APPROVAL OF MINUTES:
A. Regular Session May 22, 1984
Cam Beauchemin made a motion to approve the minutes. Merwin Willma~
seconded the motion and the vote was unanimous in favor.
B. Special Workshop Session may 29) 1984
Ray Stanhope made a motion to approve the minutes. Cam Beauchemin sec-
onded the motion and the vote was unanimous in favor.

#3 CONSIDER AND TAKE APPROPRIATE ACTION: Preliminary/Final Plat, Car Wash
Equipment Sibdivision
Mike Ellis presented the plat for a proposed site for a car wash. There
was discussion about the right-of-way for FM 78.
Earl Hartzog advised the Commission the plans for n1 78 were to have four
(4) twelve foot lanes with a center turn lane of fourteen feet. The add-
itional twenty feet Df right-of-way added to the shown fifty feet of right-
of-way would provide the spacing for the road. However, the utilities
would need to underground in the center of the road.
There was discussion on the building plans and if the proposed sandtrap
would collect the grease and oil from the car wash. The Commission request-
ed these plans be verified by CCMA.
Merwin Willman made a motion to approve the Preliminary Plat and hold final
approval until the City Engineer and CCMA approved the project. Cam
Beauchemin seconded the motion and the vote was unanimous in favor.
After a lengthy discussion) the Commission agreed to the delay of the final
plat approval until the next meeting. There was also discussion on modifi-
cations required to the lift station, and to have the information verified
by the City Engineer. It was agreed the Commission would meet on Friday)
June 15, 1984 at 5:00 P.M. to consider the final plat for this project.
#4 CONSIDER AND TAKE APPROPRIATE ACTION: Preliminary/Final Plat) Dietz
Subdivision
Dennis Dietz presented the Preliminary Plat on his project) the planned
site for a car wash.
Earl Hartzog advised the Commission water and sewer was available to the
site along the frontage of FM 78. The right-of-way along FM 78 was ade-
quate for the expansion of the road. The site drainage would be part of
the building plans.
After a short discussion) it was agreed the building plans should be
checked by the City Engineer and CCMA before the building permit should
be issued. Ray Stanhope made a motion to approve the Preliminary/Final
Plat contingent upon the City Engineer's approval. Cam Beauchemin sec-
onded the motion and the vote was unanimous in favor.
#5 CONSIDER AND TAKE APPROPRIATE ACTION: Final Plat, Horseshoe Oaks Unit 2D
Earl Hartzog advised the Commission that the construction plan had been
completed and the sewer line would require the cut of Woodland Oaks Drive.
The engineer for the project assured the Staff that the cut would be done
in such a manner as not to effect the driving surface.

After a snort discussion) Cam Beauchemin made a motion to approve the
Final Plat. Merwin Willman seconded the motion and the vote was unanimous
in favor. .
#6 CONSIDER AND TAKE APPROPRIATE ACTION: Preliminary Plat) Chinni Subdivision
Earl Hartzog advised the Commission that this item should be passed over.
There was no need for Mr. Chinni to plat the property since he was not
changing the use of the property.
#7 CONSIDER AND MAKE RECOMMENDATIONS:. Vice-Chairman/Secretary for Planning and
. Zoning Commission
After a Short discussion, it was agreed to skip this item until the next
meeting.
#8 CONSIDER AND MAKE RECOMMENDATIONS: Driveway, curb cuts and limited access
flrdinance revision
Earl Hartzog advised the Commission this item was on the agenda for them to
make a determination if this Ordinance should be changed. There have been
a number of discussions on limited access and amount of curb cuts. The
Staff has this Ordinance to follow and if policies are changed, the Ordi-
nance needs to be revised.
After a short discussion) it was agreed more input was needed from the
state and TML on limited access.
#9 CONSIDER AND MAKE RECOMMENDATIONS: Subdivision Ordinance Revision
Earl Hartzog advised the Commission the status of the revision of the
Ordinance.
#10 GENERAL DISCUSSION
Wayne Harwell advised the Commission of his plans for developing the Veasy
farm located behind the Municipal Complex. The City has requested he dedi-
cate right-of-way for East Live Oak Road. He asked the'Commission for their
input on the rezoning of the property to R4 and R5.
After a short discussion) it was agreed no additional right-of-way would be
needed for East Live Oak Road in the future. The request for rezoning would
require a public hearing and the Council would have the final decislon on
the zoning change.
Ray Stanhope left the meeting at 9:01 P.M.
Earl Hartzog advised the Commission on the status of the proposal to build
a road through the Riedel Trailer Park to the other side of the Cibolo
Creek.

Earl Hartzog advised the Commission the Staff was working on the Mobile
Home Ord'i nance.
