PLANNING AND ZONING MINUTES
The Planning and Zoning Commission of the City of Schertz convened in
Regular Session, Tuesday, September 25, 1979, at 7:00 PM in the
Municipal Complex Conference Room, 1400 Live Oak Road. The following
members were present:

#1 CALL TO ORDER
Chairman Aguilar called to order the Regular Session of the
Planning and Zoning Commission at 7:00 PM.

READING OF MINUTES
Mrs. Lawler recommended that the September 11, 1979 minutes be
amended to state Mr. John Lund was present instead of Dick Mans-
field.
Mr. Greenwald made a motion to accept the minutes as amended." .
The motion was seconded by Mr. Willman. The motion carried unanimously_

Mr. Hamm re-lated.. to..cthe,Cmmnission that he was unable, to come up with
an "adequate definiction- for,lIhalf street".- Mr. Graham informed the'
Commission that it was a term used when people would designate the
front part of their property to be used as a street.: Wuest Street
was used an an example.
Mr. WTllman recommended that the Section 19-5 of the Propose Sub-
division Ordinance be omitted.
Mr. Richard Prater. presented plats of. survey for Dr:. A., W. May's
apartment units and stated that it was_impossible for any further
development on'the property -due-t:o a 40 foot drop intoCibolo Creek '
on the west side.- Mrs. Lawler.made amotion to' table furtherodis-

Mr. Hamm informed the Commi~sion as to the

The filing fees for plats from other towns-was discussed. Mr. Hamm
related that the current 'filing fee charged by the City does not cover,

the cost of city staff time involved.

Mr. Hamm further related to the Commission that the Building
Inspector's fee system was inadequate as it does not seem to
provide an incentive for proper building procedure for the
re-inspections.
Mr. Hamm presented Oak Forest Unit III plats to the Commission
for review and to pass on any recommendations it may have to
Mr. Coy Simmons. The recommendations were:
1. The continuation of Crest Oak as a street in dotted lines.
2. That a five foot maintenance easement to be shown.
3. The name of the two streets intersecting Circle Oak.
Any other recommendations would be provided by the City Engineer,
Ed Ford.
The Commission would like to have a copy of the revised }fuster Plan,
for Oak Forest from_Mr. Coy Simmons.
There was discussion concerning the park located in Oak Forest as to
whether it would be a maintenance problem. The City Staff was asked
for feedback on what the Park maintenance people feel about this
park's location and maintenance.

Mr. Hamm asked what was the procedure of changing the strip of land
in Greenfield Village between PM 3009 and Robert Derrick from Rl to
RSA to allow Garden Homes to be built there. Mr. Aguilar said that
the building .of, Garden Homes on,_Rl would be pursued through normal -.
channels. .
Mr. Hamm presented to the Commission_a_JIlap of the PM 78 Bypass he had
obtainedfr.om Mr~' Jones, Seguin Traffic Engineer~ The starting date
of this program is unknown at this time~
Mr. Hamm presented ".copies of.the, Resolution 79-R-l passed by City
Council on establishing and--outlining a street assessment program.~
Mrs. Lawler asked what had been done on BOA Case #11 as the building
had beencompleted~ Miss Stanhope said she would look into the
matter.
Minutes dated March 31,"1979 should be changed_to March 13, 1979 as
it is a typing error.
