PLANNING AND ZONING MI1~TES
The Planning and Zoning Commission of the City of Schertz convened in
Regular Session, Tuesday, November 13, 1979, at 7:00 PM in the Municipal
Complex Council Chambers Room, 1400 Live Oak Road. The following members

CALL TO ORDER
Chairman Aguilar called to order the Regular Session of the Planning and
Zoning Commission at 7:00 PM.

APPROVAL OF MINUTES - October 23, 1979
Mrs. Lawler moved to accept the minutes as read. The motion was seconded
by Mr. Greenwald. The motion carried unanimously.
113 RECOGNITION OF VISITORS
Visitors were asked to sign in and state the Agenda item they wish to
speak on.
114 PRE-APPLICATION CONFERENCE - A. W. Swinebroad

Mr. Swinebroad addressed the Planning and Zoning Commission on his plans
for a Mobile Horne Park.
The lot size of the }lobile HOrne Park will be the same size as Mobile Villa Ill.
People will purchase the lots from Mr. S1.\Tinebroad and he will control the type
of Nobile Homes that will be allowed in the Park.
Mr. Swinebroad stated that he would be agreeable to setting aside land for a
playground. Lots 30, 31,13 were discussed. Lot 12 is an old well site.
115 ZC-22 CONSIDERATION OF }~GDALENCE CORPORATION - Rezoning request from R2
to R4 of a 3.016 acre tract out of 8.927 acres located between Pfeil Street
. and Live Oak Road

Mr. Willman made a motion to have a Public Hearing on ZC-22 in December.
Mrs. Lawler seconded the motion. Motion passed unanimously.
Citizens who carne to speak to Planning and Zoning Commission about ZC-22
were informed about the Public Hearing and when it would take place in
December. The Citizens ask that the City inform the School Board of the
Public Hearing.
#6 STAFF BRIEFING
Mr. HaR~ briefed Planning and Zoning Commission on the status of the
zoning for Bavarian Village, as long as the o~~er does not vacate the
Plat it .nll not revert back to Pre-Development.
Mr. Hamm discussed perfo~~ance bonds and stated that he had been informed
by a bondsman in San fu1tonio that there was only a small number of deve-
lopers in this area that could afford P2rforrnance bonds. To require a
developer to post such a bond would be a hardship.
