PLANNING AND ZONING MINUTES
The Schertz Planning and Zoning Commission and City Council conducted a
Public Hearing on Tuesday) December 4) 1984 in the Municipal Complex
Council Chambers, 1400 Live Oak Road. Members present were as follows:

#1. C8LL TO ORDER
Mayor Sawyer called the meeting to order at 7:00 P.M. and turned the meeting
over to the Planning and Zoning Commission Chairman Linebarger.
#2. PUBLIC HEARING: Zoning Change #65
To receive input from the public on ~ recommendation by the Planning and
Zoning Commission to rezone approximately 32 acres of land from Predevelopment
(PD).
The minutes of this public hearing is a duplication of the City Council minutes.
#3. PUBLIC HEARING: Zoning Change #66
To receive input from the public on a recommendation by Planning and Zoning
Commission to establish the use of Special Overlay District in the Zoning
Ordinance.
The minutes of this public hearing is a duplication of the City Council minutes.
#4. PUBLIC HEARING: Zoning Change #67
To receive input from the public on a recommendation by the Planning and Zoning
Commi ss i on to rezone approximately 859 acres of 1 and from Predevelopment (PO).

#5. GENERAL DISCUSSION
The Mayor thanked the Commission and Staff for the outstanding work that went
into preparing for these three public hearings.
#6. ADJOURNMENT OF PUBLIC HEARING
Chairman Linebarger turned the meeting back over to Mayor Sawyer who
adjourned the Public Hearing at 8:08 P.M.
The Schertz Planning and Zoning Commission convened in a special session upon
completion of the Joint Public Hearing in the Municipal Complex Conference Room.
#1. CALL TO ORDER
Chairman Linebarger called the meeting to order at 8:18 P.M.
#2. CONSIDER AND MAKE RECOMMENDATION: Zoning Change #65
There was a brief discussion on the request by the property owner that the
property be zoned R-5. It was agreed the property owner should submit his own
request for the Loning change~ and the loss of land due to floodplain should
be a consideration in the land cost.

Ray Stanhope made a motion to recommend to City Council said land be zoned R-2
as presented by the Planning and Zoning Commission. Merwin Willman seconded
the motion and the vote was unanimous in favor.
#3. CONSIDER AND MAKE RECOMMENDATION: Zoning Change #66
Ray Stanhope made a motion to recommend to City Council the Special Overlay
District be adopted in the Zoning Ordinance as presented by the Commission.
Merwin Willman seconded the motion and the vote was unanimous in favor.
#4. CONSIDER AND MAKE RECOMMENDATION: Zoning Change #67

There was discussion on this rezoning change about the comments made during
the public hearing. The catfish pond presently located on this property
could continue to exist as long as City Council concurred with the operation.
If the catfish operation was expanded~ there would be a need for a zoning
change or specific use permit. May require street to be built if the business
increased with the expansion. The drainage would be handled during the plat-
ting and development of this land. It needed to be emphasized this was a
general plan for this property and future Commission members should be advised
to consider requests for zoning changes. The roadways shown on the plan were
general locations and the locations would be determined during development.
James Harden made a motion to recommend to City Council the property be zoned
as presented by the planning and Zoning Commission. Thomas Yarling seconded
the motion and the vote was as follows:

#5. CONSIDER AND TAKE APPROPRIATE ACTION: Final Plat Scenic Hills~ Phase II~ Unit I
Earl Hartzog advised the Commission on this project and the request for a
variance on the curve radius; The Staff recommendation will be based on the
City Engineer's recommendation~ and the City should enforce state requirements
when our ordinance is incorrect.
It was agreed to defer action on this item until the next meeting on December
11~ 1984. Action needs to be taken to correct the Subdivision Ordinanc~.
#6. GENERAL DISCUSSION
The next meeting would be held on December 11~ 1984 and the meeting for
December 25~ 1984 would be cancelled.
There was discussion about the need for a master drainage plan for the City.
The Commission should make a recommendation to City Council on this matter.
It was agreed to have the City Engineer attend a meeting in January to discuss
this matter.
There was a question on billboards along IH 35 and compliance with regulations.

Chairman Linebarger adjourned the meeting at 9:12 P.M.
