#1 CALL TO ORDER

The meeting was called to order by Chairman Aguilar at 7:00 PM.
Mr. Aguilar asked that Item 4 be placed on the Agenda next to
allow the City Council to hear the briefing by Mr. Fenton.
#2 READING OF MINUTES - Of June 12, 1979 meeting.
M~. Linebarger made a motion to accept the minutes. The motion was seconded
by Mr. Stanhope. The motion carried unanimously.

STAFF BRIEFING

Mr. Dean Fenton gave a brief overview of the progress of the Northcliffe
Development. As of this year 256 homes are complete. There have been 50
new homes started since January of this year. Projected sales is expected
to be 200 homes per year with a total 2000 homes in the development. The
development covers 800 acres with 200 to 300 acres set aside for "amenities",
i.e. schools, churches, parks, recreation areas,etc.
Mr. Fenton then asked that the Commission reconsider its decision concerning
Northcliffe East Community, Section 3. (P.C. 25). He then stated that "engine-
ering plans and specifications for streets, drainage structures, water lines,
and sewer lines have been completed and are on file with the City, to re-draft
this section to 7500 square feet lots would raise engineering costs and cause
the relocation of water service." Mr. Fenton further stated that these
excessive engineering costs would raise the cost of lots in that area about
$250.00 per lot.

Mr. Fenton stated to the Commission that because his firm had proceeded
thus far and that the plat had been on file with the City for over a year,
he was requesting that the plat be approved as it now is.
Mr. Fenton then stated that "if.the City would not consider granting this
variance his firm would certainly comply with the City's requests. We have
however, proceeded thus far and request special dispensation on this matter'.'.
Mr. Fenton then said that he would be willing to send a letter to the City
stating that his firm would comply with the Subdivision Ordinance on all
future plats submitted by them.
Mr. Linebarger stated that some of the variances that have been granted to
Northcliffe had been requested after the fact.

Mr. Aguilar then said that about 2 1/2 years ago, Mr. d'Hemecourt of the
Homecraft Company also promised that his firm would comply with the Sub-
division Ordinance on all future plats, "we thought that ... we had
reached an agreement with Northcliffe at that time". Mr. Aguilar then
stated that "the City of Schertz does have a Subdivision Ordinance that
other developers comply with. If there is a reason that they can not
comply, they come to the Planning and Zoning Commission to request a
variance. Since we do have a Subdivision Ordinance, the Commission asks
that Northcliffe developers comply with it".
Mr. Fenton again stated that he would file a letter with the City stating
that his firm would comply with the Subdivision Ordinance on all future
plats.
Mr. Fenton was then informed that PC 25 Northcliffe East Community, Section
3, would be reconsidered on July 10, 1979.
Mr. Garrison asked if some copies of the updated Northcliffe map could be
made available to the City for the Fire Department and SAFES.
Mr. Leslie Heinen said that if Mr. Garrison would send a letter stating
how many maps and of what scale, he would be happy to send them.
Mr. Linebarger made a motion that City Staff draft a letter to Mr. Fenton's
firm covering the following items:
1. Thanking them for their briefing.
2. Advising them in the future to aviod misunderstandings on any future
plats, that they have a knowledgeable representative attend all Plan-
ning and Zoning meetings dealing with Northcliffe plats.

3. That all plats identify adjacent land, that the location map be in more
detail so that the area in question can be readily located in relation
to the entire Northcliffe development.
4. All future plats must conform to the Subdivision Ordinance, unless a
previous variance has been requested and approved by the Planning and
Zoning Commission.
5. The fact the developers will incur further expenses for replatting will

no longer be considered a valid reason for granting a variance.
6. That similar discussions have taken place with representatives of
Northcliffe developers regarding the need for compliance with the
Subdivision Ordinance of the City of Schertz.
7. That representatives of Northcliffe are invited to attend any of the
Planning and Zoning Commission meetings to provide up-dated infor-
mation or to discuss future plans to solve problems prior to incurring
extensive cost.
8. That Mr. Fenton's firm to notified of the City's scheduled meetings
of the second and fourth Tuesday of each month.
Mr. Linebarger's motion was seconded by Mr. Stanhope. The motion carried
unanimously.
#5 CONSIDERATION OF REVISED ZONING ORDINANCE
A motion was made by Mr. Greenwald that the Zoning Ordinance

Mr. Aguilar recommends that the Commission devide the ordinance in 15
page units and use 3 meetings to review them. This would start the
second meeting in July.

There being no further business Chairman Aguilar adjourned the meeting
at 9:10 PM.
